Three things to settle before a Vaughn remodel

  1. The Vaughn rule

    No sewer, so the septic review comes first

    Pierce County's Key Peninsula Community Plan designates the whole peninsula as rural, and outside one subdivision at Taylor Bay every home disposes of its wastewater through a septic system. The Tacoma-Pierce County Health Department states that Pierce County will not take a building application in for intake until the septic application has been approved.

  2. The Vaughn rule

    Vaughn Bay and its 200 foot shoreline band

    Pierce County's shoreline code covers all marine water and the land within 200 feet of the ordinary high water mark. County staff describe the north shore of Vaughn Bay as a mix of the Residential shoreline environment, with a standard 75 foot buffer, and Conservancy, with 100 feet. Where salt water is mapped as critical salmon habitat, a 100 foot critical area buffer applies, the widest buffer controls, and no shoreline permit is granted until the critical area review is finished.

  3. The Vaughn rule

    Private wells and a saltwater intrusion map

    Most Key Peninsula households draw their drinking water from wells, usually 150 to 250 feet deep in the Salmon Springs Drift aquifer, and the county's plan names parts of the peninsula at risk of seawater moving into it. When an ADU is added on a private well, the health department asks for a well site remodel application with bacteria, nitrate and one hour flow tests, plus a chloride test on land inside its saltwater intrusion zones.

Remodeling in unincorporated Vaughn: permits, septic, wells, slopes and ADUs

Who issues a Vaughn building permit

Pierce County does. Vaughn has no city hall, so remodels, additions, decks and accessory dwelling units are permitted by the county's Planning and Public Works department, and applications are filed online in PALS+. The county's Online Development Guide shows, for a given address or parcel, the zoning, site constraints and permits a project is likely to need.

Because a Vaughn property is almost always on a septic system and a private or community well, the county's Level 1 Pre-Application Screening is usually required before the main application. A simple replacement of plumbing or mechanical fixtures is the exception: that permit is issued once the fee is paid.

Projects that need a public hearing, such as a shoreline substantial development permit on the bay, also go before the Key Peninsula Advisory Commission, a local board that gives the county its recommendation.

What the health department asks for, by project

The Tacoma-Pierce County Health Department sorts home projects by how they affect the septic system. An interior remodel that adds no bedroom, no floor area and no new drain line needs no health application; the building department simply receives a floor plan with every room labeled.

Pushing a wall out without adding a bedroom brings an office review: a site plan showing the house, the tank, the drainfield and the setbacks, plus a current inspection report from a septic maintenance company. Adding a bedroom, or an ADU, raises the wastewater flow, so the application may need a licensed septic designer and a small test pit to mark a reserve drainfield area.

When a new or enlarged septic system is installed, Pierce County holds the building final until the health department accepts the record drawing of that system.

Bluffs, glacial till and the landslide rule

Most of the Key Peninsula sits on a rolling upland 200 to 300 feet above the water, with slopes of 6 to 15 percent, and the county plan notes that bluffs drop to Puget Sound on all three sides at grades of 45 to 70 percent. Bays such as Vaughn Bay are the exception, with low bank shoreline.

The common soil is a gravelly sandy loam over compact glacial till. Rain perches above the till, which is why the plan warns that some drainfields stop working in heavy weather, and one of the other local soils is prone to hillside slippage. The plan also encourages low flow fixtures so saturated drainfields do not speed up slope failures.

Under Pierce County Code 18E.80, where the county's maps show an active or potential landslide hazard on or near a site, the owner submits a geological assessment with a landslide hazard area application before the project moves ahead.

Adding an ADU on a rural Vaughn lot

Vaughn lies outside the Urban Growth Area, where Pierce County code allows one accessory dwelling unit per lot, attached to the house or standing apart from it. The unit may reach 1,250 square feet, counted as interior living space including any basement or attic but not a garage.

A new detached unit has to stay out of the required setbacks and may not rise above the main house, unless it is one story set over a detached garage. The county's rule keeping a detached unit behind the front of the house is waived on waterfront lots governed by the shoreline code, and a lot this far from a major transit stop provides parking for the unit under the county parking chapter.

On the health side, an ADU counts as added wastewater flow, so the septic review and the well tests described above come with it.

A historic bay community of owner occupied homes

Pierce County's plan traces Vaughn to William Vaughn, who homesteaded on the bay in 1852. A post office followed in 1888, shingle and saw mills worked the shoreline, logs were shipped out of Vaughn Bay, and an oyster business started in the late 1890s. Residents formed a library association in 1891 and built the Vaughn Library Hall in 1893; the hall, the Vaughn School and the Vaughn Bay Cemetery are on the county's list of historic places. The county's plan did not zone the old commercial center for new businesses.

Today Vaughn is almost all houses. The Census Bureau's 2020 to 2024 American Community Survey estimates about 360 homes, roughly 87 percent of them detached single-family houses and about 13 percent mobile homes, with about 94 percent of occupied homes lived in by their owners and a small share kept for seasonal use. The median home dates from 1986, the 1960s were the busiest single decade of building, and a noticeable group of houses is recent.

For a remodel, that usually means a 1960s to 1980s house ready for new baths, a kitchen and better insulation, or a newer home adding space. We price either one line by line in writing before work begins.

Who issues building permits in Vaughn?

Pierce County. Vaughn is an unincorporated community on the Key Peninsula, so remodel, addition, deck and ADU permits come from the county's Planning and Public Works department through PALS+, and most projects start with a Level 1 Pre-Application Screening because the lot is on septic and a well.

Does a kitchen or bathroom remodel in Vaughn need a septic review?

Not if it stays inside the house and adds no bedroom, floor area or drain line. The health department then needs no application of its own, and the county receives a labeled floor plan. Adding a bedroom, a bump out or an ADU brings a septic review, which must be approved before the building application is accepted.

Can I build an ADU on my Vaughn property?
