Permits at the SeaTac Permit Center

Remodel permits in SeaTac come from the Permit Center on the third floor of City Hall, and applications are filed online through the city's permitting portal. A bathroom remodel in SeaTac, a kitchen renovation or a basement remodel goes in under the Building Alteration application when it adds no floor area.

Larger projects are routed to more than one city department. Once every reviewer has finished, the city sends an approval or a comment letter listing the corrections it needs. SeaTac also publishes a Permit Time Estimate Sheet with average review days for each permit type, and notes that submittal quality, project size and site conditions all move those numbers.

After the permit is issued, inspections are booked through the same portal. Requests made before 5 p.m. are scheduled for the next business day, and no work is covered until an inspector approves it.

Angle Lake shoreline and critical areas

Angle Lake is the only water body in SeaTac under the state Shoreline Management Act, and shoreline jurisdiction reaches 200 feet from its ordinary high water mark. The city divides that band into five shoreline environments, each with its own setbacks.

Elsewhere, Chapter 15.700 of the municipal code regulates landslide, steep slope, erosion, seismic and flood hazard areas, plus wetlands and streams. Slopes of 40 percent or steeper get a 50 foot buffer, which the city can cut to 10 feet when a critical area report supports it. We look up your lot on the city maps before any design work.

ADUs and DADUs under the 2025 code

SeaTac allows up to two accessory dwelling units on lots zoned for detached homes, under Ordinance 25-1008, which took effect on June 21, 2025. That can be two attached units, one attached and one detached, or two detached units, and an existing detached garage can be converted.

Each unit runs from 220 to 1,000 square feet, up to 30 feet tall, with its own entrance. The size cap is lifted when a basement becomes an attached ADU in a house that has stood on the lot for at least five years. Every ADU is registered with the city and recorded with King County. A detached ADU is filed as a new residential building and an attached one as an addition.

Parking follows distance from the airport. Within one mile of Sea-Tac International Airport, an ADU needs one off-street space, and a second above 600 square feet. Beyond that mile and within half a mile of a major transit stop, no ADU parking is required.

Older homes: what a bathroom renovation uncovers

Much of SeaTac's housing predates 1980: the median year built is 1972 in the Census Bureau's 2020 to 2024 American Community Survey, and roughly half of all units went up between 1950 and 1979.

Detached houses are about 42 percent of the city's homes, next to apartments, townhouses and manufactured homes. In a house from those decades, kitchen remodeling in SeaTac or a bathroom renovation can mean updating wiring, plumbing and insulation once the walls are open, so that possibility is priced in writing before work starts.

Questions about remodeling in SeaTac

Do I need a permit for basement remodeling in SeaTac?

SeaTac names basement remodels, along with kitchen and bathroom remodels, as work for its Building Alteration permit, which covers projects that add no square footage, such as removing non-bearing walls. Electrical, plumbing and mechanical work are permitted separately, and all of it is filed through the city's online permitting portal.

How long does a kitchen remodel permit take in SeaTac?

The city ties it to the project: review time depends on submittal quality, permit type, project size and site conditions. SeaTac publishes a Permit Time Estimate Sheet with average business days per permit type, and larger jobs go to more than one department. A complete first submittal is the part we control, and it helps avoid a second round after a comment letter.

Does a deck renovation in SeaTac need a permit?

That depends on the scope. SeaTac handles decks under its Accessory Structure application and publishes a Residential Deck checklist, so we measure your deck renovation against that checklist before pricing it.

Can I add an ADU or DADU to my SeaTac lot?

On lots zoned for detached homes, yes: up to two, attached, detached or one of each. Each can be up to 1,000 square feet, and a basement conversion in a house at least five years old is exempt from that cap. What does a kitchen renovation in SeaTac cost?

Scope and the age of the house set the price more than square footage. Moving plumbing or walls adds cost, and a home from the 1950s to the 1970s may need wiring or plumbing updates once it is opened up; the same holds for a bathroom renovation.
