Upslope, a zone of influence reaches 300 feet from slopes steeper than 40 percent and 200 feet from slopes between 15 and 40 percent, and projects there have their erosion control plan reviewed by a geotechnical engineer.

Remodeling on Bainbridge Island: permits, shoreline, septic and ADUs
How permits work on the island
The City of Bainbridge Island Planning and Community Development department issues building permits, and it accepts applications only as electronic submissions through its Public Permit Portal. The same portal account is used to pay fees, schedule inspections and request a consultation meeting with staff before an application is filed.
After the city deems an application complete, its initial review generally takes 30 days. Depending on the project, the Building and Planning Divisions, Public Works, the Bainbridge Island Fire Department and the Kitsap Public Health District may all review it. Inspections are booked for weekday morning or afternoon windows, and the city recommends at least 48 hours of notice.
Shoreline, bluffs and other critical areas
Critical areas on the island are regulated under BIMC 16.20, updated by Ordinance No. 2018-01. The city maps them in its Critical Areas Web App, including wetlands, streams and other fish and wildlife habitat, aquifer recharge areas and geologically hazardous areas such as steep slopes.
Near the water, the Shoreline Master Program takes over. Under the city's policy on accessory structures, a shed or similar building under 200 square feet, normally exempt from a building permit, needs both a building permit and a shoreline permit when it sits within 200 feet of the shoreline jurisdiction. The same policy keeps a small backyard building exempt only when it has no plumbing, heating or living space and sits outside every zoning setback and critical area buffer; a bathroom in one needs a building permit and sewer, water or Kitsap Public Health District approval.
Septic systems and the Health District
Where a home is on septic, the Kitsap Public Health District becomes part of the permit. If a project needs Health District approval before the building permit, the owner files a Building Clearance, which requires a permitted septic system and a designated reserve area. Adding a bedroom or an ADU beyond the system's permitted design capacity needs a Building Site Application from a septic designer or engineer.
Interior-only remodels that add no bedrooms, reroofing, and replacing windows, decks or siding do not need Health District review.
ADUs and island housing
The city's ADU guidance, dated February 2026, allows one accessory dwelling unit per parcel in all residential zones, attached or detached, up to 1,000 square feet; a garage built with it does not count toward that limit. It needs one off-street parking space unless it is within 0.25 miles of a transit stop or on-street parking is sufficient, and inside the shoreline jurisdiction an ADU is conditional under BIMC 16.12. Through a countywide program the city also offers pre-approved ADU plans, the smallest 480 square feet, which city staff still review for each lot.
The Census Bureau's 2020 to 2024 American Community Survey puts the median year built at 1989, and the 1990s were the busiest decade. More than a third of homes predate 1980, some 745 predate 1940, and roughly three in four are detached single-family houses. We price the work each era calls for in writing before it starts.

Bainbridge Island remodeling questions
Do I need a permit for a kitchen remodel in Bainbridge Island, WA?
In most cases, yes. The city states that permits are required for most construction activities on the island, and building, mechanical, plumbing and demolition permits are among the common types. Every application is submitted electronically through the Public Permit Portal, and the city keeps a separate list of work that is exempt.
How long does the city take to review a remodel permit?
Generally 30 days for the initial review, counted from the date the city deems the application complete. Several departments can review one application, including the Fire Department and the Kitsap Public Health District, so each of their requirements has to be in the first submittal.
My house is on septic. Does that affect a remodel?
Only if the project changes what the system serves. An interior remodel that adds no bedrooms needs no Kitsap Public Health District review, but adding a bedroom or an ADU beyond the permitted design capacity needs a Building Site Application prepared by a septic designer or engineer.
Can I add an ADU on Bainbridge Island?

Within roughly 200 feet of the ordinary high water mark the Shoreline Master Program governs the work, and near steep slopes a Geological Hazards Assessment and a geotechnical engineer's review of the erosion control plan may be required. We confirm both for the address before design.
What does a bathroom remodel on Bainbridge Island cost?
