Sumner, WA remodeling guide: Self Service permits, rivers, ADUs and older homes
Permits through Sumner Self Service
Sumner takes permit applications through Self Service, its online permitting system: you open an account, apply, track the permit, and later request inspections with the same login. The city handles a house remodel as a Residential Remodel or Residential Addition permit, and a bath or kitchen job may also need a plumbing permit. Electrical work is permitted separately through the Washington Department of Labor and Industries.
Every addition or alteration application needs a site plan, although the city says it can be simpler than one for new construction. Applications that arrive after 4:30 p.m. are processed the next business day, and the city's permit FAQ says permits expire 180 days from issuance and the date of the last approved inspection. Painting, repointing a chimney, or replacing windows and siding with no structural change needs no permit.
Construction is allowed from 7 a.m. to 6 p.m. on weekdays and from 10 a.m. to 6 p.m. on weekends and legal holidays, and City Hall is open to the public Monday through Thursday. Sumner does not publish plan review times, so your start date is set once the city has responded to the application.
Two rivers, floodplains and Mount Rainier
Sumner sits where the Puyallup and White (Stuck) Rivers meet. Its comprehensive plan names landslide, erosion, seismic and volcanic hazard areas as geologically hazardous areas, points to flood hazard areas along both rivers, and calls for an analysis of volcanic hazard risk with substantial new development in areas mapped for hazards off Mount Rainier.
The ground itself varies. On the state Department of Natural Resources liquefaction map of the Sumner quadrangle, river alluvium and the Electron Mudflow fall in the most susceptible category, and some historic liquefaction sites lie close to abandoned channels of the Puyallup and White Rivers. That is why the hazard and flood layers for a lot are read before an addition, an ADU or a new foundation is designed.
ADUs under SMC 18.12.030
In Sumner's low density residential zones, a legal building lot with one detached house may add two accessory dwelling units, attached or in a detached building, but none where the lot is below the zone's minimum size. Each ADU may have up to 1,000 square feet of floor area, not counting a garage used for parking.
A detached ADU may be 24 feet tall, or no taller than the house when the house is lower. One off-street parking space is required per ADU, except within one-half mile of the Sumner transit station, where none is. A unit 18 feet tall or less may sit 15 feet from the rear property line and 7.5 feet from interior side lines, and a unit on an alley may be built at the lot line.

The median Sumner home was built in 1989, according to the Census Bureau's 2020 to 2024 American Community Survey, yet about one home in eight dates from 1939 or earlier. Roughly a third were built in 2000 or later, and about 57 percent are detached single-family houses.
Sumner's Town Center, the historic Main Street core, lies within the original town limits set when the city incorporated in 1891. Opening the walls of a pre-war house can uncover wiring, plumbing or insulation that needs work, so that possibility is priced in writing before anything starts.

Does the Mount Rainier lahar risk matter for a Sumner remodel?
Mainly for substantial new development. Sumner's comprehensive plan lists volcanic hazard areas among its geologically hazardous areas and calls for volcanic hazard analysis with substantial new development in them. For an addition or ADU we check the hazard layers for your lot before any drawing is made.
