Mason County's shoreline program names Hood Canal, with its shorelands reaching 200 feet landward of the ordinary high water mark, a shoreline of statewide significance. On saltwater the habitat buffer is 100 feet in the Residential and Rural designations, 50 feet in Commercial and 150 feet in Conservancy and Natural, and a structure sits another 15 feet behind the buffer. Where the lot ends at a marine bluff, the buffer reaches at least as far as a line rising two feet across for every foot up from the high water mark.

The septic system is reviewed with the permit
When a house runs on an onsite septic system, Mason County wants an inspection report from a certified operation and maintenance specialist dated within 12 months before the building permit application, and the county's environmental health review looks for a satisfactory one within the last year. If the drainfield or tank sits within 100 feet of a regulated shoreline, adding more than 200 square feet of living space, even with no new bedroom, calls for a system that meets Treatment Level B. Adding bedrooms or sewage flow requires the system and its reserve area to comply fully with current code.

Steep ground within 300 feet needs a report
Mason County classifies a slope of 40 percent or steeper with ten feet or more of vertical relief as a geologically hazardous area, and so is ground steeper than 15 percent where porous soil lies over a tighter layer and springs or seepage show. A permitted project in such an area, or within 300 feet of one, needs a geotechnical report or geological assessment, and the county's code lists the state geologic map of the Hoodsport quadrangle among the sources that report must consult.

Remodeling in unincorporated Hoodsport: permits, shoreline, slopes and ADUs
Who issues the permit in Hoodsport
Hoodsport has no town government, so building permits come from Mason County's Department of Community Development in Shelton. Many application types can be filed online through the county's SmartGov portal; the ones it does not take are submitted in person, by appointment.
The county does not accept an incomplete application. A residential submittal includes the building permit form, a plumbing and mechanical application with a count of every fixture, a Washington State Energy Code worksheet and a site plan drawn to scale, typically one inch to 20 feet. That site plan shows any creek, lake, wetland or saltwater within 300 feet, slopes over 15 percent within the same distance, and wells within 100 feet. Where critical areas may lie on or near the building site, the county suggests a planning pre-inspection first.
A house in a mapped floodplain also needs a FEMA elevation certificate and flood venting details. Once issued, the permit lapses if work has not begun within 180 days.
Building on the Hood Canal waterfront
Mason County last amended its Shoreline Master Program in October 2021; the Department of Ecology approved it and the rules took effect on 20 December 2021. Inside shoreline jurisdiction the standard height limit is 35 feet, unless the zoning sets a lower one.
Many Hoodsport waterfront lots are older and sit between existing houses, and the county has a special rule for them. On a saltwater lot created before 5 December 1996, with a neighboring house within 150 feet on each side, the setback can follow a common line drawn between the shore-side rooflines of those two houses. It can never come closer than 35 feet to the high water mark, and if it lands nearer the water than the standard setback, the owner supplies a mitigation plan.
Rain, bluffs and the hillsides above the village
The county's 2025 comprehensive plan names the bluffs along Hood Canal as a common landslide problem area. It records a saturated hillside that gave way near Hoodsport in 1999 and took out a section of road, and the December 2007 storm that brought mud and rock down onto Highway 101 between Hoodsport and Lilliwaup.
The code answers that history with site rules. Clearing that has a permit is not allowed on hazard ground from 15 October to 1 May unless the geotechnical report covers wet season protection, and downspouts and runoff may not be released within 50 feet above a hazard slope; water that has to reach the bottom goes down in a tight line pipe.
ADUs and backyard cottages
In rural Mason County an accessory dwelling unit goes through a special use permit, and one planned within 200 feet of a shoreline goes through a shoreline substantial development permit instead. The county's application asks that the owner live in the main house or the ADU, that the lot have only one ADU and an extra off-street parking space, and that a new unit stay within 80 percent of the main home's habitable area or 1,200 square feet, whichever is smaller. That is the general code figure (MCC 17.03.029); inside shoreline jurisdiction the Shoreline Master Program (MCC 17.50.255) sets the ceiling at 80 percent or 1,000 square feet, and we confirm which applies to your lot before filing.
Environmental health signs off before planning does. A septic system is sized by bedrooms, so the bedroom count of both homes has to match the approved system, and a foundation stays ten feet from a drainfield or reserve area and five feet from a septic tank. The state law requiring two ADUs per lot applies inside urban growth areas, which in Mason County are Shelton, Allyn and Belfair, not Hoodsport.
Hoodsport homes and what they need
Hoodsport was one of the nine Twana village communities of the Hood Canal watershed, and today Mason County plans it as one of three Rural Activity Centers, covering 664 acres. The plan describes commerce concentrated in a small downtown and land already platted into small lots, many of them conforming and buildable, and it expects limited growth. The state salmon hatchery sits at the north end of the village where Finch Creek meets the canal.
The place is small enough that Census figures carry wide margins, but the 2020 to 2024 American Community Survey estimates suggest that more than half of Hoodsport's homes date from 1939 or earlier and that most of the homes not lived in year round are kept for seasonal or recreational use. Older cabins and houses often need wiring, plumbing, insulation and windows looked at together, and we price that work line by line in writing before it starts.
