Three things a Monroe remodel runs into early

  1. The Monroe rule

The Skykomish River and Woods Creek

Monroe's Shoreline Master Program covers the Skykomish River, Woods Creek and the Tye Stormwater Facility, the land within 200 feet of their ordinary high water mark, and parts of the mapped floodplain. The city treats the Skykomish as a shoreline of statewide significance.

    What we do

We look at the shoreline designations map for your address before a plan is drawn.

  2. The Monroe rule

    Floodplain and ground hazards

Flood hazard areas sit under their own chapter, MMC 14.01, run by the city engineer and separate from the critical areas code in MMC 22.80. The city's review of state geologic data lists erosion along the Skykomish River, landslides, and earthquake and liquefaction hazards as the ones most likely in Monroe.

    What we do

We pull the flood and geologic hazard layers for your parcel before drawings begin.

  3. The Monroe rule

A new portal and a long checklist

Since March 23, 2026, Monroe takes building, land use and fire permit applications online through its LAMA portal. A residential addition or remodel submittal lists a site plan, house plans, an erosion and sediment control plan, the state energy code checklist and a building height worksheet, and electrical permits come from Labor and Industries, not the city.

    What we do

We prepare the drawings and file the complete set through the LAMA portal for you.

Settling these on paper first keeps a Monroe project from stalling once the walls are open.

Overall, we had a great time with Volcano Builders. There were a few small delays, but they were clear in their communication and kept things moving. The last kitchen remodel turned out great, and the quality seems like it will last for a long time.

I recently hired Bar from Volcano Builders to remodel my bathroom. Overall, the experience was satisfactory. Bar was professional and communicated well throughout the project. The work was completed on time and within budget. The quality of the remodel met my expectations, though there were a few minor details that could have been improved. I would recommend Bar for anyone looking for a reliable contractor for bathroom renovations.

Volcano builders did a phenomenal job on my bathroom remodel. They exceeded my expectations on many levels. Their designer helped me pick out all the tile and bathroom accessories to make sure everything matched in style. Communication was great and response time very fast whenever I had questions for them. They estimated the project would take 5-6 weeks but finished in 4 weeks! Excellent job! Loooooove my new bathroom! Including pics of the Before… and the After!

Bar Unger, founder of Volcano Builders

I'm Bar, founder of Volcano Builders. I have been building for 20+ years, and our Monroe office is right here in the city, with our main office in Bellevue. Most remodeling problems start before any work does: a vague price, a missed permit step, nobody answering the phone. So every project we take on gets a written, itemized price before work starts, a design and permit plan built around your city's rules, and one project manager you can actually reach.

Monroe general contractor guide: permits, rivers, ADUs and housing

How Monroe permits work

The Permit Center at Monroe City Hall handles planning, building and engineering permits. Since March 23, 2026, applications go in online through LAMA, the city's new permit portal from the Davenport Group, and quick permits for water heaters, furnaces, heat pumps and re-roofs are issued only through that portal as well.

Electrical work is permitted separately by the Washington State Department of Labor and Industries. For an addition or remodel, the city's checklist asks for a site plan at no smaller than one inch to fifty feet, house plans, a temporary erosion and sediment control plan, the state energy code checklist and a building height calculation worksheet, plus structural calculations where they apply. Replacing siding also takes a residential remodel permit.

Monroe does not post review times for residential permits on these pages, so the start date we give you is set once the city has taken in the application.

Rivers, floodplain and critical areas

Two waterways shape a lot of Monroe building sites. The Skykomish River and Woods Creek are both classed as Type S streams, so their buffers are set by the Shoreline Master Program, which also reaches the Tye Stormwater Facility and the contiguous floodplain.

Floodplain building standards live in MMC 14.01, while wetlands, streams, habitat and geologic hazards fall under MMC 22.80. The city's critical areas review notes that Monroe lies outside the mapped volcanic debris and lava flow zones, so the hazards to check here are erosion, landslide and liquefaction.

ADUs and backyard cottages

Monroe rewrote its ADU rules in 2025 to meet the state ADU law, HB 1337. A single-family lot can have two accessory units: one attached and one detached, two attached, or two detached. Each may be up to 1,000 square feet or half the floor area of the main house, not counting the garage, whichever is larger.

Every ADU needs one off-street parking space unless it is within a half mile walk of a major transit stop, and an existing detached garage can be converted even if it breaks today's setback or lot coverage rules. The ADU is a Type I land use permit, and once it is approved a separate building permit is needed to build it.

What Monroe houses are made of

Most of Monroe is young. The Census Bureau's 2020 to 2024 American Community Survey puts the median year built at 1997, and the 1990s alone account for about 28 percent of homes. Roughly seven in ten were built in 1990 or later, and about seven in ten are detached houses.

The exception is the core of town. Around 9 percent of Monroe homes date from before 1940, and the city's comprehensive plan describes older neighborhoods surrounding the Historic Downtown. A 1990s house usually calls for new finishes and layout changes, while a prewar home can need its wiring, plumbing and structure brought forward, and we price each one in writing on those terms.

Permits: City of Monroe Permitting and Online Permits pages and the residential submittal checklists, September 2026. Shorelines and critical areas: Monroe Shoreline Master Program (March 2024) and the Critical Areas Regulations 2026 Update report. ADUs: City of Monroe ADU submittal checklist. Housing: US Census Bureau, American Community Survey 2020 to 2024 5-year estimates; Monroe 2024 to 2044 Comprehensive Plan.

Questions

Monroe remodeling questions

Who issues building permits in Monroe, WA?

The City of Monroe does, through the Permit Center at City Hall, and applications have been filed online through the LAMA permit portal since March 23, 2026. Electrical permits are the exception: they come from the Washington State Department of Labor and Industries.

Does a deck in Monroe need a permit?

Usually. A permit is needed if the deck is attached to the house, serves the main exit door, or sits more than 30 inches above grade at any point. Only a small freestanding deck of 200 square feet or less, no higher than 30 inches and not serving a required exit, is exempt.

How many ADUs can I build on a Monroe lot?

Up to two, in any mix of attached and detached. Each can reach 1,000 square feet or half the main house's floor area, whichever is larger, and each needs a parking space unless it is within a half mile walk of a major transit stop. After the ADU permit, a separate building permit covers construction.

Is my Monroe lot affected by the Skykomish River shoreline or floodplain?

It is if it lies within 200 feet of the Skykomish River or Woods Creek, near the Tye Stormwater Facility, or in the mapped floodplain those rules reach. Floodplain standards in MMC 14.01 and the critical areas code in MMC 22.80 can also apply, so the maps come first.

Why use one general contractor in Monroe for a kitchen remodel?

Because a kitchen that moves plumbing, gas or walls involves several trades and at least two permit offices, the city and Labor and Industries, and one contractor keeps them on a single schedule. Our Washington registration is VOLCABI792C6. More detail is on our kitchen remodeling page.

How much does a home remodel in Monroe cost?

Scope sets the price more than size does: keeping a layout costs less than moving plumbing or walls, and a prewar house near downtown can need more behind the walls than a 1990s one. You get a written, itemized price before work begins, and typical ranges by project type are in our Remodeling Pricing Guide.
