In unincorporated Lewis County a building permit cannot be submitted until a Master Site Review is approved. That review checks the proposal against zoning and the critical areas ordinance and names every county, state and federal permit the work will need. It runs on a site plan drawn to scale on a sheet between letter and tabloid size, with a scale bar and north arrow, the bedroom count of every building, and the location of wells, septic parts and utility lines; a plan sketched over an aerial photo is not accepted.

The South Fork of the Newaukum River runs along the south edge of Onalaska with a mapped 100-year floodplain, land that has a one percent chance of flooding in any year. The county's Onalaska Subarea Plan adds that a tributary crossing town, with its wetlands and hydric soils, can also flood buildings. Inside a special flood hazard area, county code puts the lowest floor of an addition or a substantially improved house, basement included, two feet above the base flood elevation.

Onalaska is one of two urban growth areas where Lewis County applies its small town chapter, adopted in 2025. Its design standards reach any renovation that changes more than 25 percent of a facade facing a public right of way: mirrored glass and polished metal are not allowed, and a garage or carport may not sit forward of the front wall of the house. The same chapter allows two accessory dwelling units on a lot with a single-family home, and lets an existing garage become one even where it breaks today's setbacks.

Remodeling in unincorporated Onalaska: permits, floods, shorelines and ADUs
Who issues the permit in Onalaska
Lewis County does. Onalaska has no city government, so its building permits come from Lewis County Community Development in Chehalis, and applications, fees and approval notices all move through the county's SmartGov online portal. The first filing is the Master Site Review; only after it is approved do the building plans go in.
For a house, the county wants one complete set: a foundation plan, a floor plan of each level showing plumbing fixtures, heating, window and door sizes and the use of every room, wall sections, elevations of all sides and a roof plan. An addition also shows the existing layout next to the new rooms, and a building with walls 14 feet or taller at the eave is reviewed and stamped by a structural engineer. Electrical work is permitted separately by the state Department of Labor and Industries.
Plans are checked against Lewis County's adopted codes; its adoption of the 2021 International Codes took effect on June 1, 2025. The county quotes two to four weeks for most single-family permits and warns that May through October runs much longer. Once issued, a permit stays valid for 180 days and resets for another 180 days after each inspection.
Design loads the county sets for Onalaska
The county building handout lists Onalaska by name, at an elevation of 505 feet, with a minimum roof snow load of 25 pounds per square foot for roofs pitched at 4 in 12 or steeper. Lewis County sits in seismic design category D1, the basic wind speed is 85 miles per hour with a 110 mile per hour three second gust, and residential footings go at least 12 inches below finished grade for frost.
Those figures matter most for additions, raised roofs and covered decks, where the framing and footings are sized from them. They go into the drawings before the plans are filed, so the review starts from the county's own numbers.
The Newaukum floodplain and the town creek
Before anything is built in a special flood hazard area, Lewis County requires a flood hazard zone permit. Its site plan gives the elevation above sea level of the lowest floor, basement included, and the owner marks the building on a copy of the flood map and certifies the spot is correct. The county still works from its November 1981 flood insurance study as amended, replaced automatically by any newer FEMA maps, and turns to other reliable flood data where that map falls short.
A project counts as a substantial improvement once its cost reaches half the market value of the house, and from there the whole structure has to meet the elevation rule. In a mapped floodway the county goes further: new houses and substantial improvements are not permitted, but repairs and improvements that add no ground floor area can still go ahead, so a kitchen or bath inside the existing walls is often possible where an addition is not.
The subarea plan asks that growth in Onalaska avoid adding homes in the 100-year floodplain and its wetlands, so a flood zone lot is usually a case for improving the house already there.
Carlisle Lake, the South Fork and the shoreline program
Lewis County's Shoreline Master Program, which took effect on November 29, 2021, covers lakes of 20 acres or more and rivers carrying more than 20 cubic feet per second. Its reach runs 200 feet landward from the ordinary high water mark, takes in mapped floodways and the flood course with 200 feet of floodplain beyond them, and includes the wetlands tied to those waters. The county's shoreline designation maps label both Carlisle Lake and the South Fork Newaukum beside Onalaska.
Carlisle Lake began as the Onalaska Mill Pond, a log pond for the sawmill, and the state Department of Fish and Wildlife lists it at 22.2 acres, planted with rainbow trout since 1953. The South Fork carries coho, steelhead, spring and fall Chinook and cutthroat trout, according to the subarea plan.
The program's standard buffer for residential development is 150 feet from the high water mark in most shoreline environments and 200 feet in a natural environment, and buildings stand a further 15 feet back from the landward edge of that buffer. A house built by an owner for their own use and kept under 35 feet above average grade can be exempt from a shoreline substantial development permit, but it still has to meet every standard in the program.
Wetlands, streams and slopes under the 2025 critical areas code
Lewis County rewrote its critical areas ordinance in 2025, and it gives special weight to protecting salmon and other anadromous fish runs. The county's critical area maps show only the approximate extent of known wetlands, streams and hazards; the code says features on the ground can differ, so a site visit settles where they really are.
When work falls within, abuts or is likely to affect a critical area or its buffer, the county asks for an assessment report from a qualified professional, and an approved report generally holds for five years. Its feasibility handout adds that a lot near a landslide hazard, a steep slope, an erosion hazard or a channel migration zone may need a geotechnical report, and one near a wetland or stream may need a wetland or stream report. Around Onalaska the subarea plan also flags critical aquifer recharge areas, which protect the wells the town drinks from.
Water, sewer and adding an ADU
Public water in Onalaska comes from Lewis County Water District 2, which draws from two wells 355 and 512 feet deep and runs the town's sewer plant, built for 107,000 gallons a day. Some properties inside the district's area use private wells and septic systems.
That split decides much of an ADU plan. Inside the urban growth area a lot with a house may hold two accessory units, and they do not count against the zone's density limit. On sewer, the connection is arranged with the district; on septic, the county's ADU handout calls for the system and drainfield to be sized for the bedrooms in both homes, a separate tank at the ADU, and a 100 foot sanitary control area kept clear around any shared well.
Mill cottages and 1970s ramblers
Onalaska grew around the Carlisle Lumber Company mill, and the county's plan records that the company built about 225 worker houses of four, five and six rooms, with larger homes for mill officials on Carlisle Avenue. Many were later lifted onto truck beds and moved around the community.
The Census Bureau's 2020 to 2024 American Community Survey counts about 365 homes in the Onalaska CDP and puts the median year built at 1976, with the 1970s the largest single decade. About six in ten are detached houses and roughly one in ten is a mobile home. For a place this small the margins of error are wide, but the picture is of older wiring, plumbing and insulation behind the walls, which we write into the itemized price before work starts.
