Since May 12, 2026, the Sammamish River, Bear Creek and Evans Creek carry a 200 foot shoreline buffer, with a further 15 foot building setback from that buffer. On Lake Sammamish the waterfront building setback is 35 feet, reducible to 20 feet if the setback area is replanted with mostly native vegetation.

How Redmond permits are filed
Redmond's Development Services Center issues building permits through two online portals. Over-the-counter permits, the ones that need no plan review, go through the Redmond E-Permitting System (REPS). A remodel, addition or ADU that needs review starts as a request in Plan Review Online (PRO), and the city emails a permit number and upload instructions within 48 hours.
Plans go in as PDFs; the city does not accept paper plans. Electrical, mechanical and plumbing work are separate applications from the building permit. Each application gets a Project Coordinator, and if reviewers need more, the city sends an Additional Information Issues Matrix listing what to fix.
The city's permit pages post no review times for residential work, so we set your start date once the city responds. An issued permit expires if no inspection happens within 365 days, and each passed inspection resets that clock.
Critical areas, creeks and the lake
The zoning code lists five kinds of critical area in Redmond: fish and wildlife habitat conservation areas, wetlands, frequently flooded areas, geologically hazardous areas, and critical aquifer recharge areas, each with its buffers. Work that disturbs soil, adds impervious surface or alters a structure near one of them falls under RZC 21.64.
Four water bodies carry shoreline jurisdiction, generally the land within 200 feet of their ordinary high water mark: the Sammamish River, Lake Sammamish, Bear Creek and Evans Creek. The city's latest shoreline amendment, approved by the Department of Ecology, took effect on May 12, 2026; it widened the stream buffers to 200 feet and added a 15 foot building setback beyond them.
ADUs and tiny homes
Redmond Zoning Code 21.04.1110 says: "Two ADUs or tiny homes shall be allowed on each residential lot." An ADU can be added to the house, built inside it or placed in a detached structure, and its total size is capped at 1,000 square feet; a tiny home is capped at 400. The code lets the city approve a larger ADU when it fills an entire floor of the house.
A detached ADU must meet the same lot coverage limits as a house, though it may sit right on a lot line that abuts an alley or right of way. It also needs fire sprinklers, which the city requires for detached ADUs as it does for new homes.
What Redmond's housing looks like
The Census Bureau's 2024 American Community Survey puts the median year built at 1997, and about a third of all homes went up in 2010 or later. Roughly another third date from the 1970s and 1980s.
Only about a third of Redmond homes are detached single-family houses, and nearly as many sit in buildings of 50 units or more. A house from the 1970s or 1980s tends to need the bigger rethink, from layout to insulation, while a newer townhome or condo is more often a finish and fixture job.

Does a bathroom remodel in Redmond need a permit?
Yes, whenever it goes past surface finishes: Redmond lists alterations and remodels of an existing home among the projects that need a building permit. Plumbing, electrical and mechanical work each take their own application, and a reviewed permit is requested through the city's Plan Review Online portal.
When does a new deck in Redmond need a permit?
Most do. The city exempts only a detached deck that is not more than 30 inches above the adjacent grade and not over a basement or story below. A deck attached to the house, or higher than that, goes through a building permit.
How many ADUs can I add to a Redmond lot?
Two. Redmond Zoning Code 21.04.1110 says "Two ADUs or tiny homes shall be allowed on each residential lot", in any mix of attached, interior and detached units. Each ADU can be up to 1,000 square feet, a tiny home up to 400, and a detached ADU must meet the lot coverage limits and be fitted with fire sprinklers.
My yard backs onto Bear Creek or the Sammamish River. What changes?
Expect less room to build near the water. Both are shorelines of the state with a 200 foot buffer, plus a 15 foot building setback from that buffer, and an addition or new structure has to stay outside both.
