Lilliwaup Creek carries its own shoreline buffer
Mason County's Shoreline Master Program lists Lilliwaup Creek as a shoreline of the state from its start in the Lilliwaup Swamp down to its mouth at Lilliwaup Bay. Along a shoreline stream the habitat buffer is 150 feet, or the width of the channel migration zone if that is larger, and a structure keeps 165 feet back. The regulated shorelands also take in the creek's floodway and any floodplain joined to it, reaching 200 feet beyond the floodway, along with wetlands tied to the stream.

Slopes cut by the creek or the tide need a report
In the December 2007 storm, a federally declared disaster, hillsides along the Hoodsport to Lilliwaup stretch of Highway 101 gave way and dropped mud and rock on the road. The county's resource ordinance lists the geologic map of the Lilliwaup quadrangle among its hazard sources. Building within 300 feet of a slope steeper than 40 percent calls for a geotechnical report, and so does building within 100 feet of a bank made unstable by stream incision, erosion or waves undercutting it; between 100 and 300 feet from such a bank, a geological assessment comes first.

Flood zones count remodels and repairs too
Where a lot lies in a mapped flood hazard area (zones A, AE, AO or VE, or a floodway), Mason County's flood development permit applies to an addition, a remodel or a repair of an existing building, and the form names mechanical and plumbing work and a new roof. When the cost of the work, added to the permitted work of the previous ten years, reaches 50 percent of the building's market value, the project is treated as a substantial improvement and must meet the rules for new construction. The county grants no variances inside a floodway.

Remodeling in unincorporated Lilliwaup: permits, shoreline, septic and ADUs
Who handles a Lilliwaup permit
Lilliwaup has no town hall. It is an unincorporated community, so building, shoreline and land use permits all come from Mason County Community Development in Shelton. Many application types can be filed online through the county's SmartGov portal; those the portal does not list are filed in person, and in person filing needs an appointment. Staff will also look over a package before it is filed, by phone or at the counter.
The county turns away incomplete applications. Its residential packet asks for a site plan drawn to scale on a sheet no larger than 11 by 17 inches, showing each building, the setbacks to every property line, the driveway, the septic tank, drainfield and reserve area, the well and the drainage features, plus a plumbing and mechanical form that counts each fixture. When a lot may hold a steep slope, wetland, stream, shoreline or floodplain, the county points owners to a planning site pre-inspection first, and it notes that many people are surprised to learn their land is in a mapped floodplain.
Lilliwaup Bay, the canal shore and the swamp upstream
State law names Hood Canal, with the land 200 feet back from its ordinary high water mark, a shoreline of statewide significance. On the saltwater side the county's buffer depends on the lot's shoreline designation: 50 feet where it is Commercial, 100 feet where it is Residential or Rural and 150 feet where it is Conservancy or Natural, with buildings another 15 feet back. On a marine bluff the buffer runs at least to a line climbing one foot for every two feet inland from the high water mark. Conservancy and Natural lots are also held to 10 percent impervious coverage or 2,550 square feet, whichever is greater, and nothing in shoreline jurisdiction goes above 35 feet.
Inland, the program lists the Lilliwaup Swamp, together with Tenas Lake, as a 475 acre shoreline lake, and it lists the Price Lake outlet as a shoreline stream flowing into Lilliwaup Creek. Lakes carry a 100 foot buffer and a 115 foot setback. In the outer 15 feet of any of these setbacks the county allows an uncovered deck or pervious patio of no more than 200 square feet.
Septic systems and wells
Most Lilliwaup homes rely on an onsite septic system, and county environmental health reviews it as part of the building permit. The system needs an as-built record and a satisfactory operation and maintenance inspection dated within a year of the day the application is filed. Adding a bedroom, adding sewage flow or adding more than 200 square feet of living space counts as an expansion, and then both the system and its reserve area must meet current code; a system approved within the past five years is treated as current.
Lots near the water get one more test. When the system sits within 100 feet of a regulated shoreline, adding over 200 square feet of living space without new bedrooms still requires a system that reaches Treatment Level B. For a new or replacement house on a private well, the county wants the well log and a satisfactory water sample at submittal.
Adding an ADU
Mason County allows a single accessory dwelling unit on a lot, and the owner has to live in either the main house or the ADU. In the rural area it goes through a special use permit; within 200 feet of the shoreline it needs a shoreline substantial development permit instead. The county's general code (MCC 17.03.029) caps a new unit at 80 percent of the main home or 1,200 square feet, whichever is smaller, while the Shoreline Master Program (MCC 17.50.255) sets that ceiling at 1,000 square feet inside shoreline jurisdiction. On a lot near Lilliwaup Creek or the bay, we confirm which applies to your lot before filing.
The unit sits on the same lot as the house or in a converted detached building such as a garage, it needs one more off-street parking space, and a recreational vehicle cannot count as an ADU. When an older house becomes the ADU beside a new main home, it can be up to 1,500 square feet. The larger state allowance of two ADUs per lot applies only inside urban growth areas, which in Mason County are Shelton, Allyn and Belfair.
Lilliwaup in the county plan, and the homes around it
Mason County's 2025 comprehensive plan names Lilliwaup as one of its nine Hamlets, and at 24 acres it is among the smaller ones. The plan describes a Hamlet as a place that serves nearby rural residents, resource industries and visitors with a rural level of services, and it may hold one or two civic or retail uses such as a post office or a church. Just past the village, the state park beach sits below the highway about four and a half miles beyond Hoodsport, with parking beside the Lilliwaup Creek Bridge.
Lilliwaup is not a Census place, so the nearest figures come from the census tract that contains it, which also takes in Hoodsport and Eldon. There the 2020 to 2024 American Community Survey counts roughly 2,400 homes, and close to half of them are held for seasonal, recreational or occasional use. The median home in the tract was built around 1985, and about four in ten predate 1980. Canal cabins of that age often need their wiring, plumbing, insulation and windows reviewed together, and we list that work line by line in the written price.

Who issues building permits in Lilliwaup?

Does a kitchen or bathroom remodel need a flood permit?
It can. If the lot is in a mapped flood hazard area, the county's flood development permit covers remodels and repairs, plumbing and mechanical work included. When the work adds up to half of the building's market value over ten years, stricter rules apply.
Can I add an ADU on my Lilliwaup property?
Usually one, with an extra parking space and septic approval. A new unit is capped at 80 percent of the house or 1,200 square feet under the general code, or 80 percent or 1,000 square feet inside shoreline jurisdiction, and we confirm which applies to your lot before filing.
What does the county need about my septic system?
A satisfactory maintenance inspection from the past year and the system's as-built record. A new bedroom, or more than 200 square feet of added living space, can require upgrades, and the bar is higher when the system sits within 100 feet of the shoreline.
