The county's shoreline program lists Nahwatzel Lake, 280 acres, whose center lies about three and a half miles east of Matlock, along with Outlet Creek, which drains it. Under the county resource ordinance, a lake over 20 acres keeps a 100 foot buffer with structures set back 115 feet; a fish bearing stream keeps 150 feet with a 165 foot setback, a year round stream without fish 100 feet, and a seasonal one 75 feet, each plus 15 feet for structures.

For a new or replacement house, Mason County checks the water supply and the septic system before it will take the building permit application, and an ADU needs the same health approval before its permit. A house on its own well needs the well log and a satisfactory water sample, dated within the previous 12 months; the septic design has to be approved before submittal, and an existing system must be current on its maintenance reports. Where a new driveway meets a county road, a Public Works access permit is needed before the building permit application.

Remodeling in unincorporated Matlock: permits, snow, water and ADUs
Who issues a Matlock building permit
Mason County does. Matlock has no town government, so remodel, addition, deck and ADU permits come from the county's Community Development department in Shelton. Applications are filed through the county's SmartGov portal or at a scheduled submittal appointment, and the county states that it will not accept an incomplete application.
The site plan is where rural lots take the most care. It is drawn to scale and shows every structure, the driveway, the septic tank, drainfield and reserve area, any well within 100 feet of the property, any creek, pond, lake or wetland within 300 feet of the work, and any slope over 15 percent within that same distance, with the new footprint staked or flagged on the ground. The county's own packet warns that many owners are surprised to learn their land sits in a mapped floodplain.
For a lot that may hold steep ground, a stream, a wetland or a shoreline, the county offers a planning site pre-inspection. A planner walks the property, identifies the critical areas and any buffers, and the owner then knows how much of the lot is left for the house, the septic system and the addition.
Matlock in the county plan
Mason County's 2025 comprehensive plan names Matlock as one of its nine Hamlets, rural communities smaller than the county's Rural Activity Centers. The county's Hamlets range from 3 to 111 acres, and Matlock's covers 27. The plan describes a Hamlet as a place that meets the everyday needs of nearby rural residents, resource industries and visitors, with perhaps one or two civic or retail uses such as a post office, a grange, a church or a gas station, and it says Hamlets are not meant to compete with urban growth areas as job or shopping centers.
The county's road department keeps satellite maintenance facilities in Belfair and in Matlock. The Mary M. Knight School District, which runs one school in Mason County, draws its students from the southwest part of the county, the Matlock Hamlet included.
Snow, frost and structural design
The county posts one set of climatic design values for residential work: a basic wind speed of 85 miles per hour (110 ultimate), seismic design category D2, a winter design temperature of 23 degrees, a frost line 12 inches down, and decay and termite exposure rated slight to moderate. Ground snow load is the value that changes across the county, from 25 pounds per square foot around Shelton to 55 in the mountains of the county's northwest corner.
On the county's snow load map, Matlock sits in the 35 pound band, a step above Shelton. That figure matters most on the parts of a remodel that add or change roof: an addition, a dormer, a covered porch, a carport or a new roof over a deck. Engineered plans state the snow load, seismic zone, exposure and wind speed for the location, and our framing and beam sizes are drawn to them.
Lakes, streams and wetlands around Matlock
Mason County's shoreline master program regulates land within 200 feet of the rivers, lakes and marine waters it lists. Nahwatzel Lake, 280 acres of water east of Matlock, is on that list, and so are Outlet Creek, which carries the lake's water toward Bingham Creek, and an unnamed creek that feeds the lake from the north.
Away from the listed shorelines, the resource ordinance still protects every stream by type: 150 feet of buffer for shoreline and fish bearing streams, 100 feet for streams that run all year without fish, and 75 feet for seasonal channels, with buildings a further 15 feet back. Buffers stay in natural vegetation. One allowance helps on a remodel: an uncovered deck or a pervious patio of up to 200 square feet may reach 15 feet past the structure setback toward the water.
Wells, septic and water under the house
Where a new house or an ADU will draw on a private well and a septic system, the county reviews both before it approves the permit. For a well serving one house, the county wants the well log and a satisfactory water test from the past 12 months; a home on a shared water system needs the system manager's signature instead. New septic work starts with a state certified designer, who digs test holes at least five feet deep for county staff to inspect, and public health signs off on a building permit only after the septic design is approved.
The county also asks owners to think about ground water before they build, because a high water table is hard to spot in the dry months. Its handout recommends siting new work on the highest ground available, raising foundation walls where needed, keeping the finished grade falling at least six inches in the first ten feet away from the house, and holding wood floor framing at least 18 inches above the soil in a crawl space. Applications also include a small parcel stormwater plan, since it is against the law to send runoff onto a neighbor's land or the county right of way.
ADUs on Matlock properties
Mason County allows one accessory dwelling unit per property, either on the same lot as the house or in a converted detached building such as a garage. On rural land it is approved through a special use permit. The general code, MCC 17.03.029, caps a new unit at 80 percent of the main house or 1,200 square feet, whichever is smaller, not counting an unheated garage, shop or deck. Inside shoreline jurisdiction, within 200 feet of a listed lake or stream, the unit needs a shoreline substantial development permit, and the shoreline program lowers the cap to 80 percent or 1,000 square feet; we confirm which limit governs your lot before anything is filed.
Either way the unit needs an extra off-street parking space, a recreational vehicle cannot serve as the ADU, and environmental health approves the water and septic side first. If the ADU shares an existing septic system, the total bedroom count has to match the system on record, and the new foundation stays 10 feet from the drainfield and reserve area and 5 feet from the tank.
Houses in the Matlock area
The Census Bureau publishes no figures for Matlock itself, so the nearest measure is the census tract that contains it, which reaches well beyond the community across a large rural stretch of the county. The 2020 to 2024 survey puts the tract's median home at 1990, close to the county's 1989, and more homes date from the 1990s than from any other decade. About seven in ten are detached houses and most of the rest are manufactured homes; roughly four in five occupied homes are lived in by their owners, and most of the vacant ones are held for seasonal or recreational use.
