What Monroe requires before a bathroom is torn out
-
The Monroe rule
A patched leak is exempt, new pipe is not
The city says no permit is needed to stop a leak in a drain, water, waste or vent pipe. Once a defective pipe is removed and replaced with new material, a plumbing permit is required, and the same is true of any water heater swap (a gas unit adds a mechanical permit).
What we doWhen the walls are open we price the supply and drain lines that should be renewed, list them on the Monroe plumbing permit and schedule the inspection before tile goes on.

The Monroe rule
Bathroom wiring goes through L&I here
Monroe is not on the list of Washington cities that run their own electrical permits, and the city's permit page sends electrical work to the Department of Labor and Industries. Under state rules the permit is bought by the electrical contractor or by the owner doing the work, and L&I inspects it.
What we doOur electrical scope, from a new fan circuit to vanity lighting and a heated floor, is permitted with L&I and inspected before drywall closes the wall.

The Monroe rule
A wider bathroom door is a remodel permit
Hanging a new door in the existing frame needs no permit in Monroe. Widening or changing the frame does: the city lists it as work that needs a residential remodel permit. That matters if you want a wider opening for a walker or wheelchair.
What we doIf your plan includes a wider opening or a curbless shower for aging in place, we draw it and submit the remodel application in the city portal with the rest of the package.
The median Monroe home was built in 1997, and the 1990s are the largest decade of the city's housing at 28 percent, while about 9 percent of homes predate 1940 (US Census Bureau, ACS 2024 5 year). A bath in a 1990s subdivision house and one in an older house near Historic Downtown open up very differently, so we look behind the walls before we price either.
What a Monroe bathroom project can include
Three kinds of bathroom work we take on in Monroe, each run by a single project manager.
Tub out, shower in
Fiberglass tub and shower units replaced with tiled walk in showers, frameless glass, a bench or niche, and every wet wall and floor waterproofed before tile.
Primary bath rebuilds
Freestanding soaking tubs, double vanities with quartz tops, separate glass showers and lighting planned around the window and the ceiling.
Aging in place
Curbless entries, grab bar blocking inside the walls, slip resistant floor tile, comfort height toilets and a wider door where the frame allows.
The full list of what we cover is on our bathroom remodeling page. For other rooms in the same house, see home remodeling in Monroe, or look at the wood look plank floors of our Monroe flooring project.

Monroe bathroom remodel questions
What permits does a bathroom remodel need in Monroe?
Usually two kinds. The City of Monroe issues the remodel and plumbing permits through its online portal, and L&I issues the electrical permit, because Monroe does not run its own electrical program. Fixing a leak or changing a door within its frame needs no permit; replacing pipe, a water heater or a door frame does. Our page Bathroom Remodeling Across the Greater Seattle Area covers the general rules.
How long will my bathroom be out of use?
On our project pages, a shower rebuild in Renton took about two weeks, an Auburn master bathroom about three weeks and a Kirkland primary bath about 13 weeks of construction. Your own schedule depends mostly on the scope your permits cover. Replacing defective pipe or a water heater takes a City of Monroe plumbing permit, widening a door frame takes a residential remodel permit, and the wiring is permitted and inspected by L&I. Selections, ordering and permits happen before the work starts. See How Long Does a 5x8 Bathroom Remodel Take?
My house is in a subdivision with an HOA. Does that matter?
For most interior bathroom work it does not, but read your covenants: some associations want notice of contractor parking, dumpsters or working hours, and anything that shows outside, such as a new window or roof vent, may need their approval. We plan around those rules and keep the driveway and street clear.
Is my house on septic a problem?
The city's addition and remodel checklist lists written Snohomish Health District approval where one is required. If your house is on a septic system rather than city sewer, we check with the Health District before we add a bathroom or new fixtures.
What does a bathroom remodel in Monroe cost?
That depends on the size of the room, whether the drain or the walls move, and the tile, vanity and glass you pick. After we measure you get a written price broken down line by line. Our bathroom remodel cost guide explains what moves the number.
