Two hundred feet from Lake Washington
Every lot within 200 feet of the ordinary high water mark of Lake Washington is in shoreline jurisdiction under the Shoreline Master Program, MICC 19.13. The city requires an exemption or a permit for all development activity there, and an approved exemption carries a 14-day appeal period.

Intake screening comes first
Additions of 500 square feet or more of footprint, and projects that alter a critical area or its buffer, need an intake screening before the permit application. The city's target is two weeks for the screening, one week for routing, then four weeks for a first review of a major building permit or two weeks for a non-major one.

How permits work on Mercer Island
Applications go to the City of Mercer Island Community Planning and Development department and are uploaded to the Mercer Island Permit Submittal Portal. Plans are then reviewed electronically in the city's MIePlan system, and status can be followed on MyBuildingPermit.com.
A remodel can be read by five separate disciplines: tree, fire, land use, civil and building review. The city sends each set of comments as soon as that review is done. A non-structural interior remodel is submitted electronically, and the contractor must hold a Mercer Island Business License.
The city publishes review targets: two weeks for a first review of a non-major building permit, four weeks for a major one, and two weeks for each later round. Some residential permits also need public notice, which adds a 30-day comment period that review cannot finish before.
Slopes, hazard maps and the shoreline
The city maps landslide, seismic and erosion hazard areas, and development inside a geologically hazardous area needs a supporting geotechnical report. The seasonal limit on digging reaches sites with potential slide, erosion or steep slope hazards, including land within 10 feet of the top and toe of a critical slope.
Waterfront lots add a second layer. Within 200 feet of Lake Washington's ordinary high water mark, the Shoreline Master Program applies, and even an exempt project applies for a written shoreline exemption, which the city decides administratively.
ADUs on Mercer Island
Mercer Island adopted Ordinance No. 25C-02 in early 2025 to meet the state ADU law, HB 1337. The city sets ADU limits in its code, covering the number of units on a lot and their size.

What island houses are made of
Six in ten Mercer Island homes were built before 1980, and the 1960s alone account for nearly a quarter of them, according to the Census Bureau's 2020 to 2024 American Community Survey. About two thirds of all housing units are detached single-family houses.
The city's land use plan notes that new building in its single-family zones is mostly teardown and replacement, on minimum lot sizes from 8,400 to 15,000 square feet. Remodeling a 1960s house instead usually means updating wiring, plumbing and insulation once walls are open, and we write that into the itemized price.

Does a bathroom remodel on Mercer Island need a permit?

Can foundation work for an addition happen in winter?
Not on every lot. In landslide hazard areas, and in erosion hazard areas with more than 2,000 square feet of disturbance, clearing, grading, filling and foundation work are not permitted from October 1 to April 1 unless the city grants a waiver backed by a geotechnical evaluation.
What rules apply to an ADU on Mercer Island?

What changes for a house near Lake Washington?
If the lot is within 200 feet of the ordinary high water mark, the Shoreline Master Program applies on top of zoning. You need either a shoreline exemption or a shoreline permit before work starts, so we confirm the lot's status at the start of design.
What does a kitchen remodel on Mercer Island cost?
