Three Bonney Lake rules that shape a remodel

  1. The Bonney Lake rule

    Within 200 feet of Lake Tapps

    Almost all work inside the shoreline jurisdiction needs a shoreline exemption or a shoreline substantial development permit, and in general that jurisdiction reaches 200 feet from Lake Tapps. The city lists decks, patios, walkways, heat pumps, sheds, retaining walls and new or replaced hard surface among the work that commonly needs one.

  2. The Bonney Lake rule

    Wetlands and steep ground

    Almost all work in a critical area needs a critical areas permit or exemption, and the wetlands on the city's list include Lake Bonney and Lake Debra Jane. On slopes, BLMC 16.28 keeps structures and impervious surface 50 feet back from the top and toe of a Class 1 landslide hazard area unless an approved geotechnical report supports less.

    A 28 day check, then up to 120 days

    The city has 28 calendar days to tell an applicant whether an application is complete, and its building code sets permit issuance within 120 days once it is. Days spent waiting on the applicant for more information are not counted toward that limit.

Building permits and the Permit Center

Yes, you almost always need one: Bonney Lake requires a building permit for nearly all construction, including remodels and repairs, and exempts only items such as finish work and minor repairs. Applications go through the Permit Center in the city's Public Services Department. A residential remodel or addition is filed on the city's online Residential Building Permit Application Form with the additions and remodels submittal checklist.

The building, mechanical and plumbing parts of a residential remodel are reviewed as a single application, and the mechanical and plumbing pieces cannot be deferred. Smaller jobs such as a heat pump or a water heater replacement are applied for and paid online through the city's Online Permit Portal.

Two local details catch people out. Any project adding or replacing 500 square feet or more of hard surface triggers stormwater review under the Pierce County manual the city uses, and a roll-off dumpster must come from the city's hauler, Murrey's DM Disposal. We build both into the plan.

Critical areas and the Lake Tapps shoreline

Title 16 of the Bonney Lake code regulates wetlands and their buffers, critical aquifer and wellhead protection areas, flood hazard areas, geological hazards, and fish and wildlife habitat including streams. The wetlands named by the city include Lake Bonney and Lake Debra Jane.

Under BLMC 16.28, slopes of 40 percent or more with at least 10 feet of vertical relief are Class 1 landslide hazard areas, with a 50 foot setback from their top and toe unless a geotechnical report supports a reduction. Seismic hazard areas follow the state Department of Natural Resources liquefaction mapping.

Near the water, the shoreline jurisdiction generally covers land within 200 feet of Lake Tapps, and even a new patio or a replacement heat pump there usually needs a shoreline exemption. The city's public GIS portal shows whether a lot has critical areas or sits in the shoreline jurisdiction.

ADUs and backyard cottages

Ordinance No. 1737 rewrote Bonney Lake's ADU rules in BLMC 18.22.090 to comply with the state ADU law, HB 1337. Most lots of 2,000 square feet or more may carry two ADUs with a house, duplex, triplex or townhouse, as two attached, two detached or one of each. A lot with an undevelopable critical area, or in a watershed serving a listed impaired or threatened drinking water reservoir, is limited to one.

A detached ADU must be between 450 and 1,200 gross square feet and no more than 24 feet tall. Parking is one off-street space for a one-bedroom ADU and two for larger ones, or one space on any lot of 6,000 square feet or less. Before final occupancy the owner records a covenant with the Pierce County Auditor, which city staff prepare.

What Bonney Lake homes are like

Bonney Lake is a young city by housing age. The Census Bureau's 2020 to 2024 American Community Survey puts the median year built at 2001, with just over half of homes built in 2000 or later and about one in six built before 1980. Roughly eight in ten are detached single-family houses.

For most owners that means the house is sound, and the remodel is about layout and finishes: an open kitchen, a larger primary bath, a deck toward the view. The older houses are the exception, where opening a wall can show wiring or plumbing that needs updating, and we write that into the price before work starts.

Is a permit required for a kitchen remodel in Bonney Lake?

Usually, yes. Bonney Lake requires a building permit for the remodel or alteration of any dwelling unit, and only finish work and minor repairs are exempt. The building, plumbing and mechanical parts of a kitchen are reviewed together as one application, which we prepare and file.

When does a deck in Bonney Lake need a permit?

Whenever it misses any one of four tests. A deck is exempt only if it is 200 square feet or less, no more than 30 inches above grade at any point measured three feet out from its edge, not attached to the house and not serving a required exit door. Near Lake Tapps a shoreline exemption may be needed as well.

How long does the city take to issue a remodel permit?

Up to 120 days once the application is complete. The city first has 28 calendar days to decide whether the application is complete, and time spent waiting on answers from the applicant does not count toward the limit, so a thorough first submittal matters.

How many ADUs can I add to my Bonney Lake property?

Up to two on most lots of 2,000 square feet or more, attached, detached or one of each. A lot with an undevelopable critical area is limited to one. A detached ADU can be 450 to 1,200 gross square feet and 24 feet tall, and a covenant is recorded with the Pierce County Auditor before occupancy.
