When the cost of an improvement reaches 50 percent of the structure's assessed value, the flood code treats it as a substantial improvement and the whole house must meet current floodplain standards.

Sultan's Shoreline Master Program, last updated in 2019, covers the Sultan River, the Skykomish and part of the Wallace, and applies to work within 200 feet of their ordinary high water mark. The Skykomish carries the extra weight of a shoreline of statewide significance, because its mean annual flow above the city is at least 1,000 cubic feet per second.

Every Sultan building permit application goes in online through the city's MyGov portal, and the city no longer accepts paper submittals. Inspections are booked through the same portal, run Monday to Thursday only, and must be requested by 3:00 pm the day before.

Remodeling in Sultan: permits, two rivers, the bluff and ADUs
How a Sultan permit moves
The city's Community Development Department runs building permits. Its building division reviews, issues and inspects building, mechanical, plumbing, fence, sign and demolition permits; for the electrical code the city points to the state Department of Labor and Industries, which adopts and amends it. Applications are uploaded through MyGov under a collaborator account, no fee is due until staff process the file, and once the permit is approved an invoice arrives by email.
Sultan adopted the 2021 International Building Codes on March 19, 2024, in effect from March 25, 2024. The building page also lists the design numbers plans are checked against: a roof snow load of at least 25 pounds per square foot, an 18 inch frost line, seismic zone D2, and a 110 mile per hour design wind speed.
Where the Sultan and the Skykomish meet
Sultan sits where the Sultan River runs into the Skykomish, with the Wallace River and Wagley and Winter Creeks close by. The city's flood newsletter describes two kinds of flooding: the Sultan River rises fairly calmly into downtown and the neighborhoods north and west of it, while the Skykomish can push hard against buildings along Dyer Road, Skywall Drive and 311th Street south of US 2.
For new construction and substantial improvements, Sultan's flood code puts the lowest floor, basement included, at least two feet above the base flood elevation. City staff will read the base flood elevation off the adopted flood maps for section B9 of an elevation certificate, which a licensed land surveyor then completes, and they keep the maps, past elevation certificates and a record of map amendments at City Hall.
The city has been in the National Flood Insurance Program since 2003 and reported a Class 6 rating in the program's Community Rating System in its 2022 newsletter. Its zoning code adds a federal habitat rule on top: in the protected floodplain areas, an improvement that grows a building's footprint by more than 10 percent has to mitigate its effect on listed salmon habitat.
The bluff, the plateau and the critical areas code
High bluffs split Sultan in two: the historic core down by the rivers, and the newer part of town up on the eastern plateau. The city's comprehensive plan maps its geologically hazardous areas along that bluff, and places most of Sultan's wetlands up on the plateau.
The critical areas code, SMC 17.10, treats a slope of 40 percent or more with at least 10 feet of vertical relief, covering more than 1,000 square feet, as a landslide hazard, and it bars altering land steeper than 40 percent. Gentler slopes with unstable soil can still be built on with a critical area report from a qualified professional. Title 17 can be amended between the time a project is planned and the time it is submitted, so we confirm which text governs when the application is prepared.
Two ADUs on a Sultan lot
Ordinance 1414-24, which took effect on December 16, 2024, lets Sultan homeowners add up to two accessory dwelling units per lot in the residential zones, each needing one off-street parking space. In the low density zone an ADU follows the same yard setbacks as the house, 20 feet in front, 5 on each side and 15 at the rear, with a 30 foot height limit.
ADUs cannot sit in a required front yard, but a garage or other existing accessory building converted into living space may.
A young housing stock with an old core
The Census Bureau's 2020 to 2024 American Community Survey puts the median Sultan home at 2002, and more than half of the city's homes date from 2000 or later. About a quarter were built before 1980, including a small group from 1939 or earlier. Roughly four in five homes are detached houses, and most are owner occupied.
The two ends call for different work. A house from the 2000s usually needs finishes, a new kitchen layout or a bathroom brought up to date, while an early twentieth century house near downtown can hide old wiring and plumbing, and may also sit in the floodplain. The written price covers what the walls are likely to hold before anyone starts.

Sultan remodeling questions
Does a kitchen remodel in Sultan need a permit?
It depends on what moves. Sultan exempts finish work such as painting, tiling, cabinets and countertops, but replacing or rearranging plumbing pipes needs a permit, the city issues mechanical permits for equipment such as furnaces and heat pumps, and the electrical side follows state Labor and Industries rules. A house in the mapped floodplain can also need the city's flood development permit. We list every permit in the scope before the price is final.
How do I apply for a building permit in Sultan?
Online, through the city's MyGov portal: you register as a collaborator, open a new request under the Community Development Department and upload the plans. On our projects we prepare the drawings, submit them, answer reviewer questions and handle the invoice once the city issues it.
How can I tell whether my Sultan house is in the floodplain?
The city suggests two lookups: FEMA's Flood Map Service Center, or the flood hazard layer in Snohomish County's PDS Map Portal. City staff will also help by phone, and City Hall keeps the adopted flood maps along with elevation certificates and map amendment letters already on file.
Can I build an ADU in my Sultan backyard?
In most residential zones, yes: the city allows up to two ADUs per lot, each with one parking space. A new ADU has to stay out of the required front yard and meet the zone's side and rear setbacks, and a lot in the floodplain, a shoreline area or near the bluff still answers to those rules as well.
Do I need a permit for a shed or a small retaining wall in Sultan?
Often not. A one-story shed or playhouse up to 200 square feet is exempt if it meets zoning setbacks, and so is a retaining wall no more than 4 feet tall that holds back no extra load. Sultan does require a permit for a new fence, though a damaged fence replaced in the same spot does not.
What will a home remodel in Sultan cost?
