    Coal mine workings under the lot

    Large areas of old coal mines lie underneath the city, and BDMC 19.10 treats them as mine hazard areas. In a low hazard mine area the city may allow an addition of 250 square feet or less to an existing house without a detailed mine hazard assessment; most other building there needs analysis by a qualified professional, with a map of any hazards within 300 feet of the property.

    Lake Sawyer and Covington Creek

    The Shoreline Master Program, last amended in 2019, governs Lake Sawyer, its associated wetland Frog Lake, and a short segment of Covington Creek below the Lake Sawyer weir with the shorelands within 200 feet of the creek. It divides that shoreline into five environments, including Shoreline Residential and Shoreline Residential Limited, each with its own development standards.

How Black Diamond permits work

Applications go to the Permit Center in the city's Community Development department. The city takes submittals by email; for a building permit or a large packet, a permit technician arranges upload through its online portal, Citizen's Connect. After a permit technician takes in a complete packet, the applicant receives an invoice, the permit number and a link to track the permit online.

Building inspections run Monday through Thursday, and a request for the next day has to be in by 4 p.m. Electrical inspections are handled by the state Department of Labor and Industries rather than the city. The city does not publish plan review times, so we set your schedule once the application has been accepted.

Construction hours depend on where you live. Across most of the city, work may run 7 a.m. to 8 p.m. on weekdays, 8 a.m. to 6 p.m. on Saturday and 9 a.m. to 6 p.m. on Sunday. Inside the master planned developments the window is shorter: 7 a.m. to 7 p.m. on weekdays, 9 a.m. to 5 p.m. on Saturday, and no work on Sunday.

Sensitive areas and old mines

Black Diamond's sensitive areas code, BDMC 19.10, covers wetlands, fish and wildlife habitat, and geologically hazardous areas: erosion, landslide, seismic and mine hazards. The city lists sink holes and subsidence from abandoned mine workings among the dangers the code is meant to prevent.

The comprehensive plan explains why this matters for a house: old mines under the city can cause differential settlement, where one part of a foundation sinks faster than another, and development in these areas is subject to geotechnical review. The same plan names Jones Lake, Black Diamond Lake, Frog Lake, Lake Marjorie and Lake Sawyer, the fourth largest natural lake in King County, along with Rock, Ginder, Lawson and Ravensdale creeks, as part of the city's open space network.

ADUs and backyard cottages

Under BDMC 18.56, ADUs are allowed in every residential district. A lot may carry up to two alongside the main house when water and sewer service is adequate: one attached unit inside the existing footprint, and no more than one created by new construction, which includes additions and garage conversions.

A detached ADU can be up to 1,000 square feet, not counting a garage or covered porch, and may be no taller than a detached accessory building in that zone. The code asks for one off-street parking space per ADU, and applications are reviewed by the director as a Type 2 permit.

What Black Diamond houses are like

Most Black Diamond homes are young. The Census Bureau's 2020 to 2024 American Community Survey puts the median year built at 2000, with about four in ten homes built since 2010 and close to three in ten built in the 1990s. Roughly 85 percent are detached single-family houses.

The older stock is small but distinct: about 6 percent of homes predate 1940, and the city's plan credits the early houses in Downtown and Morganville with the town's historic character. Newer streets are filling in across the two master planned developments, Ten Trails in the southwest and Lawson Hills in the east. A 1990s house tends to need updated finishes and fixtures, while a house from before 1940 often needs wiring and plumbing brought up to date, so each gets its own written scope.

How do I apply for a remodeling permit in Black Diamond?

Through the city's Permit Center, part of Community Development. Submittals arrive by email or, for building permits and large packets, through the Citizen's Connect portal, and an application is processed only when every required item comes in together. On our projects we prepare the drawings and file the package for you.

Could an old coal mine under my house affect an addition?

It can. Parts of Black Diamond are mapped as mine hazard areas under BDMC 19.10, and outside the smallest exemptions the city expects a mine hazard study by a qualified professional. In a low hazard area, an addition of 250 square feet or less to an existing home may go ahead without a detailed assessment.

Can I build an ADU on my Black Diamond lot?

Usually, if water and sewer can serve it. BDMC 18.56 allows up to two ADUs with a house in any residential district, one inside the existing footprint and one from new construction, and a detached unit may be up to 1,000 square feet. The code also asks for one off-street parking space for each ADU.

What changes if my home is on Lake Sawyer?

A second layer of rules applies. Lake Sawyer, Frog Lake and part of Covington Creek fall under the city's Shoreline Master Program, which sorts the shore into five environments with their own standards. Decks, additions and new structures near the water are checked against that program as well as the zoning code.

What hours can a remodeling crew work in Black Diamond?

Across most of the city, 7 a.m. to 8 p.m. on weekdays, 8 a.m. to 6 p.m. on Saturday and 9 a.m. to 6 p.m. on Sunday. In the master planned developments the hours are shorter, 7 a.m. to 7 p.m. on weekdays and 9 a.m. to 5 p.m. on Saturday, with no Sunday work. No work is allowed on federal holidays.

How much does a kitchen remodel in Black Diamond cost?
