Three things that shape a Tahuya remodel

  1. The Tahuya rule

    The river keeps a 150 foot buffer

    Mason County's Shoreline Master Program lists the Tahuya River as a shoreline stream from the Kitsap County line down to its mouth on Hood Canal near Tahuya. That makes it a Type S stream under the county Resource Ordinance, with a 150 foot habitat buffer and a 165 foot setback for new or enlarged structures, or the edge of a mapped channel migration zone where that reaches farther. Shoreline jurisdiction along a river also takes in the floodway and the floodplain for 200 feet beyond it.

  2. The Tahuya rule

    Floodplain work is measured against the house

    The county's 2025 plan notes that flooding on the Tahuya River has been known to cause damage, and that most flooding in Mason County comes between November and April. On a lot in a mapped flood zone (A, AE, AO, VE or floodway), the county's flood development permit covers additions, remodels and repairs, down to plumbing, mechanical work and a new roof. The application weighs the cost of the work, taken from a contractor's bid or the county valuation, against the market value of the house, and counts permitted work from the previous ten years; at 50 percent or more the project falls under the substantial improvement rules. Work in a floodway also needs a No Rise Certification.

  3. The Tahuya rule

    Canal bluffs and banks call for a report

    On Hood Canal, Mason County holds a vegetated buffer back from a marine bluff by the largest of three distances: a line rising at two feet across for each foot up from the ordinary high water mark, 50 feet, or whatever the geotechnical report recommends. Building within 100 feet of a slope undercut by waves, or of a bank cut by stream erosion, requires a geotechnical report, and between 100 and 300 feet a geological assessment comes first.

Remodeling in unincorporated Tahuya: permits, water, septic and ADUs

Who permits a Tahuya remodel

Tahuya has no town government. Mason County's 2025 comprehensive plan names it one of nine Hamlets, small rural centers meant to meet the everyday needs of nearby residents with one or two civic or retail uses such as a post office, church or grange. At 3 acres the Tahuya hamlet is the smallest of the nine. The same plan records Tahuya as one of nine village communities of the Twana people, whose territory took in all of Hood Canal.

Building permits come from Mason County Community Development in Shelton. Applications go in online through the county's SmartGov portal or in person at a booked appointment, and staff will pre-review a submittal during business hours. The county will not accept an incomplete application: the site plan names any nearby shoreline, its designation and, for a stream, its type, and it flags slopes of 15 percent or more within 300 feet. Where a lot may hold a stream, wetland, steep slope or floodplain, the county suggests a planning pre-site inspection, with the corners of the new work flagged for the planner's visit.

Saltwater frontage on Hood Canal

Hood Canal is a shoreline of statewide significance, and the county's shoreline program reaches 200 feet inland from its ordinary high water mark. The saltwater buffer turns on the lot's shoreline designation: 100 feet on Residential and Rural shoreline, 150 feet on Conservancy and Natural, and 50 feet on Commercial, with new or enlarged structures kept 15 feet behind the buffer line.

That outer 15 foot strip may hold an uncovered deck or pervious patio of up to 200 square feet. A structure placed closer than the setback otherwise needs a variance or a reasonable use exception.

Flood maps along the river and the canal

The county's flood maps come from FEMA, were adopted by Mason County in 2019 and sit on the FEMA FIRM layer of the county GIS site. The plan names wind driven waves on top of extreme high tides as the most common kind of coastal flooding in the county.

The county's own permit packet warns that many owners are surprised to learn they are in a mapped floodplain. A new structure in one needs a FEMA elevation certificate and flood venting shown on the plans, and the flood permit application asks whether a habitat assessment is required or which exemption applies.

Septic records and drinking water

Where a Tahuya home runs on an on-site septic system, Mason County Environmental Health reviews that system with any remodel. The file needs the original as-built record and a satisfactory operation and maintenance inspection from the year before the application; if no as-built exists, a licensed septic designer locates the system and draws one after the fact. A system within 100 feet of a regulated shoreline must reach Treatment Level B once living space grows by more than 200 square feet, and a new bedroom or more sewage flow brings the system and reserve area up to current code. Garages, shops and sheds do not count toward that living space.

For water, the county plan lists the Tahuya River Valley Water District among the districts serving Mason County, drawing on three wells. A house on a public system needs a water availability form from its purveyor, and a house on a private well needs a well report or capacity test and a bacteriological test dated within the previous 12 months.

Adding an ADU in Tahuya

Mason County allows one accessory dwelling unit per property, built on the same lot as the house or made from an existing detached building such as a garage, and the owner must live in one of the two. On rural land it goes through a special use permit; within 200 feet of the shoreline it needs a shoreline substantial development permit instead. The two limits differ: the general code (MCC 17.03.029) allows 80 percent of the house or 1,200 square feet, whichever is smaller, while the shoreline program (MCC 17.50.255) holds a shoreline ADU to 80 percent or 1,000 square feet. We confirm which one governs your lot before anything is filed.

When an older house becomes the ADU beside a new main house, it may reach 80 percent or 1,500 square feet. The unit needs one more off-street parking space, a recreational vehicle never qualifies, and the county application asks up front whether the lot lies in a floodplain and whether the water and septic standards can be met.

Tahuya homes and the land around them

No Census place covers Tahuya, so the figures here are for the tract that contains it, and at this size the margins are wide. The 2020 to 2024 survey puts the median home there at 1991, with about six in ten built from the 1970s through the 1990s. Two thirds are detached houses and about a quarter are mobile homes. Close to four in ten homes were held for seasonal, recreational or occasional use, and among those lived in year round, roughly four in five belong to their occupants.

Inland, the 23,000 acre Tahuya State Forest is a working forest managed by the state Department of Natural Resources. The department describes that ground as fairly flat, with many small lakes, the Tahuya River and Mission Creek, and glacial soils where a perched water table and ponded water are common.
