What a Roy remodel has to answer first

  1. The Roy rule

    A Roy mailing address is not always the City of Roy

    The city itself notes that most properties with a Roy mailing address sit in unincorporated Pierce County, outside the city limits, and it sends those owners to Pierce County for building permits. Inside the limits, Roy City Code has every addition, alteration, repair or demolition permitted by the city clerk-treasurer, on the city's own application form.

  2. The Roy rule

    Muck Creek and Muck Lake

    Roy's Shoreline Master Program reaches 200 feet back from the ordinary high water mark of Muck Creek and Muck Lake and their associated wetlands. Lots on both banks of the creek, City Park among them, carry the Shoreline Residential designation, where the standard shoreline setback is 200 feet unless the critical areas code allows it to be reduced, and buildings stay a further 10 feet back from any buffer.

  3. The Roy rule

    A city without a sewer

    Roy does not provide sanitary sewer, so homes in town and in its growth area rely on septic tanks and drain fields built to Tacoma-Pierce County Health Department rules. A 1997 sewer plan was never adopted because Pierce County would not accept the flows. In the single family zone the minimum lot is 7,200 square feet with sewer, or whatever the health department requires for a septic system, whichever is larger.

How a building permit works in Roy

Roy runs its own permit desk. The city clerk-treasurer accepts building permit applications on the city's form, and the code asks each one to describe the nature and value of the work with plans, specifications and a plot plan that locate it on the lot. City Hall keeps a Monday to Thursday schedule, so filing and inspection requests follow those days.

The staff section of the application shows what the city checks on every file: whether the lot is in the regulatory floodplain, whether the Shoreline Master Program applies, whether a water service permit or water use questionnaire is needed, whether the parcel is in the Western Design Overlay, whether it is zoning compliant and whether a critical area is involved. The form also asks for the contractor's state license and Roy business license numbers.

A permit expires if work does not begin within 180 days, if it stops for 180 days, or if the job is not finished within one year. The city publishes no review times, so the calendar is built once the permit is issued.

Muck Creek, Muck Lake and the floodplain

Muck Creek flows through City Park, near the northwest corner of town, where the park spans both banks with a footbridge over the stream, and Muck Lake with its wetlands is the city's other state shoreline. The Shoreline Master Program applies within 200 feet of their ordinary high water mark, and the city's Shoreline Administrator decides whether a project is exempt or needs a shoreline substantial development permit, with variances and conditional uses going on to the Hearing Examiner.

Flood rules sit in Title 13 of the city code, which adopts the Flood Insurance Study for Pierce County and Incorporated Areas dated March 7, 2017 and its rate map. In the mapped flood hazard area, the flood protection elevation is the base flood elevation plus one foot, and every addition, like any improvement costing half or more of the building's market value, needs its lowest floor above that line. The finished floor height is then recorded on a FEMA Elevation Certificate signed by a licensed land surveyor.

Wetlands, fish and wildlife habitat, floodplains and geologic hazards fall under the critical areas code, run by the city planner. When a project lands in one of those areas or its buffer, the planner can ask for a critical area report from a qualified professional, such as a wetland biologist or an engineer.

ADUs, septic and the city water system

Roy City Code allows one accessory dwelling unit per house, attached or detached, approved by the city planner through an administrative use permit. An attached unit is capped at 800 square feet, a detached one follows the city's accessory building limits, and the unit has to share the main house's water, sewer and electrical services rather than getting its own.

State law, RCW 36.70A.681, bars cities from requiring an ADU owner to live on the property, and the state rules override conflicting local ones. The same statute lets a city prohibit ADUs on lots not served by public sewer, which in Roy is every lot, so the city's current position is confirmed at the start.

Roy sits on permeable soil over a high water table, and the comprehensive plan warns that septic systems there put the groundwater, and with it the city's water supply, at risk; the city works with the health department on how systems are designed and kept up. Roy also runs its own water utility, and any change to the original design or use of a water connection needs a plan approved by the water department.

Setbacks and heights in the single family zone

The single family zone covers two kinds of neighborhood: the older streets laid out on a grid in the historic core, and subdivisions such as Oakview Heights and McKenna Meadows that were built under Pierce County rules before the city annexed them.

Houses in that zone stay 15 feet from the front line, or 20 feet where a garage door faces the street, 20 feet from the rear line and 5 feet from each side on the first story, widening to 8 feet for an upper story. Height tops out at 30 feet, buildings may cover 40 percent of the lot and all hard surfaces together 50 percent. A detached garage or shop is limited to an 800 square foot footprint and 18 feet at the ridge.

What Roy houses are made of

The Census Bureau's 2020 to 2024 American Community Survey puts the median Roy home at 1992, and roughly four in ten of the city's homes date from the 1990s. About one in seven goes back to 1939 or earlier. Some four in five are detached houses and close to one in six a mobile home. The city's comprehensive plan adds that Roy has permitted fewer than one new home a year on average since 1992.

That mix shapes the work. A 1990s house usually needs updated finishes, fixtures and layouts, while a pre-war house in the old core can reveal original framing, wiring or plumbing once a wall is opened. Either way, the itemized price names what is likely to be found before work begins.

Roy remodeling questions

My address says Roy. Do I get my permit from the city?

Only if the parcel is inside the city limits. The City of Roy says most properties with a Roy mailing address are in unincorporated Pierce County, and those owners apply to Pierce County instead. We confirm which side of the line your lot is on before anything is drawn.

Does a bathroom or kitchen remodel in Roy need a permit?

Usually. Roy City Code requires a building permit to alter, repair or convert any building in the city limits, with only ordinary maintenance left out, and the fee schedule lists residential plumbing and mechanical permits for new fixtures, venting and equipment. We work out which ones your plan needs before the price is final.

Can I add an ADU to my Roy property?

The city code allows one attached or detached unit per house through an administrative use permit, with an attached unit up to 800 square feet. Roy has no public sewer, and state law lets a city limit ADUs on lots without it, so the septic system and the city's current rule are the first things we check.

My lot backs onto Muck Creek. What changes?

More review before a deck or addition. Land within 200 feet of the creek's ordinary high water mark falls under Roy's Shoreline Master Program, where the standard shoreline setback is 200 feet unless the critical areas code allows less, and part of the creek's channel and floodway lies in the Water Street West and Warren Street rights of way near City Park.

Does the Western Design Overlay apply to my house?

Usually not. The overlay covers downtown commercial, light industrial and public properties and the commercial, light industrial and mixed use land along State Route 507, and projects inside it go through design review by the planning commission. Houses in the single family zone sit outside it.

How much will my Roy remodel cost?
