The Mazama pocket gopher has been protected under the federal Endangered Species Act since April 2014, and Yelm screens applications on soils tied to it, such as Nisqually loamy fine sand and Spanaway gravelly sandy loam. Field visits count only between June 1 and October 31, two of them at least 30 days apart, and they cover the whole parcel. Building inside the footprint of an existing structure, or more than 300 feet from mapped gopher soils, can release a project from review.

Yelm Creek, Thompson Creek and high groundwater
Yelm's critical areas code sets a riparian habitat area 150 feet wide along Yelm Creek and Thompson Creek, and structures stay outside it unless the chapter allows otherwise. Frequently flooded areas cover both the FEMA flood maps dated October 19, 2023 and the zones Thurston County maps as high groundwater flood hazard; no development may sit within 50 feet of a high groundwater area's outer edge, or below a ground elevation two feet above its base flood elevation, whichever is less.

The code designates all of Yelm and its urban growth area as a highly susceptible critical aquifer recharge area. New development connects to city water and sewer, and each dwelling has a STEP tank that feeds the collection lines to the city's reclaimed water plant. The residential permit application asks for a site plan that shows where the septic or STEP tank sits.

How a building permit works in Yelm
Permits come from the Planning and Building Division of Yelm Public Services, whose staff work weekdays from 7 a.m. to 5 p.m. The building permit application is an online form on the city's forms site: it asks for the Thurston County parcel number, the project type (remodel, addition, plumbing or mechanical work among them) and the plans, uploaded as PDF, TIF or image files. The city's residential application also asks every contractor for a state registration card and a current City of Yelm business license.
Construction permits are ministerial in Yelm, which means clear, objective standards and no public notice or hearing. Plans are reviewed under the International Building and Residential Codes as amended by the state, and the city's adoption includes the appendix for tiny homes. Electrical permits and inspections come from the Washington State Department of Labor and Industries rather than the city.
The plan review fee is set at 65 percent of the building permit fee, and building values come from the International Code Council's valuation tables. A permit expires if work has not begun within 180 days of issue or stops for 180 days. The city publishes no review times, so the start date is set once the permit is in hand.
Creeks, flood maps and the drinking water below
Yelm Creek, Thompson Creek, the Centralia Canal, McKenzie Lake in Cochrane Park and Stolberg Lake all lie in or next to the city, and the Nisqually River runs just outside it from the southwest around to the northwest. The city's climate vulnerability assessment notes that FEMA maps put parts of Bald Hill Road, First Avenue, Stevens Street and Crystal Springs Street NE inside 100-year flood zones and regulatory floodways. The state Department of Ecology lists no Yelm shoreline master program, so the creeks are handled through the critical areas code.
Where a lot touches a special flood hazard area, the application records the lowest floor elevation on an elevation certificate. On the rare slope steep enough to count as a landslide hazard, the code keeps a buffer at least as wide as the slope is tall and limits clearing to May 1 through October 1.
All of Yelm's drinking water comes from three city wells drawing on aquifers between 61 and 633 feet deep, and the city's stormwater system relies on its high infiltration soils, with ponds and catchment basins spread across town. The code asks all new development, redevelopment and small parcel development to meet the water quality requirements of the city's stormwater manual, so runoff from a new roof or driveway is part of the plan.
Prairie habitat and the gopher review
Yelm grew up on a glacial prairie in the shadow of Mount Rainier, and the city describes the South Puget Sound prairie as a rare and declining natural community. The Mazama pocket gopher lives in those soils, which is why the city screens projects on mapped gopher soils. Even the local Yelm fine sandy loam is on the protocol's list of soils the gopher uses.
City staff or a qualified consultant trained by the US Fish and Wildlife Service walk the parcel for mounds, and a negative finding stays valid for the life of the underlying city permit. Foundation repair and heating oil tank removal are among the jobs the protocol releases from screening.
Accessory dwelling units in Yelm
Yelm's low-density residential zone lists secondary dwelling units as a permitted use and allows one on a single-family lot. The unit, whether a conversion or an addition, may reach 1,000 square feet on a lot under one acre and 1,500 square feet on a lot of an acre or more.
To help owners start, the city offers a library of pre-approved ADU building plans for lots inside the city limits. An owner picks a design and sends in the application, and city staff then check it against that lot's setbacks, utilities and shape.
State law, Engrossed House Bill 1337, requires cities to allow at least two ADUs on lots in an urban growth area and a size limit no smaller than 1,000 square feet, and it overrides conflicting local rules. We confirm with the Planning and Building Division which limit applies to your lot before design.
Yelm houses by the numbers
Yelm is a young city in housing terms. The Census Bureau's 2020 to 2024 American Community Survey puts the median home at 2004, with about six in ten built since 2000 and the 2000s alone accounting for roughly a third. About three in four homes are detached houses, and about two in three occupied homes are lived in by their owners. Older houses are a minority: roughly one in seven predates 1980.
In a house built in the early 2000s, original kitchens, bathrooms, flooring and fixtures are the usual things to replace. The older ones can hold original wiring and plumbing behind the walls. Either way, the written price lists what we expect to find before work starts.

How do I apply for a building permit in Yelm?
