Three Napavine rules to settle before anyone draws a plan

  1. The Napavine rule

    Wet ground across the prairie

    County GIS figures in the city's 2025 draft comprehensive plan put hydric soils under about 44 percent of Napavine and its urban growth area, with streams and their buffers on 16 percent and wetlands on 14 percent. The wetlands follow the Newaukum River and Allen Creek with its two tributaries. The city's building permit form asks for a site plan marking ravines, seasonal creeks and wetlands, and lists a Critical Areas and Resource Lands review among the extra approvals a lot may need.

    The Newaukum River band

    The Newaukum River is the only shoreline of the state inside Napavine, and the city's 2018 shoreline program reaches 200 feet landward of its ordinary high water mark plus the floodway, 200 feet of adjoining floodplain and associated wetlands. Inside that band new residential use is prohibited in every shoreline environment, and the critical area buffer along the river is generally 200 feet, with no more than 15 percent of its vegetation cleared. An existing house there may grow only upward or on the side facing away from the river, and only with a shoreline conditional use permit.

    Two sets of plans, two weeks

    Napavine still runs building permits on paper. The application goes to Community Development with two printed sets of plans, a Permission to Enter form and a current Lewis County Assessor's map, and the city asks owners to allow up to two weeks from submittal for processing. Incomplete packages cause delays. A site inspection has to happen before construction starts, and every contractor and subcontractor on the job needs a City of Napavine business license.

How a Napavine permit gets filed

Napavine's building permit is a paper application handed to the Community Development Department, and the forms are posted on the city website. The city asks for two sets of plans with the supporting documents and tells owners to allow up to two weeks from submittal for processing and finalization, noting that incomplete applications cause delays.

The checklist on the application is short but specific: the completed form, a Permission to Enter form that lets city staff onto the property for review and inspections, a current Lewis County Assessor's map and a site plan. That plan shows a north arrow, property lines, the new structure with its front, side and rear setbacks in feet, existing buildings, driveways, patios and decks, nearby streets or alleys, any well or septic system, and natural features such as ravines, seasonal creeks and wetlands.

Where engineering applies, the city wants stamped plans as one electronic set and two hard copies, plus an energy code compliance certificate and a SEPA checklist when staff call for them. Electrical inspections are done by the state Department of Labor and Industries rather than the city, and every contractor and subcontractor must hold a City of Napavine business license.

Inspections, stage by stage

Before any construction begins, the permit form requires a site inspection. After that, the city's building inspection page lays out the stops in order: under slab once plumbing groundwork is in and tested, rough plumbing, rough mechanical, framing after windows are in and the plumbing, mechanical and electrical rough work is done, insulation, sheetrock and a final once every system is installed.

Inspections are booked by phone at least 24 hours ahead with the permit number and site address. The page is blunt about skipped steps: framing or rough plumbing covered without the building official's approval is subject to removal by the owner or contractor if the building official asks for it.

Wet prairie soils, creeks and slopes

Most of Napavine sits on the Napavine Prairie, which the comprehensive plan describes as generally flat, with slopes of 0 to 3 percent, over Lacamas silt loam and Prather silty loam. Flat does not mean dry. Hydric soils, the kind that stay saturated long enough to shape what grows in them, cover close to half the city and its growth area on the county data the plan cites.

The plan maps wetlands in two places: along the Newaukum River in the northern city limits and along Allen Creek and its two tributaries, which also carry fish. Steeper ground of 15 to 30 percent lies north of the city limits, and landslide topography has been identified along those slopes next to the prairie.

Groundwater matters here too. The city draws its water from three wells in a perched water table, and county data places the area north of the Newaukum in the most sensitive aquifer recharge class, rated severe, while the land from the southern city limits north to Haywire Road is rated slight.

Building near the Newaukum River

Napavine's shoreline master program, approved in 2018 and listed by the state Department of Ecology, covers one water body: the Newaukum River. Its jurisdiction runs 200 feet landward of the ordinary high water mark and takes in the floodway, 200 feet of floodplain beyond it and associated wetlands, split into an aquatic environment below the high water line and an urban conservancy environment on land.

The program is unusually firm on homes. Residential use is prohibited in every shoreline environment and is not eligible for a substantial development permit, a conditional use permit or a variance. An existing house already inside the band may be enlarged only by building above its footprint or on the side farthest from the river, and only with a shoreline conditional use permit.

Along the river the critical area buffer is generally 200 feet of native vegetation. No more than 15 percent of it may be cleared for an approved use, and native trees over 4 inches in diameter at breast height stay. Where a shoreline permit is needed, the city will not issue the building permit until the shoreline permit is granted.

ADUs in Napavine

Napavine's zoning code predates the state's 2023 ADU law. The city's own review in its draft comprehensive plan says the code refers to accessory units as grannie flats, is largely silent on them, caps one at 50 percent of the main house and calls for two off-street parking spaces per single unit structure, with no separate ADU permit process or fee.

What Napavine houses are made of

The Census Bureau's 2020 to 2024 American Community Survey puts the median year built at 1994, and roughly a third of homes went up in the 1990s alone, while about 31 percent predate 1980. The city's housing appendix adds that most units were built between 1970 and 2010 and that over 86 percent have three or more bedrooms.

About eight in ten homes are detached single-family houses, roughly one in eight is a mobile or manufactured home, and nine in ten are owner occupied. Work on an existing manufactured home is permitted through the state Department of Labor and Industries, not the city, so the first step for those projects is confirming which agency holds the file.
