Permits for a home renovation in Medina, WA
Permits in Medina go through the City of Medina Development Services department, and most applications are filed online through the city's own permitting portal rather than a regional one. The same portal takes plan uploads, fees and inspection requests.
Before applying, the city offers a predevelopment meeting. It is optional, but the city encourages it for remodels, additions and new houses. Meetings run online on Wednesday mornings, and depending on the project the planner, the building official, the tree code consultant and the grading and drainage consultant can all attend.
The city returns incomplete applications without vesting them, so we assemble the full set, including any tree and critical areas material, before it is submitted. Medina does not post review times on its permit pages, so your schedule is set once the city has responded to the application.
Critical areas and the shoreline
Medina regulates four kinds of critical area under MMC 16.50: streams, wetlands, fish and wildlife habitat conservation areas, and geologically hazardous areas. Building in a landslide or erosion hazard area requires a geotechnical report the city approves.
Separately, anything within 200 feet of the Lake Washington ordinary high water mark falls under the Medina Shoreline Master Program, which applies in addition to zoning. We confirm which version of the critical areas ordinance governs a project when the application is prepared.
ADUs and DADUs
Under MMC 16.21.060, as amended by Ordinance No. 1040 in May 2025, a lot with a single-family home may add up to two accessory dwelling units. The city's hearing materials for that ordinance list a limit of 1,000 square feet of floor area and 25 feet of height, and exclude lots in critical areas or on the shoreline. Every ADU must still fit the lot's coverage, setback and impervious surface limits, which on a fully built lot can rule one out.
Housing stock and whole house remodels
Almost every home in Medina is a single-family detached house, and the median year built is 1973, according to the Census Bureau's 2020 to 2024 American Community Survey. About 45 percent were built between 1950 and 1979, with the 1960s the largest single decade.
The city's comprehensive plan puts the average lot at 20,000 square feet, and about 15,000 in Medina Heights. A whole house remodel of a 1960s or 1970s home often means opening walls and bringing wiring, plumbing and insulation up to date, so we price that work in writing from the start.
