Three Brinnon rules to know before you remodel

  1. The Brinnon rule

    Tall banks along Hood Canal

    Low banks are rare on the Brinnon waterfront: the county's Brinnon Subarea Plan describes most of it as banks rising 30 to 70 feet, cut into glacial outwash that gives way easily once it is soaked. Jefferson County's critical areas code sets a 40 foot building setback from the top of a moderate landslide hazard slope, a deeper one for a high hazard slope, and allows construction inside those areas only with a geotechnical report.

    Two rivers that leave their banks

    The Dosewallips and the Duckabush both flood when heavy rain melts snow in the Olympics, and winter high tides can push the water further. A county GIS analysis placed 93 percent of the Brinnon Rural Village Center, on the Brinnon Flats, inside the 100 year floodplain. Under the critical areas ordinance adopted on 9 March 2026, any development in a floodplain or floodway also needs a flood permit application to the Department of Community Development, even when the work is otherwise exempt.

    Septic and water records come first

    Brinnon has no public sewer, and the subarea plan notes that homes draw water from private wells, streams or small community systems. Jefferson County will not accept a building application until a septic permit application is on file and the water supply is proven, with well logs and a lab analysis for a private well. A stormwater worksheet goes with every building application, and submittals are taken by appointment only.

Who issues the permit in Brinnon

Brinnon is an unincorporated community with no town government, so building permits come from the Jefferson County Department of Community Development, whose office is in Port Townsend, roughly 45 miles north along Highway 101. Every building application is reviewed for consistency with the county's Unified Development Code and Comprehensive Plan, and some projects also need a land use approval such as a conditional use permit, a variance or a shoreline substantial development permit.

The county takes applications at a booked intake appointment, and the documents are uploaded to its file share beforehand. For a remodel it asks for floor plans showing the house before and after, with every room labeled. Once the application is in, the county's Customer Self-Service portal shows its description, history and status.

Building near the Hood Canal shoreline

State law treats every stretch of Hood Canal shoreline as a shoreline of statewide significance, and the Brinnon planning area holds about 20 miles of it. Shoreline jurisdiction covers the water and the land within 200 feet of it, so a waterfront Brinnon lot usually falls under the Jefferson County Shoreline Master Program, chapter 18.25 of the county code, in force since 21 February 2014.

That program sets a standard buffer of 150 feet for new development along marine shorelines and rivers, up from 50 feet on residential marine shorelines before 2014.

Bluffs, streams and the 2026 critical areas code

Jefferson County replaced its critical areas ordinance on 9 March 2026, with the adopted text published as Appendix A. The code treats the county's critical area maps as a general guide only, so a parcel can still hold a hazard or buffer the map does not show.

Two provisions matter on Brinnon's high waterfront. Roof and yard drainage may not be sent across the face of a marine bluff mapped as erodible or unstable; where it has to reach the water, it is collected above the bluff and carried down in a tight line pipe. Along the Dosewallips and Duckabush, no vegetation may be cleared inside a high risk channel migration zone, the ground where a river channel is expected to shift.

Water supply varies too. The subarea plan records dry wells in summer on parts of Pulali Point, where the ground is fractured basalt, and new water rights come from the state Department of Ecology rather than the county.

ADUs on a Brinnon lot

Jefferson County allows one accessory dwelling unit on a legal lot that already holds a single-family home, and caps it at 1,250 square feet of gross floor area. The owner has to live on the property, in either the house or the ADU. An existing outbuilding may be converted or enlarged to hold one, within the same size limit.

Before the county issues the permit, the application must show an adequate potable water supply and an approved on-site septic system for the new unit. The house may keep only one exterior entrance on its front, and a travel trailer or recreational vehicle cannot count as the ADU.

Brinnon homes and what they need

Brinnon is a place of second homes. Of its 953 housing units, the Census Bureau's 2020 to 2024 American Community Survey counts 525 held for seasonal or recreational use, and about nine in ten of the occupied homes are lived in by their owners. About 72 percent are detached houses and about 24 percent are mobile homes. The median home was built in 1983, and a third date from the 1970s and 1980s.

The subarea plan notes that most of the original homes on the canal were small cabins, and that septic systems tend to fail when a one or two bedroom cabin becomes a three or four bedroom house. When a remodel adds bedrooms, the septic record sets the limit.

The same plan puts yearly rainfall at 50 to 60 inches, with more than 11 inches a month in November, December and March and under two inches a month from June through August. Roofing, siding and deck work goes on the calendar with those months in mind.

Who issues building permits in Brinnon?

Jefferson County does. Brinnon is unincorporated, so the county's Department of Community Development in Port Townsend reviews and issues building permits, by booked intake appointment, with documents uploaded to the county file share beforehand.

What should I ask a Brinnon remodeling contractor before hiring?

Ask for an active Washington contractor registration, which the Department of Labor and Industries lets you look up, and ask who prepares the drawings and the Jefferson County submittal. Can I add a bedroom to a house on septic?

Only if the septic system supports it. The county will not accept a building application until a septic permit application is on file, and the Brinnon Subarea Plan links septic failures to cabins rebuilt with more bedrooms than their systems were designed for.

Can I build an ADU in Brinnon?

Usually, yes. Jefferson County allows one ADU of up to 1,250 square feet on a lot with a single-family home, as long as the owner lives on the property and the water supply and septic approval are in place before the permit is issued.
