Three things an Enumclaw remodel runs into early

  1. The Enumclaw rule

    Boise Creek and Newaukum Creek

    Only two streams in Enumclaw and its urban growth area count as shorelines of the state: Boise Creek and Newaukum Creek. Shoreline jurisdiction covers land within 200 feet of their ordinary high water mark, their 100 year floodplain and the wetlands connected to it. The city has no lake of 20 acres or more and no marine shoreline.

    Basements, flood zones and a high water table

    Where a flood zone has a base flood elevation, Enumclaw code requires a new house or a substantial improvement to put its lowest floor, including a basement, one foot or more above that elevation. Separately, the city's 2024 critical areas science review notes that the impervious Osceola mudflow creates a high water table near the surface across much of the Enumclaw area.

How Enumclaw building permits work

The City of Enumclaw Building Department, part of Community Development, handles plan review and inspections. Applications go in through the city's E-Permits portal, Permit Trax Citizen Connect, where staff review what was submitted, set the intake and permit fees and email instructions for paying online.

Every submittal has to follow the city's electronic document requirements and file naming convention. The counter stops taking applications and payments at 4 p.m., while the portal accepts them at any hour.

Inspections run Tuesday through Friday, with a morning or afternoon slot requested rather than an exact time. A next day inspection has to be called in by 3 p.m., or booked online. Enumclaw does not publish plan review times, so your schedule is set once the city responds to the application.

Critical areas, creeks and the Old Town Overlay

Enumclaw regulates critical areas under EMC 19.02. Of the seven kinds of geologically hazardous area in state rules, the city treats three as relevant to it: erosion, landslide and seismic hazard areas. A site with an erosion hazard needs a stormwater pollution prevention plan and a plan to revegetate, and work in a landslide hazard area has to be certified safe by a Washington licensed engineer or geologist.

For fish and wildlife habitat, the code names Boise Creek and Newaukum Creek and the buffers along them. The same two creeks carry the city's shoreline rules.

Downtown, the Old Town Overlay District is meant to preserve historic architectural designs and urban form, and it requires a SEPA threshold determination for demolition permits inside the overlay. We check which of these layers touch your address before design.

ADUs under EMC 19.34

Enumclaw allows up to two accessory dwelling units with a house, attached, detached or one of each, on a lot of any size as long as the zoning standards are met. Each may be up to 1,000 square feet of gross floor area with no more than two bedrooms, and a detached unit may be up to 24 feet tall.

Each ADU needs one off-street parking stall unless it is within a half mile walk of a major transit stop, and it shares the main house's sewer and water connections and meter. The city issues an ADU permit first, through Community Development, and the building permit follows once that is approved.

The age of Enumclaw's houses

The Census Bureau's 2020 to 2024 American Community Survey puts the median Enumclaw home at 1986. The 1990s were the busiest decade, with more than a quarter of today's homes, yet about one in eight was built before 1940 and about 43 percent before 1980.

Roughly seven in ten homes are detached single-family houses. An older house opened up for a kitchen or bathroom often needs wiring, plumbing or insulation brought up to date, while a 1990s house is more often a finish and layout job, and your written price reflects which one you have.

Does a bathroom remodel in Enumclaw need a permit?

Usually, unless the work appears on the city's building permit exemption list. Enumclaw says any activity not on that list needs a permit, and even exempt work must meet zoning setbacks and may need a critical area permit. Moving plumbing, adding circuits or opening walls normally puts a bathroom remodel on the permit side.

Who files the permit for an Enumclaw kitchen remodel?

We do on our projects. We prepare the drawings, upload them to the city's E-Permits portal, answer the reviewer's comments and book inspections, which Enumclaw offers Tuesday through Friday.

How many ADUs can I build on my Enumclaw lot?

Up to two, attached, detached or one of each, under EMC 19.34. Each can be up to 1,000 square feet with no more than two bedrooms, needs one parking stall unless it is within a half mile walk of a major transit stop, and gets its own ADU permit before the building permit.

My house backs onto Boise Creek or Newaukum Creek. What changes?

The lot may fall under the city's Shoreline Master Program, which reaches 200 feet from each creek's ordinary high water mark and takes in the 100 year floodplain and connected wetlands. The code also protects both creeks and their buffers as fish and wildlife habitat, so we confirm the mapping for your parcel before design.

Can I add a bedroom if my Enumclaw home is on septic?

Possibly, but check with the county first. Enumclaw says a remodel that increases the number of bedrooms, an addition or a detached building on a septic system may need verification from Public Health Seattle and King County's onsite sewage program with the building permit application.

How much does a kitchen remodel in Enumclaw cost?

It depends mostly on scope: keeping the layout costs less than moving plumbing, gas lines or walls, and an older house may need wiring or plumbing updates once it is opened.
