The Skykomish River, the Wallace River and May Creek are all regulated shorelines in Gold Bar, and the Skykomish is a shoreline of statewide significance. The city's jurisdiction covers the floodway plus 200 feet of floodplain on the FEMA flood map. Inside it, buildings keep a 150 foot setback from the floodway or ordinary high water mark, which buffer averaging can reduce by 25 percent, and hard surfaces may cover no more than 20 percent of that setback.

Gold Bar has no sanitary sewer system; the comprehensive plan says the city was developed with single-family septic systems. The city's building permit application for an addition or remodel asks for two copies of a site plan that shows the septic tank, drainfield, reserve area and rain drains, with dimensions from every property line, structure and the septic system, and zoning sets a 12,500 square foot minimum for a house lot on an on-site sewage system.

City code subjects every project to a pre-application meeting unless the city waives it, which it often does for residential work. For most residential jobs without a land use component the city puts review at a few days to a few weeks, and inspections need 24 hours' notice booked with a person, not a voicemail.

How permits work in Gold Bar
Gold Bar runs its own building department out of City Hall, where the Public Works Director and permit staff take applications Monday to Thursday. The city also holds consultation meetings to look at a concept before plans are drawn, and asks homeowners to call or stop in before spending money on design.
For an addition or remodel the application goes in with two copies of the site plan, two copies of the construction drawings, two copies of any structural engineering calculations and a copy of the contractor's license. The city lists its own design minimums on the form: a snow load of 25 pounds per square foot, a 110 mile per hour wind speed and seismic zone 3.
Work started without a permit can be fined at double the permit fee. When the last inspection passes, the city grants approval to occupy or issues a certificate of occupancy.
May Creek, the Wallace River and flood mapping
The city designates the south bank of the Wallace River from the western city limits, and parts of May Creek, as Shoreline Residential. In that designation buildings are held to 35 feet, total hard surface within shoreline jurisdiction to 35 percent, and one storage shed of up to 150 square feet and 12 feet tall may go in the setback beside a house. The Skykomish bank south of the railroad tracks is designated Natural.
The comprehensive plan notes that the railroad and US 2, which run between most of the city and the Skykomish, give partial protection from that river, while the May Creek and Wallace River floodplains reach limited areas that are mostly undeveloped. Shoreline permits in Gold Bar are decided by the Hearing Examiner, so a project that needs one is planned with that step in the calendar.
Wetlands, well fields and the critical areas code
Gold Bar's critical areas code is chapter 18.08 of the municipal code, adopted in 2016. The comprehensive plan warns that wetlands beyond those on the national inventory may exist, especially next to May Creek and the Wallace River, and that all three waterways carry salmon, including chinook and bull trout.
The city draws its drinking water from two well fields, and the land within the ten year travel time of those wells is mapped as critical aquifer recharge area. City policy keeps new septic systems out of wellhead protection areas and the 500 year floodplain. Steep slopes are few and the city has not mapped geologic hazards, so the plan says their presence should be checked lot by lot.
Accessory dwelling units in Gold Bar
Gold Bar amended its ADU chapter in December 2024, by Ordinance 780. A lot may carry up to two accessory units alongside the main house, attached, detached or one of each, and the Public Works Director approves them. Each unit is capped at 1,000 square feet and may not be bigger than the house, although a basement conversion in a home that has stood for at least five years can exceed that cap.
A detached unit tops out at 24 feet, keeps five feet from side and rear lines and six feet from the main house. One parking stall is required unless street parking or transit qualifies for an exception, and it may not sit on the drainfield. Neither unit may be used as a short-term rental, and before approval the Snohomish County health department has to confirm that the septic system can serve every unit on the lot.
Gold Bar houses and the zoning around them
About two thirds of Gold Bar's homes were built in 1990 or later. The Census Bureau's 2020 to 2024 American Community Survey puts the median home at 1994, and about four in ten houses date from the 1990s, when the comprehensive plan records growth of about seven percent a year. Roughly three quarters are detached single-family houses, close to a fifth are mobile or manufactured homes, and most are lived in by their owners.
Zoning sets the envelope for additions. In the R7200 zone houses stop at 25 feet with building coverage up to 35 percent of the lot; in the larger lot R12500 zone the limits are 35 feet and 30 percent. Side yards must add up to ten feet with neither under five, the rear yard is five feet, and the front setback is measured from the street centerline: half the right of way plus 20 feet.

Does a Gold Bar bathroom or kitchen remodel need a permit?
Usually, once fixtures, piping or equipment change. The city keeps a separate mechanical and plumbing permit application, and its building permit form counts each toilet, tub, sink, dishwasher and water heater. The city's own advice is that any construction could need a permit, so we confirm the list with City Hall before your price is final.
Where is a building permit filed in Gold Bar?

How long does the city take to review a remodel?
For most residential work without a land use component, the city says a few days to a few weeks. Projects that need shoreline, variance or conditional use approval take longer, because those go to the Hearing Examiner with public notice periods.
Can I add an ADU to my Gold Bar lot?
Often, yes. City code allows up to two accessory units per lot, each up to 1,000 square feet and no larger than the house, and the county health department must first confirm the septic system can carry the extra load. We start with that septic question before any design.
My property backs onto May Creek or the Wallace River. What changes?
Shoreline rules may apply. Within the floodway plus 200 feet of mapped floodplain, new buildings keep a 150 foot setback from the floodway or the ordinary high water mark, and a deck or patio can go inside that setback only where the ground was cleared before the shoreline program was adopted. Lots in the mapped floodplain may also need the FEMA elevation forms the city posts with its permit applications.
