Mill Creek runs through town
The county's shoreline designation map draws Mill Creek straight through the Salkum community boundary as a Rural Conservancy shoreline. Shoreline rules reach 200 feet landward from the creek's ordinary high water mark, and only the part of a lot inside that band falls under them. There, new residential construction keeps a 150 foot buffer from the water, and buildings sit a further 15 feet back from the buffer's landward edge.

A rural community with a fixed edge
Lewis County lists Salkum among its Type 1 limited areas of more intense rural development, small communities that were already built up when the county began planning under the Growth Management Act in 1995. The outer boundary is set and cannot grow, lots inside tend to be smaller than in the surrounding countryside, and new building or a change to an existing one is allowed when it matches the size, scale, use and intensity already there. No snow load figure in the table
The county's building handout gives a minimum roof snow load for fourteen named places, and Salkum is not one of them. For an unlisted site the building department works the load out once the actual elevation is known. The same handout sets a 12 inch frost depth for residential footings everywhere in the county, a basic wind speed of 85 miles per hour with 110 mile per hour gusts, and seismic design category D1.

Remodeling in unincorporated Salkum: permits, Mill Creek, the Cowlitz and ADUs
How a Salkum permit is filed
Salkum has no town government, so every building permit comes from Lewis County Community Development in Chehalis, and each application, fee and notice goes through the county's SmartGov portal. The county calls its Master Site Review the first step for any development: planners check the proposal against zoning and the critical areas rules and list the county, state and federal permits it will need.
That review runs on a site plan drawn to scale, with a north arrow and scale bar, on paper no larger than 11 by 17 inches. It shows the bedroom count in every building, the distance from each structure to the property lines, and every well, sanitary control area, septic tank, drainfield reserve and utility line. A plan traced over an aerial photo is turned away.
Once the site review is approved, the building plans follow, checked against the building codes Lewis County has adopted; it adopted the 2021 International Codes on May 6, 2025. A house on a private well also needs a well report. The county quotes two to four weeks for a single-family permit and warns that May through October takes longer. A permit stays valid for 180 days, and each inspection starts another 180. Electrical permits are issued separately by the state Department of Labor and Industries.
Mill Creek, the Cowlitz and the shoreline program
Two shorelines frame Salkum on the county's designation map: Mill Creek, which crosses the community and US 12, and the Cowlitz River below it to the south. Both carry the Rural Conservancy designation, a designation the county uses for rural shorelines with limits such as steep slopes, floodplains or migrating river channels, and one where low intensity homes are a preferred use. A short stretch of the Cowlitz beside the salmon hatchery is mapped High Intensity instead.
The map lines are approximate. The county fixes the real reach of its shoreline program when a project is proposed, measuring from the ordinary high water mark and adding any mapped floodway, the floodplain within 200 feet of it and wetlands tied to the water.
For an older house near the creek the program is more forgiving than its buffers suggest. A legally built home that stands landward of the high water mark and outside the floodway counts as conforming even when it falls short of today's standards, and it may be maintained and repaired inside the buffer. Moving that house any distance, though, means bringing it fully into line with the program.
A salmon river at the edge of town
The Cowlitz Salmon Hatchery, which the state Department of Fish and Wildlife lists under a Salkum address, opened in 1968 when Mossyrock Dam was finished and was then the largest salmon hatchery in the world. Tacoma Power owns it, the state runs it, and after a rebuild in 2010 it releases about 7.5 million spring Chinook, fall Chinook and coho a year. Beside it, Barrier Dam turns returning adults into a fish ladder and sorting station.
The county's shoreline inventory records summer steelhead running up to Barrier Dam and federal critical habitat for eulachon, a threatened forage fish, reaching the same point. It also counts the Mill Creek shoreline reach at 484.5 acres. On land like this the county's feasibility handout says a lot near a river or stream may need a floodplain or shoreline buffer analysis, a site near a wetland or stream may need a wetland or stream report, and ground near a landslide hazard, steep slope, erosion hazard or channel migration zone may need a geotechnical report. Shifting a planned building after review can mean starting that review again.
Zoning in a Type 1 community
Lewis County has thirty Type 1 rural communities, from 1.6 acre Dorn's Corner to 856 acre Mayfield Village, and Salkum is one of them. The county's own community map of Salkum marks a fire station, post office, library, boat launch and the fish hatchery around the US 12 crossing of Mill Creek. When the county rewrote its comprehensive plan, adopted on September 23, 2025, one of its four South County public meetings was held near Salkum.
For a house, the county's general residential setbacks are 25 feet from a county road right of way and at least 55 feet from the road's centerline, 5 feet from a side property line and 15 feet from the rear, with a 35 foot height limit. The zone on your parcel can add its own conditions, so the setbacks go on the site plan only after the zone is confirmed.
ADUs, wells and septic
Lewis County allows an accessory dwelling unit in most of its zones, including both small town categories and the Rural Residential Center, and in Crossroads Commercial only beside an existing, legally established house. The unit is capped at two bedrooms and 1,296 square feet measured from the outside walls, houses one family, and shares the main house's access. The county verifies water, sewage disposal and the road approach before it issues the permit.
Most of the work sits underground. A shared well needs a 100 foot sanitary control area kept clear of drainfields and tanks. If the existing septic system is to serve both homes, it must be sized for the bedrooms in both, and an extra septic tank goes in at the ADU. Before the county signs off a new home, it also asks for the septic final, the approved road approach and water test results for bacteria and nitrates from the past year.
Salkum houses by the numbers
No Census place is drawn for Salkum, so the closest measure is Census tract 9712, which takes in the community and the countryside around it. The 2020 to 2024 American Community Survey counts about 1,688 homes there, with a median year built of 1984. The spread is wide: roughly 300 homes predate 1940, the 1970s added about as many, and close to a third have gone up since 2000.
About three in four homes are detached houses, about one in five is a mobile or manufactured home, and roughly three in four occupied homes are lived in by their owners. The small sample carries large margins, especially for the oldest homes, but it points to housing that runs from prewar houses to recent builds, and a remodel plan that expects either.

Who issues building permits in Salkum?
Lewis County Community Development. Salkum is unincorporated, so the county runs the Master Site Review and then issues the building permit, all through its SmartGov portal. Electrical permits come from the state Department of Labor and Industries.
Do I need a permit to replace kitchen cabinets and counters?
Not for finish work alone. Lewis County exempts painting, tiling, carpeting, cabinets, countertops and similar finishes from a permit, but moving plumbing, walls or structure needs one. We tell you which side of that line your plan falls on before the price is final.
Does the shoreline program affect my Salkum lot?
It can if the lot is near Mill Creek or the Cowlitz River. The program covers land within 200 feet of the ordinary high water mark, and only the part of your lot inside that band. An existing legal house there can still be maintained and repaired.
