Three Silver Creek conditions to settle before design

  1. The Silver Creek rule

    Tacoma Power owns the lake edge

    Tacoma Power bought a strip between 60 and 300 feet wide along the entire shoreline of Mayfield Lake, so most lakeside homes stand behind land the utility owns. The county's shoreline program lets such an owner place a dock on that strip only with Tacoma Power's permission and only where the upland designation allows the house and dock. Each house that existed when the program took effect may have one dock, and new groups of two or more waterfront homes must share one.

  2. The Silver Creek rule

    Wells, septic and a fixed boundary

    Lewis County names Silver Creek among its Type i rural communities, places typically served by rural water systems and septic. Their outlines were drawn around what already stood in 1995 and cannot grow, and the county's planning framework says rural services here exclude sanitary sewers except in rare cases, so each new bedroom or dwelling has to be matched to a well and a drainfield.

    Decks beside manufactured homes

    Lewis County requires a permit for decks, and its deck worksheet adds three rules: every deck sits on footings at least 12 by 12 by 8 inches, a deck more than four feet high needs cross bracing and 18 by 18 by 8 inch footings, and no deck may be supported by a manufactured home. In the Census tract around Silver Creek, roughly one home in six is a mobile or manufactured home.

How a Silver Creek project is permitted

Silver Creek is unincorporated, so there is no town hall to apply to. Lewis County Community Development handles every step, and applications, plans and fees go in through the county's SmartGov portal. The county calls the Master Site Review the first step for development: its planners compare the proposal with the zoning code and the critical areas rules before any building plans are reviewed.

The review is based on a site plan between letter and tabloid size, drawn to scale with a north arrow and scale bar. Beyond the house and property lines, it must show any stormwater facilities and every patch of ground that will stay disturbed, such as a yard, garden or parking area. A plan drawn over an aerial photo is not accepted.

After that approval, the building plans follow: a foundation plan, a floor plan of each level with fixtures, heating and room uses labeled, wall sections, elevations of every side and a roof plan. An addition also needs a plan of the house as it stands. The county adopted the 2021 International Codes on May 6, 2025, and it asks for a well report when the building draws on a private well. Its handout allows two to four weeks for a house permit, longer from May through October, and electrical work is permitted separately by the state Department of Labor and Industries.

Mayfield Lake and the shoreline program

On the county's shoreline designation map, the Silver Creek community outline sits along US 12 just west of Mayfield Lake, and the county's own community map of Silver Creek is drawn around the lake, the Tilton River arm and the creeks that feed them. The lake is a reservoir behind Mayfield Dam, which Tacoma Power completed in 1963.

Lakes of 20 acres or more fall under the Lewis County Shoreline Master Program, together with the land 200 feet back from the ordinary high water mark and any associated wetlands. Only the part of a lot inside that band is covered, and the county settles the exact line when a project is proposed. Within it, new residential development keeps a 150 foot buffer from the water in most designations and 200 feet in the Natural designation, with buildings set a further 15 feet back.

The program lists Mayfield Lake as a shoreline of statewide significance, a class where the county reviews each proposal against state priorities, starting with protecting the statewide interest and preserving the shoreline's natural character, and where erosion from a building site has to be controlled.

Parks and public land around the lake

Ike Kinswa State Park, which uses a Silver Creek mailing address, covers 454 acres on the north shore with 46,000 feet of lake frontage. It was first called Mayfield Lake State Park and was renamed in 1971 for Ike Kinswa, a Cowlitz man who represented his people; the Cowlitz were the first to live in the area around the park. Across the water, Mayfield Lake County Park has 8,400 feet of beach front and a boat launch.

Between those parks, the Mayfield Buffer Unit of the state Cowlitz Wildlife Area follows the shoreline on Tacoma Power's buffer land, and the county's inventory notes that the homes above it reach the buffer mostly by boat. For a remodel on a lakeside lot, that public strip is where the dock question starts.

What the county checks on a rural lot

Silver Creek is one of thirty Type 1 rural communities in Lewis County; its neighbor across the lake, Mayfield Village, is the largest at 856 acres. Inside these outlines, vacant land may be built on and existing homes changed when the result matches the size, scale, use and intensity of what is already there, and the zone on each parcel decides which uses and lot sizes apply.

The county's feasibility handout lists what a site review can call for. A new septic design usually means a soil evaluation with several test holes. Land near a landslide hazard, steep slope, erosion hazard or channel migration zone may need a geotechnical report, a lot near the lake or a stream may need a flood or shoreline buffer analysis, and one near a wetland may need a wetland report. Moving a building after review can restart it.

ADUs on well and septic

An accessory dwelling unit is allowed in most Lewis County zones, including the small town and rural residential center categories, and in Crossroads Commercial only beside an existing, legally established house. The county limits it to two bedrooms and 1,296 square feet measured from the outside walls, one family, and the same access as the main house, and it verifies water, sewage disposal and the road approach before issuing the permit.

A shared well must be approved by county Environmental Services and ringed by a 100 foot sanitary control area kept clear of drainfields and tanks. Anything that cannot be kept out needs an engineer's request to the county health officer, and a ring that crosses a property line needs a covenant on the neighboring lot. The existing septic system may serve both homes only if it is sized for all their bedrooms; otherwise it is expanded or replaced, and the ADU gets its own septic tank either way.

Silver Creek homes by the numbers

No Census place is drawn for Silver Creek, so the closest measure is Census tract 9718, which contains the community and the rural land around it. The 2020 to 2024 American Community Survey counts about 2,266 homes there, with a median year built of 1978. The 1970s were the busiest decade, adding about 546 homes, while roughly 320 date from before 1940 and about 490 have been built since 2000.

Close to four in five homes are detached houses and about one in six is a mobile or manufactured home. Of the occupied homes, nearly four in five are lived in by their owners. About 350 homes are held for seasonal, recreational or occasional use, the kind of cabin or second home a lake draws. The survey sample is small and the margins are wide, but the picture is of 1970s houses, older farmhouses and seasonal places side by side.
