Three Mossyrock rules to settle before a remodel is designed

  1. The Mossyrock rule

    City approval, then a county permit

    Mossyrock does not issue its own building permits. Before Lewis County will take an application, the city signs a City Approval Form confirming the project meets its zoning, setbacks and critical area rules and noting what water and sewer service it needs, and the form carries a line for the Planning Committee's acknowledgment. The building permit then goes to Lewis County Community Development through its SmartGov portal, where the county says single-family residential permits generally take two to four weeks, and longer from May through October.

  2. The Mossyrock rule

    Klickitat Creek's 17 acres

    FEMA has mapped about 17 acres of floodplain along Klickitat Creek inside the city. There, a Flood Hazard Zone Permit comes before any construction or fill, and a new home or an improvement worth half or more of the house's value must lift the lowest floor, basement included, to one foot above the base flood elevation, with the height certified by a licensed land surveyor. The city also denies a new water or sewer connection unless the owner shows the work sits outside the 100-year floodplain.

  3. The Mossyrock rule

    Two hills above the prairie

    Most of Mossyrock sits on nearly level prairie, but two hills rising a little over 800 feet take up the east and northwest parts of the city. The city's plan says ground under a 15 percent slope shows no risk of being geologically hazardous, while slopes steeper than 15 percent could be subject to landslides and need a site analysis before building. Critical areas are regulated through the Lewis County critical areas chapter, which the city adopted by reference.

How a Mossyrock permit moves

A remodel inside the city limits passes two desks. The first is Mossyrock City Hall, where the owner or contractor brings the city's pre-application form, a site plan and the completed Lewis County building permit application. City staff check the zoning, the setbacks, whether environmental review under SEPA applies, which critical areas touch the lot and whether water or sewer service changes, then sign the City Approval Form. The county will not treat the application as authorized without that signature.

The Mossyrock Planning Commission meets on the second Monday of each month at the Community Center and asks for project plans in writing at least seven days ahead, so a job that needs its review is timed to that calendar.

The second desk is Lewis County Community Development, which takes the building permit through SmartGov. For a house the county asks for one full set of plans: a foundation plan, a floor plan of each level with fixtures and room uses, wall sections, every elevation and a roof plan. The county adopted the 2021 International Codes in May 2025, effective June 1, 2025. A permit stays valid for 180 days after it is issued and for 180 days after each inspection.

Klickitat Creek, floods and wet ground

Klickitat Creek drains the town toward the southwest, and the city's plan describes it as a seasonally flooded wetland creek. It is too small inside the city to count as a shoreline of the state, so no shoreline master program applies within the limits, but its floodplain does: the city has taken part in the National Flood Insurance Program since 1993 and regulates about 17 acres FEMA has mapped along the creek.

The city's flood code still adopts the Flood Insurance Study for Lewis County dated November 1981 and its maps, and tells the building official to fall back on other reliable information where that map falls short. Any fully enclosed space below the lowest floor must let floodwater in and out through openings sized by the code. About five acres of mapped wetland also sit beside US Highway 12 and State Route 122, and the plan asks that work in or next to wetlands be reviewed for compliance first.

Hillsides, soils and the prairie

The city's plan describes deep, well drained Mossyrock and Cinebar silt loams under most of the town, with one exception: a band of Lacamas silt loam around Klickitat Creek that drains poorly and usually has a high water table. That matters for a basement, a crawl space or an addition footing near the creek.

On the two hills, the plan draws the line at 15 percent. Below it the ground shows no risk of being geologically hazardous; above it, any development needs an individual site analysis, and steeper building sites may call for special geologic and soils study. The state Department of Fish and Wildlife also treats the Klickitat Prairie as priority wintering range for elk from the Mount Rainier and Mount St. Helens herds.

Zoning, ADUs and utilities

Most homes sit in the city's Neighborhood District, where a new lot is at least 8,700 square feet, all structures together may cover no more than half of it, and buildings stay 25 feet from the front property line, 5 feet from the sides and 15 feet from the back. No building may exceed two stories or 35 feet without a variance. Single-family houses and duplexes are both permitted uses.

The published rules allow an accessory dwelling unit inside the house, no larger than 30 percent of the main home, that keeps the single-family look and adds one off-street parking space. They also allow tiny homes of 100 to 600 square feet, each on a space of at least 3,000 square feet. Those rules date from 2021, before the state's 2023 ADU law, HB 1337, so we confirm the standard in force with City Hall before designing a second unit.

New development connects to city water and sewer. The city built its first sewer system in 1968, and its water comes from two wells on Isbell Road; an existing septic system may stay in service until it fails, when the house must connect.

Riffe Lake, Mayfield Lake and homes outside the limits

The Riffe and Mayfield dams, built in the 1960s, turned the Cowlitz River into the two lakes that frame Mossyrock: Riffe Lake to the east, with the 272 acre Mossyrock Park about three miles out, and Mayfield Lake to the northwest, where Ike Kinswa State Park covers 454 acres. Both lakes lie outside the city, so a lake house is a Lewis County project from the start, beginning with the county's Master Site Review rather than the city form.

Lewis County's shoreline program names Mayfield Reservoir and Mossyrock Reservoir, as it lists Riffe Lake, as shorelines of statewide significance. Its jurisdiction reaches 200 feet landward of the ordinary high water mark, and the standard buffer for residential development in most shoreline designations is 150 feet. Where Tacoma Power owns a strip between the water and a private lot, a dock on that strip needs Tacoma Power's permission.

What Mossyrock houses are like

The Census Bureau's 2020 to 2024 American Community Survey puts the median Mossyrock home at 1974, with close to six in ten built before 1980. Detached single-family houses make up just over half of the housing, and mobile or manufactured homes about a third. For a city this small the estimates carry wide margins, but the picture holds: an older, mixed housing stock.

That mix changes the plan. A kitchen or bathroom in a house from the 1950s or 1970s often reveals tired wiring, supply lines or insulation once the walls are open, so we list that possibility in the itemized price. On a manufactured home, the county's deck rules do not let a new deck be supported by the home itself.

Does a Mossyrock kitchen remodel need a permit?

Not for finish work alone. Lewis County exempts painting, tiling, cabinets, countertops and similar finishes, but moving walls, plumbing or structure needs a building permit, which in Mossyrock starts with the City Approval Form at City Hall. We tell you which path your layout takes before the price is final.

Who issues building permits in Mossyrock?

Lewis County Community Development, after the city signs off. The City of Mossyrock reviews zoning, setbacks, critical areas and utilities on its City Approval Form, and the county then reviews the plans and issues the permit through SmartGov. Can I add an ADU to my Mossyrock home?

Is a house on Riffe Lake or Mayfield Lake handled the same way?

No. Both lakes are outside the city, so Lewis County is the only permitting office and its Master Site Review comes first. Land within 200 feet of the lake's ordinary high water mark also falls under the county's shoreline program, which sets a standard 150 foot buffer for most residential development.

What will a home remodel in Mossyrock cost?
