First steps in an Everett home with water inside
Stop the flow, stay safe, record it, then phone us.
- Close the main shut-off valve. Turning off the whole house stops a split line while you wait for a plumber.
- Keep away from wet outlets and cords. Use the breaker panel only from a dry floor.
- Do not stand under a bulging ceiling. Water pooling above drywall can bring it down. Keep children and pets out.
- Take photos before anything is moved. Wide shots of each wet room and the source. Keep copies.
- Phone us. Tell us where the water came from.
Leave fallen ceiling texture where it lands: the Puget Sound Clean Air Agency warns water can bring popcorn ceilings down in clumps, and they may contain asbestos.
Everett sewer, permit and asbestos rules that shape the job
-
The Everett rule
The side sewer on your lot is yours
The City of Everett maintains sewer lines in the public right of way. Under city ordinance 14.08.260, owners are responsible for their side sewers outside that right of way. Parts of Everett are on a combined sewer carrying stormwater and sewage in one pipe.
What we doWhen sewage comes up through a floor drain, we clean up and rebuild inside the house, and a sewer contractor repairs the private line.

The Everett rule
No permitted work before the permit
Everett says a permit is required for most work unless the code exempts it, and that construction may not legally begin before the permit. Everett Permit Services issues building and plumbing permits, and the City of Everett, not L&I, issues electrical permits.
What we doWe list in writing which rebuild items need an Everett permit and apply before that work starts.

The Puget Sound rule
Nearly half the housing predates 1980
The Census Bureau puts 48.1% of Everett homes as built before 1980, with a median year built of 1981 (ACS 2020-2024). The Puget Sound Clean Air Agency, which covers Snohomish County, requires suspect materials to be identified before a renovation disturbs them.
What we doWe arrange the survey before opening walls. A certified abatement contractor handles any asbestos; we never remove it ourselves.
L&I also requires an accredited asbestos inspection before work that could disturb suspect materials, whatever the building's age.

What homeowners say about working with us
Overall, we had a great time with Volcano Builders. There were a few small delays, but they were clear in their communication and kept things moving. The last kitchen remodel turned out great, and the quality seems like it will last for a long time.
I had a great time with Volcano Builders. The team was professional and on time, and the kitchen turned out just how we wanted it.
Just completed my inital meeting with Volcano Builders about my bathroom remodels and couldn't be happier with the interaction. On time, professional and extremely knowledge. Highly recommend you invite them out to see your next home improvement project!
Everett water damage questions
Do I need a permit to repair water damage in Everett?
Often, yes. The City of Everett says most work needs a permit unless the code exempts it, and that work may not legally begin until the permit is issued. We tell you which parts of your rebuild need one.
Who issues electrical and plumbing permits in Everett?
The City of Everett issues both. L&I lists Everett among cities that run their own electrical permits and inspections, and the hired electrician buys that permit. Plumbing permits go through Everett's Online Permitting Portal.
Who is responsible when sewage backs up into an Everett house?
It depends where the blockage is. Everett maintains the sewer in the public right of way; the owner is responsible for the side sewer outside it. Connections the city considers at risk must have a backwater prevention device, which the owner maintains, and the city says having one or not affects how it processes a future sewage backup claim under its ordinance. See Sewage Backup Cleanup in Seattle.
Will my insurance pay for water damage in Everett?
That depends on your policy, so check your policy or ask your insurer or agent. The Insurance Commissioner treats flooding from a nearby waterway differently from a leak or water intrusion inside the home. We document the damage with photos and moisture readings, work with your adjuster on scope and documentation, and provide a detailed estimate for your insurance company. You choose the contractor.
Can we stay in the house while it dries?
Usually, if the wet rooms can be closed off and you still have power, a bathroom and the kitchen. Sewage in living areas or asbestos work can mean moving out for a while; the Insurance Commissioner suggests tracking housing, food and laundry costs. Ask your insurer or agent what your policy includes.
Do older Everett homes need an asbestos survey before tear-out?
Usually, yes. Nearly half of Everett homes were built before 1980, and both the Puget Sound Clean Air Agency and L&I require suspect materials to be inspected, or treated as asbestos, before work disturbs them. Popcorn ceilings, sheet vinyl and pipe insulation are common suspects. A certified abatement contractor handles any asbestos; we never remove it ourselves.
