Three Clyde Hill rules that shape a remodel
-
The Clyde Hill rule
Height is measured from 1953
No structure may be higher than 25 feet above the original grade of the property, and the city defines original grade as the lot's contours in March 1953, when Clyde Hill incorporated. Each property needs that determination only once; without one on file, the owner applies with two copies of a current survey. The city says height limits are strictly enforced.
What we doWe confirm whether your lot has an original grade on file before a second story or roofline is drawn.
-
The Clyde Hill rule
A fire sprinkler check comes first
New homes, additions and remodel projects may require fire sprinklers. Two sets of drawings go to the City of Bellevue Fire Department, which stamps its sprinkler determination on them, and those stamped sets are the ones submitted to Clyde Hill with the building permit.
What we doWe prepare both plan sets for the sprinkler review and file the stamped copies with your permit.
-
The Clyde Hill rule
Six streams and four wetlands
The city's Critical Area Inventory Map identifies six stream channels and four associated wetlands, which are adjacent to or intersect with approximately 10 to 15 percent of privately owned properties. New construction or substantial site modifications on those lots may trigger additional review.
What we doWe read the Critical Area Inventory Map for your address before any design work.
All three are settled on paper, before a permit clock starts running.

I recently hired Bar from Volcano Builders to remodel my bathroom. Overall, the experience was satisfactory. Bar was professional and communicated well throughout the project. The work was completed on time and within budget. The quality of the remodel met my expectations, though there were a few minor details that could have been improved. I would recommend Bar for anyone looking for a reliable contractor for bathroom renovations.
Volcano Builders did a great job on our master bathroom. The tile work and finishing touches were great. Even though they weren't the cheapest quote we got, you can tell they care about quality.

I'm Bar, founder of Volcano Builders. I have been building for 20+ years, and our main office in Bellevue is the closest of our five Washington offices to Clyde Hill. Most remodeling problems start before any work does: a vague price, a missed permit step, nobody answering the phone. So every project we take on gets a written, itemized price before work starts, a design and permit plan built around your city's rules, and one project manager you can actually reach.

Home remodeling in Clyde Hill, WA: permits, height, streams and ADUs
How a Clyde Hill permit is filed
Clyde Hill's Building Department reviews and issues permits, and most applications go in online through the Citizen's Connect Permit Portal, where applicants submit plans and revisions, pay fees and track the project. All plan sets must be submitted electronically. Re-roofs and window or door replacements are issued over the counter.
The city requires a pre-application meeting for larger building projects. After a complete application, its building guide says approval or denial generally occurs within 15 to 45 working days, and major projects can take longer. Permits stay valid for one year from issuance.
Work is limited to 7 am to 6 pm on weekdays and 10 am to 4 pm on weekends and holidays, and every contractor needs a Clyde Hill business license before starting. Electrical, plumbing and water or sewer permits come from other agencies; the City of Bellevue provides water, sewer and fire services.
Height, coverage and the substantial remodel line
Heights are measured from original grade, the lot's topography in March 1953, and no part of a structure may rise more than 25 feet above it. Structures may cover at most 30 percent of the lot and impervious surfaces 60 percent, and the city does not recognize products marketed as pervious pavers.
Setbacks are 30 feet at the front and 35 at the rear, with side yards set by lot size. A project valued above the city's substantial remodel threshold brings every structure on the property, and its drainage, under the current code. Moving more than 100 cubic yards of soil in and out triggers a SEPA review that generally takes three to four weeks.
Streams, wetlands and trees
Clyde Hill mapped its critical areas during the 2024 Comprehensive Plan update, finding six stream channels and four associated wetlands that touch roughly 10 to 15 percent of private lots. State law required a new critical areas ordinance by the end of 2025, and the city says new construction or substantial site changes near those areas may trigger additional review.
For new homes and substantial remodels, the owner meets the City Arborist on site before submitting, and the arborist's report joins the permit package. When a project changes the landscape, the arborist also reviews the planting plan, including possible view issues, before the final inspection.
ADUs and cottage homes
Since Ordinance 1019 was adopted on June 10, 2025, most Clyde Hill lots may hold one single-family home plus up to two ADUs, attached or detached, or two cottage homes instead. The previous code allowed a single ADU of 900 square feet.
Under CHMC 17.39 each ADU is limited to 1,000 square feet of gross floor area and 25 feet in height. An existing garage can be converted, as long as the required off-street parking is kept, and a lot developed with a middle housing unit cannot add an ADU.
The houses Clyde Hill remodels
Clyde Hill is almost entirely detached single-family homes: 1,232 of 1,254 housing units in the Census Bureau's 2020 to 2024 American Community Survey. The median home was built in 1972, and the 1960s alone account for about a third of the housing stock.
Roughly two in three houses date from 1950 to 1979, while about one in five went up after 2000. Opening the walls of a 1960s house usually means wiring, plumbing and insulation work, so that scope is priced in writing at the start.
Permits, height, coverage and review times: City of Clyde Hill Building Department web pages and Building Project Guide 2025, checked September 2026. Critical areas: the city's Critical Areas Ordinance project page. ADUs: Ordinance 1019 (2025) and CHMC 17.39. Housing: US Census Bureau, American Community Survey 2020 to 2024 5-year estimates.
Clyde Hill remodeling questions
Who issues permits for home remodeling in Clyde Hill, WA?
The City of Clyde Hill Building Department issues building, mechanical, demolition, grading and drainage permits, filed online through the Citizen's Connect Permit Portal. Electrical and plumbing permits come from other agencies, and the City of Bellevue Fire Department decides whether a remodel needs fire sprinklers.
Does a bathroom remodel in Clyde Hill need a permit?
It does once the work cuts into walls, removes a load bearing support or adds, changes or moves water, drain, gas or electrical lines. The city treats basic repairs and replacements as exempt. On our projects we file the application and book the inspections.
How tall can a second story addition be in Clyde Hill?
No part of it may be more than 25 feet above the lot's original grade, meaning its contours in March 1953.
How many ADUs can I add to a Clyde Hill lot?
Up to two, attached or detached, alongside the main house. Each is capped at 1,000 square feet and 25 feet under CHMC 17.39, and each must still meet the city's lot coverage and setback rules.
How long does Clyde Hill take to approve a building permit?
Generally 15 to 45 working days after a complete application, according to the city's building guide, and longer for major projects. A project that needs SEPA review cannot be issued until that review, usually three to four weeks, is done.
What does a kitchen or bathroom remodel in Clyde Hill cost?
Scope drives the number: moving plumbing, gas or walls costs more than refreshing a room in place, and older houses often need wiring or plumbing updates once opened. You receive a written, itemized price before work begins, and typical ranges by project are in our Remodeling Pricing Guide.
