Local knowledge

Home remodeling in Everett, WA runs on local rules

  1. The Everett rule

    ADUs that face the street

A new ADU in Everett with any wall within 30 feet of a public street must face that street, using one of the five porch or entrance types in EMC 19.08.050. In the Neighborhood Residential zones each new unit also needs a private yard of at least 80 square feet and 8 feet across, or a shared yard, while a conversion that stays mostly inside an existing building is exempt from these design rules.

    What we do

We prepare drawings that show the street-facing entrance and the yard, then file them through the city's Online Permitting Portal.

  2. The Everett rule

    Slopes, ravines and soft ground

A lot near a landslide, erosion or liquefaction hazard area falls under Everett's critical areas code, EMC 19.37, which was updated for applications received after June 1, 2026. The geologist must look at the site and 200 feet around it. Homes near the Snohomish River or Silver Lake add a shoreline check too.

    What we do

We check the hazard maps and any overlay for your address before design.

  3. The Everett rule

Whole home remodeling in pre-1940 houses

About 18 percent of Everett homes were built in 1939 or earlier, according to the Census Bureau. Whole home remodeling in Everett houses of that age usually means new wiring, plumbing and insulation once the walls are open, and in the Rucker-Grand, Norton-Grand and Riverside historic overlays the exterior is held to conservation guidelines.

    What we do

We check for a historic overlay and plan wiring, plumbing and insulation into the written, itemized price before any work begins.

All three are settled for your address before a single drawing is made.

I had an amazing experience with Volcano Builders! Bar was incredibly kind, communicative, and made the whole process smooth. We completely redid the bathroom, new flooring, vanity, tub, and wall tiles, and it turned out fantastic. I'm so happy with their work that I'm already planning my second bathroom and hopefully the kitchen too. Highly recommend them to anyone looking for quality work and great service!

I recently hired Bar from Volcano Builders to remodel my bathroom. Overall, the experience was satisfactory. Bar was professional and communicated well throughout the project. The work was completed on time and within budget. The quality of the remodel met my expectations, though there were a few minor details that could have been improved. I would recommend Bar for anyone looking for a reliable contractor for bathroom renovations.

Volcano Builders did a great job on our master bathroom. The tile work and finishing touches were great. Even though they weren't the cheapest quote we got, you can tell they care about quality.

Volcano builders did a phenomenal job on my bathroom remodel. They exceeded my expectations on many levels. Their designer helped me pick out all the tile and bathroom accessories to make sure everything matched in style. Communication was great and response time very fast whenever I had questions for them. They estimated the project would take 5-6 weeks but finished in 4 weeks! Excellent job! Loooooove my new bathroom! Including pics of the Before… and the After!

Bar Unger, founder of Volcano Builders

I'm Bar, founder of Volcano Builders. I have been building for 20+ years, and our main office is in Bellevue, with our Monroe office the closest of our five Washington offices to Everett. Most remodeling problems start before any work does: a vague price, a missed permit step, nobody answering the phone. So every project we take on gets a written, itemized price before work starts, a design and permit plan built around your city's rules, and one project manager you can actually reach.

Guide

Home renovations in Everett, WA: permits, critical areas and ADUs

How Everett permits work

Construction permits in Everett go through Permit Services, and applications are submitted online through the city's Online Permitting Portal (eTRAKiT). Plans are routed to planning, building, fire and civil reviewers, and each review cycle ends in a single combined correction letter or an approval.

Plumbing, electrical, re-roof and solar permits need no plan review.

We prepare the drawings and the city's submittal checklist before anything is filed.

Critical areas and shorelines

Everett regulates wetlands, frequently flooded areas, fish and wildlife habitat including streams and lakes, and geologically hazardous areas, which cover erosion, landslide and liquefaction hazards. The rules sit in EMC 19.37, with flood rules in EMC 19.30, and the City Council approved an update on April 15, 2026 that took effect June 1, 2026.

Where a geological hazard may be present, a licensed geologist or geotechnical engineer assesses the site and the ground within 200 feet of it. If no active hazard is found, a geotechnical letter is enough; if one is, a full report and mitigation plan are required.

The city also has about 25 miles of marine and freshwater shoreline. Port Gardner Bay and the other marine waters, the Snohomish River and its estuary, and Silver Lake are governed by the Shoreline Master Program the state approved in 2019.

ADUs and basement conversions

An ADU in Everett is a unit under 1,000 square feet of interior space, counting basements and attics, on the same lot as a principal home. Attached and detached units are allowed in every zone except Light Industrial and Heavy Industrial, consistent with state law.

In the Neighborhood Residential, Urban Residential and Mixed Use zones there is no cap on the number of units, while the Neighborhood Residential Constrained zone allows two ADUs per lot. A unit under 1,200 square feet needs no off-street parking, school impact fees are waived, and each unit needs its own water meter. An ADU in a historic overlay that sits outside the existing house is reviewed by the Historical Commission.

Older houses and whole house remodeling

The Census Bureau's 2024 American Community Survey counts 48,847 homes in Everett, and 8,867 of them were built in 1939 or earlier. The median home dates from 1980, and a little under half of all homes are detached single family houses.

That mix shapes whole house remodeling in Everett. A pre-war home in the Rucker-Grand, Norton-Grand or Riverside historic overlays is held to neighborhood conservation guidelines written for houses built between 1893 and the 1930s, while a 1980s house elsewhere is more often about layout, kitchens and baths than structure. We scope the house you actually own before we price it.

Permits needing no plan review: City of Everett Permit Services, report to the City Council, July 2025. Critical areas: City of Everett, 2025 Critical Area Ordinance Update, effective June 1, 2026. Shorelines: City of Everett Shoreline Master Program, 2019. ADUs: City of Everett, Accessory Dwelling Units, September 2026. Questions

Questions to ask a home remodeler in Everett

What does a full home renovation in Everett involve?

Design, permits and construction for several rooms at once, usually with new wiring and plumbing when the house predates 1940. You get a written, itemized price before work starts, and typical ranges are in our Remodeling Pricing Guide.

How do home renovation contractors in Everett get a permit?

Online, through the city's Online Permitting Portal. The application, drawings and the residential building submittal checklist are uploaded there, and Permit Services routes them to each reviewer. Corrections come back in one combined letter per review cycle, and we handle the drawings, the submittal and any resubmittals.

Do home addition contractors in Everett need a geotechnical report?

Only when the lot is in or near a geologically hazardous area. Everett requires a geological assessment of the site and the 200 feet around it: a geotechnical letter if no active hazard is found, a full report if one is. Landslide, erosion and liquefaction areas show on the city's Map Everett viewer, and we check them before an addition is designed.

Can I turn my basement into an ADU in Everett?

Yes, in most zones. Everett counts basement and attic space toward an ADU's interior area, which must stay under 1,000 square feet, and ADUs are allowed everywhere except the Light and Heavy Industrial zones. A unit under 1,200 square feet needs no off-street parking, but it does need its own water meter.

What does bathroom remodeling in Everett cost?

Scope drives it more than size: keeping the toilet and shower where they are costs less than moving them, and an older Everett house can need new supply lines once the floor is open. Plumbing permits here need no plan review. Every project gets a written, itemized price, and typical ranges are in our Remodeling Pricing Guide.

Does a kitchen remodel in Everett, WA need historic review?

Only in three places. In the Rucker-Grand, Norton-Grand and Riverside historic overlay zones, work that needs a permit and zoning review follows neighborhood conservation guidelines that focus on the exterior and the streetscape. A kitchen remodel that stays inside the house elsewhere in Everett goes through the standard permit process.
