Three Belfair rules to plan a remodel around

  1. The Belfair rule

    Inside the UGA, the sewer line sets the terms

    Belfair's public sewer was built in the early 2010s, and Mason County code limits septic use on existing lots in the Belfair urban growth area. A remodel may keep an on-site system approved by April 8, 2008 only if the work needs no added septic capacity and the sewer has not reached within 200 feet of the property line. Once a public line comes within 200 feet of the nearest property line, a house on septic must connect, whenever its system was installed, and the owner pays for the connection.

  2. The Belfair rule

    Septic houses need a recent inspection

    Outside the sewer area, Mason County Environmental Health reviews every remodel of a home on septic. The file needs the system's original as-built record and a satisfactory operation and maintenance inspection completed within the year before the building permit application. Adding a bedroom or more sewage flow means the system and its reserve area must meet current code. Where the system sits within 100 feet of a regulated shoreline, adding more than 200 square feet of living space means the system must reach Treatment Level B, even with no new bedroom.

  3. The Belfair rule

    The county's Belfair plan notes steep slopes running along the east side of SR 3 from downtown southward. Under the Resource Ordinance a slope of 40 percent or more with ten feet of vertical relief is a geologically hazardous area, and building within 300 feet of such a slope requires a geotechnical report; within 300 feet of a slope between 15 and 40 percent, a geological assessment comes first. Permitted land clearing on hazard ground stops from October 15 through May 1 unless the report covers wet season protection.

Remodeling in unincorporated Belfair: permits, zoning, water and ADUs

How a Belfair permit gets filed

Belfair has no city hall. County code calls the Belfair urban growth area a stand-alone area not affiliated with any incorporated city, so building permits come from Mason County Community Development in Shelton, and county Environmental Health reviews the same application for sewage and water adequacy.

The county runs an online SmartGov portal, but its own guide says a full building permit cannot be applied for there; that needs a submittal appointment. Fees are paid after the county has reviewed and approved the application. Inspections are requested through the portal, and the county groups inspection days by address: E and NE addresses on Mondays, Wednesdays and Fridays, and S, SE, N and W addresses on Tuesdays and Thursdays.

Urban growth area or rural land

Mason County drew the Belfair urban growth area in 2003 at about 2,400 acres and updated its plan and zoning in February 2022. That plan counts roughly 1,100 residents and about 450 homes inside the boundary, while it describes Belfair as the commercial hub for some 23,000 people in the surrounding rural area. The Census place is larger than the UGA, so many Belfair addresses sit on rural land under the county's general rules instead.

Inside the UGA, zoning sets the envelope. R-4, the low density district, allows 35 percent lot coverage and 30 foot buildings, with a 15 foot front yard, five foot side yards and a ten foot rear yard for the house. R-5 raises coverage to 40 percent and height to 35 feet with a ten foot front yard, and R-10 allows 50 percent coverage and 45 feet.

Hood Canal, the Union River and the wetlands

The Union River runs down the valley west of the UGA into Lynch Cove at the inland end of Hood Canal. Hood Canal is a shoreline of statewide significance, and the county's Shoreline Master Program covers land within 200 feet of it. On saltwater shoreline designated Residential or Rural the habitat buffer is 100 feet and structures stay 115 feet back; Conservancy and Natural shoreline raise that to 150 and 165 feet. The state Department of Ecology lists the county's program in its December 2021 version.

The 135 acre Theler Wetland sits at the west end of the UGA, and low ground along the Union River in its northwest corner is a Class II critical aquifer recharge area. The state Department of Fish and Wildlife and the Hood Canal Salmon Enhancement Group began a new phase of estuary restoration there in 2024 for Hood Canal summer chum, a run listed as threatened. Lots in the mapped floodplain fall under the county flood damage prevention ordinance, and the county published a work session draft of its Resource Ordinance in April 2026, so we confirm the version in force when you apply.

Adding an ADU in Belfair

On rural land the county allows one ADU per property through a special use permit, or a shoreline permit inside shoreline jurisdiction. A new unit may not exceed 80 percent of the main house or 1,200 square feet, whichever is smaller, it needs one more off-street parking space, and Environmental Health must approve the water and septic side before the ADU permit is issued.

Inside the UGA, the three residential zones list ADUs as an accessory use. State housing law passed in 2023 goes further for urban growth areas, requiring room for at least two ADUs where single family homes are allowed, with no floor area cap under 1,000 square feet and no rule that the owner live on site. The same law lets a county bar ADUs on lots without public sewer and does not reach lots with critical areas or their buffers, so the answer for your lot depends on both.

What Belfair houses look like

The Census Bureau's 2020 to 2024 survey counts about 4,560 people and 1,700 homes in the Belfair census area, with wide margins at this size. The median house was built in 1994; roughly a third went up in the 1990s and nearly three in ten since 2000. About seven in ten homes are detached houses, close to one in five are mobile homes, and more than three quarters of occupied homes are lived in by their owners.

A house from the 1990s is often due for its first full update of kitchen, baths, windows and finishes, and we set that scope out as an itemized list in writing before work begins.

Belfair remodeling questions, answered

Who issues building permits in Belfair?

Mason County. Belfair is unincorporated, so Community Development in Shelton issues the building permit and Environmental Health reviews the sewage and water side. A full building permit is filed at a submittal appointment rather than on the county portal, and on our projects we prepare and file that package.

My Belfair house is on septic. What does the county need before I remodel?

The original as-built record for the system and a satisfactory operation and maintenance inspection from within the past year. If no as-built exists, a licensed septic designer has to locate the system and draw one. Adding a bedroom brings the system and reserve area up to current code.

Will I have to connect to the Belfair sewer?

Inside the urban growth area, yes, once a public sewer line reaches within 200 feet of your closest property line, and the owner pays for the connection. Until then, a remodel can keep an approved septic system only if it needs no added capacity.

Can I add an ADU to my Belfair property?

Usually one on rural land, capped at 80 percent of the house or 1,200 square feet, with an extra parking space and Environmental Health approval. Inside the UGA the residential zones allow ADUs, and state law sets more generous minimums there, subject to sewer and critical area limits.

Does a hillside lot in Belfair need a geotechnical report?

If the building site is within 300 feet of a slope of 40 percent or more, yes. Within 300 feet of a slope between 15 and 40 percent the county first asks for a geological assessment, which may or may not lead to a full report.
