Abandoned underground coal mines lie beneath Carbonado, and the town's 2024 comprehensive plan puts most of the shafts 100 to 200 feet below ground. Under chapter 16.55 of the municipal code, the land use administrator compares each proposed project with the Carbonado Mining Hazards map, and when a site falls in a potential mine hazard area a licensed geotechnical professional must submit a geological assessment, whose form depends on whether mine workings lie within 300 feet.

Tight setbacks on platted lots
In the low density residential zone, the town's bulk table keeps a house 15 feet from any right of way, alleys included, 5 feet from each side line and 15 feet from the rear line. Height stops at 35 feet and two stories, buildings may cover no more than 40 percent of the lot, and a garage sits 20 feet back so a parked car does not block the sidewalk.

Carbonado takes building permits on paper. The signed application, two copies of the building plans and a plot plan showing every building and its setbacks go to the town clerk at Town Hall, which keeps Monday to Thursday hours, and the fee is calculated and paid once the application is approved. The municipal code requires a permit to alter or enlarge any building.

How a Carbonado building permit works
Carbonado is an incorporated town, and its municipal code requires a permit from the town's building inspector or designated official before anyone builds, alters, enlarges or demolishes a building. The town has adopted the Washington State Building Code, so residential work is reviewed under the same state codes that apply across Pierce County.
The application form asks for the parcel number, the site address, and the builder's name, phone number and contractor license number. It goes to the town clerk with two copies of the plans and a plot plan that locates every building on the lot and notes its distance from each property line. The town calculates the fee after approving the application, and the permit is not issued until that fee is paid.
The town does not publish review times. The clerk's office keeps Monday to Thursday hours, which is worth knowing when a question about a submission comes up late in the week.
Old mine workings and steep ground
The code describes a mine hazard area as land underlain by, next to or affected by old adits, tunnels, drifts or air shafts that could subside. On the ground the signs include unusual depressions, spoil piles and other odd surface features. When the town's map flags a site, the geotechnical professional's finding sets the paperwork: a short letter when no workings lie within 300 feet, an evaluation when workings exist but sit farther away, and a full report when workings are within 300 feet or mitigation is needed. An accepted assessment can stay valid for up to five years if the project and site do not change.
Most of Carbonado sits on level ground about 400 feet above the Carbon River, but the canyon slopes to the southwest are steep. The town treats slopes of 40 percent or more with at least 15 feet of vertical relief as landslide hazard areas, and an active slide carries an undisturbed buffer of at least 50 feet, so lots near the canyon edge get the same map check.
Mount Rainier and the Carbon River valley
Carbonado is the closest incorporated town to Mount Rainier National Park, and its code places the whole town in Travel Time Zone A on the Carbon River system for Case I and Case II lahars, roughly half an hour from the moment the lahar warning alarm sounds. The volcanic hazard chapter's building standards cap occupancy in special occupancy structures and large covered assemblies; they add no separate limit to a house remodel. For homeowners the practical point is the evacuation route, not the permit.
Accessory dwelling units in Carbonado
The town's 2024 comprehensive plan lists attached and detached accessory dwelling units among the housing types for both of its residential designations. HB 1337, the state ADU law, allows up to two units per lot and ends owner occupancy requirements, so we confirm the version in force when you apply.
State law also carves out lots that carry critical areas or their buffers, and in Carbonado the mapped hazards include old mine workings and canyon slopes. Whether a second unit fits your lot therefore depends on which rules the town has in force when the permit is filed and on what the hazard maps show for the parcel.
Carbonado houses, old and newer
Carbonado began as a company coal town, and the comprehensive plan notes that many of its homes were built for miners and their families between 1890 and 1930, with a second wave in the 1980s and 1990s. The Census Bureau's 2020 to 2024 American Community Survey counts about 227 homes, nearly all detached houses, with roughly 85 of them built in 1939 or earlier. For a town this small the margins are wide, but the older share is plain.
Opening the walls of a century old miner's house tends to reveal original framing, old wiring and patched plumbing. The town's plan also asks homes still on septic to connect to the sanitary sewer when the on site system fails or needs replacement, a point to confirm before a bathroom or kitchen adds fixtures. We price those checks into the itemized quote rather than leaving them for later.
