The resort zoning code
Land inside the Port Ludlow Master Planned Resort follows its own chapters of the county code, and no house there may be added to or enlarged except as its zone allows. In the single-family zone a building may not exceed 35 feet in height, the front setback is 20 feet, the side and rear setbacks are 5 feet, and impervious surface is capped at 45 percent of the lot.

Buffers along Ludlow Bay
On marine shores the county shoreline program keeps a buffer of at least 150 feet from the ordinary high water mark, plus a 10 foot building setback behind it, and it honors a buffer already fixed by an existing plat, issued permit or development agreement. It also bars new or expanded buildings more than 35 feet above average grade where that height would block the view of a substantial number of homes.

Jefferson County takes building permit applications only at a scheduled intake appointment, and every document has to be uploaded to the department's electronic file share before that appointment. The county accepts only complete submittals, and for a remodel it asks for floor plans of the house before and after the work with every room labeled.

Remodeling in unincorporated Port Ludlow: county permits, the resort code, Ludlow Bay and slopes
Who issues the permit in Port Ludlow
Jefferson County does. Port Ludlow has no town government, so building permits come from the county's Department of Community Development in Port Townsend, which checks each application against the Unified Development Code and the Comprehensive Plan. The county code also names a lead planner for the Port Ludlow resort community, who reviews or coordinates every land use application inside it and is the first contact for questions about development there.
An application is filed at a scheduled intake appointment, with the documents uploaded to the county's file share beforehand. The form asks whether the house is on public sewer or a septic system, the type of work (remodel, repair, ADU or new construction) and an estimated project cost. Some projects also need a land use approval alongside the building permit, such as a variance or a shoreline substantial development permit.
Electrical permits are issued by the state Department of Labor and Industries, not the county. Once filed, an application's status and the day's inspection schedule can be followed in the county's Customer Self Service portal.
How the resort code shapes a project
Port Ludlow's resort community is one of only two master planned resorts in Jefferson County. Its rules live in the Port Ludlow MPR code, which divides the community into zones for single-family homes, multifamily housing, the resort complex, the village center and an open space reserve that protects the land around Ludlow Bay and the Twin Islands from any residential building. The code caps the whole resort at 2,250 dwellings, and existing subdivisions in the single-family zone may not be divided further.
The county code notes that the resort's private covenants, codes and restrictions may be stricter than its own rules, and that the county does not enforce them. The Ludlow Maintenance Commission and the South Bay Community Association are both named in the code as community organizations with their own facilities. Separately, the county prohibits rentals of under 30 days everywhere in the resort except the Resort Complex zone, where the inn, marina, beach club and condominiums are.
Ludlow Bay and the shoreline program
Every saltwater and freshwater shoreline in unincorporated Jefferson County falls under the county Shoreline Master Program. The official shoreline map is for planning only; where exactly jurisdiction ends on a given parcel is settled case by case once a project is proposed, from the ordinary high water mark and any wetlands tied to it. Work that is exempt from a substantial development permit still needs a letter from the county confirming the exemption.
Inside the program the standard buffer is 150 feet on marine shores and 100 feet on lakes, with the 10 foot building setback added behind it. Where a lot is too shallow to fit a home behind that line, a separate provision allows a modest house without a variance, limited to a building area of 2,500 square feet landward of the buffer. On no bank or low bank marine lots the program encourages setting the bottom of a foundation above the level of expected sea level rise.

Slopes, bluffs and the new critical areas rules
Jefferson County rewrote its rules for geologically hazardous areas in an ordinance adopted on March 9, 2026. Among other tests, ground sloping 40 percent or more with at least 10 feet of rise counts as a landslide hazard area unless it is bedrock, and the county draws most of its mapping from the state Department of Natural Resources.
Near a high or moderate landslide hazard, native vegetation is kept from the toe of the slope to 25 feet past its top, and buildings stay a further 15 feet back. For a moderate hazard the building setback is 40 feet from the top of the slope; for a high hazard it equals the height of the slope plus a third of that height or 25 feet, whichever is greater. A geotechnical report stamped in Washington can support a smaller setback.
The same article limits clearing and grading on these slopes to May 1 through October 1 unless an engineer prepares a wet weather erosion control plan, and it does not allow stormwater to be sent across the face of a mapped marine bluff.
ADUs, sheds and added space
Accessory dwelling units are not allowed in the resort's single-family zone, so extra living space in that zone is planned as part of the house. Where the county's general rules apply instead, one ADU of up to 1,250 square feet may join an existing house, the front of the house keeps a single outside entrance, and the owner must show an adequate water supply and septic approval before the ADU permit is issued.
A detached one story building of 200 square feet or less needs no building permit as long as it is not heated or used as living space. Buffers and setbacks still apply to it, and the county asks owners to check with the department before building.
What Port Ludlow houses are like
The Census Bureau's 2020 to 2024 American Community Survey counts about 1,814 homes in Port Ludlow, with a median build year of 1996. Roughly two thirds went up in 1990 or later, and the 2000s alone added about 545. Nearly nine in ten are detached houses, about 91 percent of occupied homes are lived in by their owners, and the median age of residents is 65.
For a house of that age we plan the layout and finishes the owner wants next, and every line of that work is priced in writing before it begins.

Who issues building permits in Port Ludlow?
Jefferson County. Port Ludlow is unincorporated, so the county's Department of Community Development in Port Townsend reviews and issues the permit, and a county lead planner is assigned to the resort community. Electrical permits come from the state Department of Labor and Industries. We prepare the drawings and file the county application for you.
Do I need a permit to remodel a bathroom in Port Ludlow?
Only for some of the work. Jefferson County asks for a remodel permit when walls are moved or plumbing is changed or tapped into, and such a permit may qualify for over the counter processing if no bedrooms are added. By the county's own answer, work that leaves the walls and plumbing as they are does not need one.
Can I build an ADU in Port Ludlow?
Not in the single-family zone of the resort, where the county code prohibits accessory dwelling units. On a lot under the county's general rules, one ADU of up to 1,250 square feet is allowed with an existing house, subject to water and septic approval. We confirm your zone before any plan is drawn.
Does the county enforce my homeowners association rules?
No. The county code says the resort's private covenants, codes and restrictions may be stricter than county rules, but Jefferson County does not enforce them. A remodel has to satisfy both, so any association review runs alongside the county permit.
