  1. The Cinebar rule

    Cinebar Creek carries a shoreline band

    Cinebar Creek is on the list of streams covered by the Lewis County Shoreline Master Program, and the county's designation map draws it as a Rural Conservancy shoreline that crosses State Route 508 just east of Cinebar and flows south to the Tilton River. The program reaches 200 feet landward from the creek's ordinary high water mark. Inside that reach, a new house or addition stays 150 feet from the water, and the building itself sits another 15 feet back from the edge of that buffer.

    Buildability is decided on a specific plan

    Lewis County says the only official answer to whether a parcel can be built on comes from a Master Site Review of a specific proposal, which is also the first step for any development. The review checks zoning and the critical areas rules, names every county, state and federal permit the work needs, and will likely include a sewage permit and soil evaluation, with test holes dug on the property with the owner's consent. Moving a building on the plan afterwards can start a new review.

    Roof loads come from your elevation

    The county building handout gives a minimum roof snow load for fourteen named places, and Cinebar is not one of them. One entry, Burnt Ridge, whose road runs across the county's Cinebar community map, is listed at 1,100 feet with its load referred to the building official. For a site that is not listed, the building department helps work out the snow load once the actual elevation is known, while residential footings go at least 12 inches deep for frost everywhere in the county.

Remodeling in unincorporated Cinebar: permits, creeks, Mayfield Lake and ADUs

How a Cinebar permit moves through Lewis County

Cinebar appears on the county's list of unincorporated communities, so there is no town hall and no local building office. Permits come from Lewis County Community Development in Chehalis, and every application, document and approval travels through the county's SmartGov portal. Before filing, an applicant can also ask for a pre-submission conference to go over a proposal with county staff.

The Master Site Review goes first. Once it is approved, the building plans follow as one complete set: a foundation plan with sizes, materials and reinforcement, a plan of each floor showing plumbing fixtures, heating, door and window sizes, square footage and the use of every room, wall cross sections, elevations of all four sides and a roof plan. An addition also shows how the house is laid out today. Walls 14 feet or taller at the eave need a structural engineer's stamp, and a house on a private well needs its well log or a flow test.

Plans are reviewed under the building codes the county adopts; it adopted the 2021 International Codes on May 6, 2025. The county quotes two to four weeks for most single-family permits and warns that May through October takes longer. An issued permit is good for 180 days, the clock restarts after each inspection, and any extension has to be requested before the permit expires. Electrical permits and inspections come separately from the state Department of Labor and Industries.

Cinebar Creek, Kearney Creek and Mayfield Lake

Lewis County's Shoreline Master Program, adopted on September 21, 2021 and effective November 29, 2021, covers more than 992 miles of creeks and rivers and 17,147 acres of lakes and reservoirs countywide. Its list of covered waters names Cinebar Creek and Kearney Creek, each from the point where it carries more than 20 cubic feet per second, and marks Mayfield Lake as a shoreline of statewide significance. The county's own Cinebar map draws Kearney and Door creeks beside State Route 508 and reaches south to Mayfield Lake, where it marks a boat launch and Ike Kinswa Park.

Where the program applies, it takes in land within 200 feet of the ordinary high water mark, any mapped floodway or flood course with 200 feet of floodplain beside it, and wetlands tied to the water. The county's maps only approximate that line; the real one is fixed from the high water mark and the floodway when a project is proposed, and on a lot that is only partly inside it, just that part falls under the program.

Lakeside and creekside lots: how the buffer can bend

The shoreline program does not treat every waterfront lot the same. For a new house within 300 feet of a legally built neighboring house that already sits inside the buffer, the county's shoreline administrator may draw a common line between the nearest corners of the neighbors' homes, or use the average of their distances from the water, instead of the standard buffer. Sheds and garages do not count toward that line.

Where a legally built road, railroad or house already stands between a lot and the water, the buffer may be cut back to the waterward edge of that improvement, although the county can still ask for a critical area report. On Mayfield Lake, where Tacoma Power owns a strip of land between the water and the private lots, an owner may place the single dock allowed for the home on that strip with Tacoma Power's permission, and a lot with less than 50 feet of frontage is generally expected to share a joint-use dock.

Reading a Cinebar parcel before the plan

Anyone can look up a parcel on the county's online map and switch on its zoning and critical areas layers. Zoning, read with the rural area zoning summary in chapter 17.42 of the county code, shows which uses a lot allows, and the critical areas layer shows mapped streams, wetlands, floodways and steep slopes. Near a landslide hazard, steep slope, erosion hazard or channel migration zone the county may ask for a geotechnical report; beside a river, stream or lake, a flood hazard or shoreline buffer analysis; near a wetland or stream, a wetland or stream report.

The general residential setbacks are 25 feet from a county road right of way, and never less than 55 feet from the road's centerline, 5 feet from a side line and 15 feet from the rear line, with no setback from a private road easement. Houses top out at 35 feet. Those numbers go on the site plan once the zone on your parcel is confirmed.

ADUs, shared wells and septic

An accessory dwelling unit is allowed in most Lewis County zones, including the Rural Development District, the Rural Residential Center and Agricultural Resource Land, and in Crossroads Commercial only where a legal house already stands. The unit may have two bedrooms and up to 1,296 square feet measured from its outside walls, one family may live in it, and it uses the same access as the main house. The county confirms the water source, sewage disposal and road approach before issuing the permit.

Around Cinebar that usually means a well and a septic system. A shared well is approved and tested by Lewis County Environmental Services, inspected on site, and ringed by a 100 foot sanitary control area kept clear of drainfields, tanks and other sources of contamination; if that circle crosses onto a neighbor's land, a restrictive covenant is recorded on it. An existing septic system has to be sized for the bedrooms in both homes, or be expanded or replaced, and a separate septic tank is set at the ADU. A new home cannot get its final inspection until the septic as-built, the road approach and a current bacteria and nitrate water test are on file.

Homes around Cinebar by the numbers

Cinebar takes its name from cinnabar, the ore of mercury, found in deposits to the northeast of the community where it was mined for a number of years. There is no Census place for Cinebar, so the nearest measure is Census tract 9718, a large rural tract that also takes in Silver Creek and Mineral. The 2020 to 2024 American Community Survey counts about 2,266 homes there, with a median year built of 1978.

The 1970s account for about a quarter of those homes, the largest share of any decade, and roughly one in seven dates from before 1940. About three in four are detached houses, about one in six is a mobile or manufactured home, and close to four in five occupied homes are lived in by their owners. The margins are wide for a tract this rural, but the pattern points to houses whose wiring, plumbing and insulation are due a look, and those items are priced line by line before work starts.

Lewis County caps an accessory dwelling unit at two bedrooms and 1,296 square feet measured from the outside walls. The septic system has to be sized for the bedrooms in both homes, and a shared well needs a 100 foot sanitary control area around it.
