Home remodeling in Puyallup, WA: permits, streams, lahars and ADUs
Getting a Puyallup building permit
Building permits in Puyallup are applied for online through the city's CityView permitting portal, which also tracks application status and inspections. The Permit Center at City Hall handles questions, and the city offers virtual counter visits with a member of its development review team.
For an interior remodel the city asks for two sets of construction drawings showing the existing structure and the proposed changes, the state energy code form for alterations, and a current City of Puyallup business license. Larger projects can start with a pre-application review: a notes only review, or a virtual meeting with building, fire, planning and engineering staff.
Puyallup does not post a residential plan review time on its building permit pages, so we set dates once the city responds. We confirm the code edition in force when you apply.
Streams, wetlands and volcanic hazards
PMC 21.06 covers geologically hazardous areas such as steep slopes, landslide and erosion hazards and volcanic lahar, plus wetlands, critical aquifer recharge areas and fish and wildlife habitat. Frequently flooded areas sit in a separate chapter, PMC 21.07, Flood Damage Protection.
When a critical area is mapped on or near a property, the city says owners typically hire a qualified professional, a habitat biologist or a geotechnical engineer, to locate it in the field and write a report that goes in with the application.

Building within the shoreline of the Puyallup River or Clarks Creek
Puyallup's Shoreline Master Program, which took effect on March 1, 2023, reaches 200 feet landward from the ordinary high water mark of the river and of lower Clarks Creek. It also takes in floodways, floodplain within 200 feet of a floodway, and associated wetlands. The official shoreline map shows designations, not that outer edge, which the city sets lot by lot.
All of the Puyallup River in the city is a shoreline of statewide significance; Clarks Creek is not. Homes are a permitted use in the two Urban Conservancy environments where zoning allows them, and prohibited in the Natural environment on the upper creek. A remodel that is exempt from a substantial development permit but still needs a building permit requires a Statement of Exemption from the city's shoreline administrator.
ADUs on Puyallup lots
Puyallup updated its ADU rules for the state law, HB 1337. A lot that meets the minimum area for its zone may have two ADUs, and each may be up to 1,000 square feet. On a smaller lot the city allows one, or two in set configurations: stacked units, one attached with one detached, or a converted structure plus one new unit.
Minimum lot areas run from 4,000 square feet in RS-04 to 35,000 in RS-35. No detached accessory building may have a footprint larger than half the house's footprint, detached ADUs need 10 feet of separation, and owner occupancy is no longer required. Within a half mile walk of a major transit stop, no parking is required for an ADU.
What Puyallup houses are made of
The median Puyallup home was built in 1987, according to the Census Bureau's 2020 to 2024 American Community Survey. The 1990s added more homes than any other decade, yet about 39 percent predate 1980 and roughly 7 percent go back to 1939 or earlier. A little over half are detached houses.
That spread shapes the scope. An early twentieth century house can hide old wiring and plumbing behind plaster, while a 1990s house is more often a kitchen, bath or finish upgrade. Either way, the written price covers what we find before work starts.
Houses on the Puyallup Register of Historic Places
Puyallup keeps a local historic register under PMC 21.22, run by its Design Review and Historic Preservation Board. The April 2024 list is mostly downtown commercial buildings, plus a few homes such as Meeker Mansion, the Benkovich Home and the Mayor's House. A property qualifies when it is at least 50 years old, or younger with exceptional importance, and still keeps its original character; listing needs the owner's consent.
On a listed house, proposed changes to the structure go before that Board, which must issue a Certificate of Appropriateness. In return, owners may qualify for special tax valuation on approved rehabilitation costs and for some International Building Code exemptions.
