Cottage Lake Creek carries a large run of wild Chinook salmon, and Daniels Creek, which feeds the lake, is a spawning and rearing stream for coho and cutthroat trout. King County's updated critical areas ordinance, in force since 18 February 2026, strengthens protection for native plants and trees along streams, and the applicant must locate and disclose every critical area and buffer on the site.

Remodeling in unincorporated Cottage Lake: permits, shorelines and ADUs
Who issues the permit in Cottage Lake
King County does. Cottage Lake has no city hall, so building and land use permits come from the county's Department of Local Services, Permitting Division, and most residential applications are submitted online through MyBuildingPermit.com.
The county sorts home projects into a remodel, which changes existing space without adding floor area, and a structure addition, which adds square footage. An ADU is its own permit type. Plumbing and gas piping permits come from Seattle and King County Public Health, and electrical permits from the state Department of Labor and Industries.
King County posts estimated timelines for each stage of review and says they depend on how complete the application is, how many reviews it needs and how quickly questions are answered. Your start date is set from the current estimate once the application is accepted.
Shoreline and critical areas around the lake
Cottage Lake and its shorelands fall under the King County Shoreline Master Program, whose latest amendment the state Department of Ecology approved on 28 April 2026, effective 12 May 2026. Away from the lake, the county's critical areas ordinance governs wetlands, streams, wildlife habitat, flood areas and geologic hazards.
The lake sits in the Cottage Lake Creek sub-basin of the Bear Creek basin, where a cold-water spring in the county-owned Cold Creek natural area supplies cool water to the creek in summer and early fall. Some critical areas, such as erosion hazard areas, are mapped; for others the county decides from a report by a qualified professional, and it warns that its iMap viewer cannot fix their exact location. A Critical Areas Designation settles them in advance, stays valid for five years, and is required before a septic design or well site application.
ADUs and backyard cottages
How many ADUs a Cottage Lake lot can hold depends on whether it is in the Urban Growth Area. Urban lots may have two, attached, detached or one of each. Rural area lots may have one, and in the RA zones it can be detached only when the lot meets the minimum lot size for its zone and holds no more than one primary house.
Under KCC 21A.08.030 an ADU is limited to 1,000 square feet of heated floor area and 1,000 square feet of unheated area, with exceptions for units built wholly inside a basement or attic. No extra parking space is required, and the owner records a notice on title with the county before the building permit is approved.
Cottage Lake houses and what they need
Cottage Lake is almost entirely single-family: about 97 percent of its homes are detached houses, and about nine in ten occupied homes are lived in by their owners, according to the Census Bureau's 2020 to 2024 American Community Survey. The median home was built in 1984, and the 1980s alone account for about 40 percent of the housing.
A house from the 1970s or 1980s that has never been remodeled usually often needs its kitchen, baths, windows and insulation looked at together. We price that work line by line in writing before it starts.

Does Cottage Lake have its own building department?
No. Cottage Lake is an unincorporated area, so remodel, addition and ADU permits are issued by King County's Permitting Division and filed through MyBuildingPermit.com. Plumbing and gas piping permits go to Seattle and King County Public Health, and electrical permits to the state Department of Labor and Industries.
What should I ask a Cottage Lake remodeling contractor before hiring?

Can I add a bedroom if my house is on a septic system?
Only with extra approvals. King County says adding a bedroom to a home on septic triggers additional permit requirements, and a Public Health permit also needs a Critical Areas Designation before the building permit is submitted. We plan the bedroom count around those answers.
