Lahar maps are checked for every proposal
Pierce County reviews its volcanic hazard maps for every development proposal to see whether the site sits in a lahar inundation zone from Mount Rainier. The county's Upper Nisqually Valley Community Plan estimates that one of the large debris flows the volcano has produced would reach Elbe in under two hours, and on any site that contains a critical area a notice must be recorded with the Pierce County Auditor before the work is approved.

Alder Lake is a shoreline of statewide significance
Pierce County's Shoreline Master Program names Alder Lake, a reservoir of more than 1,000 acres, a shoreline of statewide significance. County jurisdiction follows the lake's north shore from Alder Dam to about river mile 46.98 and then the north bank of the Nisqually River toward the national park, taking in land within 200 feet of the ordinary high water mark, associated wetlands and floodways. The standard buffer is 150 feet in the Natural designation, 100 feet in Conservancy and 75 feet in Residential.

Snow load above the 700 foot line
County code sets a flat ground snow load of 25 pounds per square foot only for sites up to 700 feet. The community plan puts Elbe at an elevation of 1,210 feet, so the load for a roof here is taken from the Structural Engineers Association of Washington's Snow Load Analysis for Washington, as approved by the county building official.

Remodeling in unincorporated Elbe: county permits, the lake shore, lahars and ADUs
Who permits a remodel in Elbe
Elbe has no city hall. It is an unincorporated community, so Pierce County Planning and Public Works issues its building permits, and applications are filed through the county's online portal, PALS+. The county's Online Development Guide shows a parcel's constraints, zoning and likely permits before anyone applies, though it does not take applications itself.
A parcel with critical areas or a shoreline designation needs a Pre-application Screening first: a county report that lists the known critical areas, special restrictions and studies a project must address before permitting can go ahead. Once a complete application is in, a permit technician emails the invoice, which must be paid within five days or the application is cancelled, and reviewers then post any corrections as requests in the portal.
The plan set is drawn at a quarter inch to the foot and covers the foundation, framing, each floor, the roof, cross sections and elevations. Septic work goes to the Tacoma-Pierce County Health Department, and electrical permits come from the state Department of Labor and Industries or Tacoma Public Utilities rather than the county. Painting, tile, cabinets and countertops need no building permit, and neither does replacing siding or reroofing a pitched roof when the sheathing stays.
Building near Alder Lake and the Nisqually
Pierce County measures its shoreline buffer from the ordinary high water mark, and the width follows the environment designation mapped for that stretch of shore. Where the site conditions in the code are met, a buffer can be averaged by up to 25 percent, or in the Residential and Conservancy designations reduced by up to 25 percent; anything beyond that goes through a shoreline variance.
A legally existing house inside the buffer can still grow. The code allows an expansion on the landward side where the existing building already shields the shoreline, work in line with the current structure on existing hard surfaces with no loss of vegetation, and a new story over the existing footprint within the height limits.
On a residential parcel, effective impervious surfaces may cover no more than a third of the land inside shoreline jurisdiction, with a 12 foot wide driveway left out of the count. Significant trees there cannot come down without an approved vegetation planting plan, and an unpaved path to the water may be up to four feet wide when no trees are removed.
Lahar zones, slopes and setbacks
Chapter 18E.60 of the county code sorts volcanic hazard areas into inundation zones for Case I, Case II and Case III lahars and a pyroclastic flow zone, then adds travel time zones measured from the source of an event on the Nisqually. Inside those zones essential and hazardous facilities are not allowed and special occupancy structures and covered assemblies have occupancy caps, while the code's table places no limit on other occupancies.
The community plan zones the Case II lahar areas along the river as Rural 40, a designation that begins south of the highway at Elbe, and it expects a flow the size of the National Lahar to cover part of the valley floor east of Elbe. On the other side of the townsite, slopes of 15 to 30 percent climb into the Elbe Hills to the north and east.
Where a critical area or its buffer touches a lot, buildings stay 15 feet back from the buffer edge. Landscaping, uncovered decks, driveways, patios and roof overhangs of up to 18 inches are allowed in that setback.
The Elbe townsite and its design rules
German immigrants and homesteaders settled the townsite in the late 1800s, its plat was filed in 1903 and the Tacoma Eastern Railroad reached it in 1904. The Upper Nisqually Valley Community Plan, adopted on September 28, 1999, describes Elbe as a platted townsite with small home sites on streets off SR 7, squeezed between the foothills and Alder Lake, and zones all of it Village Center, a mixed zone where homes are allowed at up to three units per acre. The Elbe Evangelical Lutheran Church, built in 1906, is listed on both the national and Pierce County historic registers.
The valley has its own design chapter, but it applies to civic, multi-family, commercial and industrial projects, land divisions and site development permits. Individual single-family homes and interior remodels are exempt from the county's design standards, so a house remodel here follows the building code and the critical areas and shoreline rules. The chapter's list of local detailing, from cornice and trim work to knee bracing, wood siding, logs and covered porches, describes the valley's buildings.
ADUs on a rural lot
Elbe lies outside the Urban Growth Area, where Pierce County allows one accessory dwelling unit per lot with a single-family house, attached or detached. The limit is 1,250 square feet of interior habitable space, counting basements and attics but not a garage.
A new detached ADU cannot go in the required front, side or rear yard setbacks, and it may be no taller than the main house unless it sits over a detached garage, where one extra story is allowed. Properties more than half a mile from a major transit stop provide parking for each ADU under the county's parking chapter, and the owner applies for a building permit that shows the size and design limits are met. The county's residential checklist also asks for documentation of an approved drinking water source; for a well that means Tacoma-Pierce County Health Department approval, and the county notes that a new individual well can add significant time to a schedule.

Possibly. Land within 200 feet of the ordinary high water mark on the Pierce County side of Alder Lake and the Nisqually River is shoreline jurisdiction, where development needs either a substantial development permit or an exemption, and buffers run from 75 to 150 feet by designation.
Can I build an ADU on my Elbe lot?
Pierce County allows one ADU on a lot outside the Urban Growth Area, attached or detached, up to 1,250 square feet of habitable space. A detached unit stays out of the required setbacks and no taller than the house, except above a detached garage.
Do I need a permit to replace kitchen cabinets and countertops?
Not for the cabinets and countertops themselves: the county lists them as finish work, along with painting and tile. Moving walls or plumbing needs a building permit, and new wiring is permitted through the state or Tacoma Public Utilities.
