North Bay, Sherwood Creek and Anderson Lake
Mason County's Shoreline Master Program covers the land within 200 feet of North Bay, of salmon-bearing Sherwood Creek and of Anderson Lake, a 44 acre lake ringed by homes and golf course ground. Its buffers are 100 feet on saltwater and lakes in the Residential environment, 150 feet on saltwater in Conservancy and 150 feet on every stream, and buildings stay a further 15 feet back. On a marine bluff the buffer runs at least to where a two to one line from the high water mark meets the ground. A lawfully built house already inside a buffer may add space above its existing footprint, up to the height limit, without a variance; spreading sideways into the buffer needs one.

Sewer, not septic, inside the growth area
Mason County code bars new development and redevelopment on individual septic systems inside the Allyn urban growth area. An existing approved system can keep serving a remodeled house only if the work needs no added septic capacity and the public sewer has not come within 200 feet of the property line; once it does, the house must connect, with the owner paying for any extension. Most of the area is on the North Bay and Case Inlet sewer system, completed in 2002, and the county sizes septic systems by bedroom count.

A hillside above the bay
Ground in the Allyn growth area climbs fast from the shoreline, with grades up to 13 percent and elevations over 350 feet near Sterling Drive. The county's draft Allyn plan identifies landslide, seismic and erosion hazard areas along Sherwood Creek, the upland ridgelines and the shoreline bluffs, and notes that the dominant Alderwood and Sinclair soils sit on a cemented hardpan that restricts drainage, complicating basements and stormwater infiltration. Mason County's permit checklist asks whether the site is within 300 feet of a slope of 15 percent or more; if it is, a geological report or assessment may be required.

Remodeling in unincorporated Allyn: permits, zoning, utilities and ADUs
Who issues the permit in Allyn
Mason County does. Allyn is an unincorporated community with no city government, so building, plumbing and mechanical permits come from the county's Community Development department. Some application types can be filed online through the county's SmartGov portal, but a full building permit cannot; it is submitted at an in person appointment, and staff will look over a submittal ahead of time during business hours.
The application package centers on a site plan drawn to scale, usually one inch to 20 feet. It shows the property lines, every structure and its distance to them, the driveway, septic parts or sewer line, wells within 100 feet, stormwater controls, and any water body, wetland or slope within 300 feet of the work. Construction plans are drawn at a quarter inch to the foot and come with a Washington State Energy Code worksheet, and the county does not accept an incomplete application.
When nobody is sure whether a steep slope, wetland, stream, shoreline or floodplain touches the lot, the county offers a Planning Site Pre-Inspection, in which a planner visits the property. Once issued, a permit lapses if work has not started within 180 days or stops for 180 days.
The Allyn Zoning Code
Allyn is one of three urban growth areas in Mason County, with Shelton and Belfair, and covers about 1,244 acres in two parts: Lower Allyn, the original townsite along North Bay and State Route 3, and Lakeland Village, a planned residential and golf community on the slopes to the west. Its land use rules are the Allyn Zoning Code, chapters 17.10 to 17.17 of the county code, adopted in 2007 to carry out the community's Allyn plan.
In the R-1 single-family district a house may cover up to 40 percent of the lot, with setbacks of 20 feet front and rear and five feet at the sides, and a primary building may stand 35 feet tall, or 25 feet east of State Route 3. Detached shops and garages are capped at 20 feet and may not exceed the house's square footage. The R-1R district, written for the undeveloped parts of Lakeland Village, allows 50 percent coverage for a single-family home and 35 feet of height.
The county's draft Allyn UGA Subarea Plan, dated January 2026, recommends dissolving the four overlay zones and folding them into the base districts, so the code version in force on the day your application goes in is the one we design to.
Water and sewer in Allyn
Water in the growth area comes from several suppliers. The draft plan counts more than 900 connections on Lakeland Village Water, about 100 on the Port of Allyn system and 44 on Washington Water, with roughly nine small group systems and private wells covering the rest. County code bars new private wells in a growth area where an existing Group A public water system can serve the lot.
A house on a lot more than 200 feet from the North Bay and Case Inlet trunk line is the case where the county's septic and sewer rules decide what a remodel can add.
ADUs and backyard cottages
The Allyn Zoning Code lists an accessory dwelling unit among the uses allowed alongside a house in the R-1 district. Separately, House Bill 1337, the state's 2023 ADU law, directs counties planning under the Growth Management Act to allow two ADUs per lot inside urban growth areas, attached, detached or one of each. They may not set a floor area cap below 1,000 square feet, require the owner to live on site, or charge more than half the impact fees of a house.
The law leaves health and safety rules in place, so sewer, water and critical area standards still apply to an ADU, which in Allyn means the sewer rules and shoreline buffers above. Mason County's ADU application asks for sewer and water adequacy forms signed by the system managers. The county's own ADU criteria in section 17.03.029 are written for rural lands rather than the growth area, so we confirm the rule that governs your lot before we file.
Allyn houses and what they need
Census Bureau estimates for 2020 to 2024 count about 1,250 homes in Allyn, and the median one was built in 1998. About 40 percent went up between 2000 and 2009, roughly two thirds date from 1990 or later, and only about one in twenty predates 1960. Close to nine in ten are detached houses, and about 95 percent of occupied homes are lived in by their owners. The county's draft plan adds that Lakeland Village holds both year round residences and seasonal homes.

My Allyn house is on septic. Can I still remodel?
Often, yes. County code lets an existing approved septic system keep serving a remodel when the work needs no added capacity and the public sewer is more than 200 feet from the property line. If the sewer is closer, the house has to connect.
