On December 4, 2007 the Chehalis River reached 20.23 feet at the gauge near Grand Mound, its flood of record, and the Rochester Fire Department ran a command post that rescued 63 people, 17 of them by helicopter. The county's Rochester Subarea Plan counts about 755 acres of the subarea inside the 100 year floodplain. County code allows no new construction in floodways, floodplains or high groundwater flooding areas, and building inside the mapped flood of record requires a notice recorded on the property title.

Rochester sits beside the Scatter Creek Wildlife Area, about 600 acres of prairie on Spanaway and Nisqually soils where Thurston County's Habitat Conservation Plan records a significant population of the Yelm pocket gopher, a federally listed subspecies. A project on a parcel with mapped HCP soils goes through the county's HCP permit process: staff visit the site, check it against the habitat protection practices listed in the plan, and set a mitigation fee from the habitat area the project affects before issuing a Certificate of Inclusion.

Every lot treats its own wastewater
The Rochester subarea has no public sewer, so every property handles its own sewage, and the county's plan finds that more than two thirds of development draws water from individual wells. Thurston County will not issue other permits for a project that adds bedrooms until the septic system is large enough for existing and new flows. A building application that needs Environmental Health review also takes a septic inspection from the previous three years and a site plan showing the tank, drainfield, reserve area, wells and water lines.

Remodeling in unincorporated Rochester: county permits, floods, prairie and septic
Who issues a Rochester building permit
Thurston County does. Rochester is unincorporated, so its building and land use permits come from the county's Community Planning and Economic Development department in Olympia. The county's Rochester subarea covers about 8,619 acres roughly 15 miles south of Olympia, between Old Highway 99 and Interstate 5 on the east, Littlerock Road on the west and north, and James Road on the south, and it carries the same zoning districts as the rest of the rural county.
A home project is filed with a Property Information Sheet, which replaced the old Master Application, and a Residential Building Permit Application; some projects add an impervious surface worksheet, and a Critical Area Review may be required. Before applying, owners can book a planner consultation, held online or in person at the county offices, to learn what the parcel allows.
Floods from the river, the creek and the ground
Rochester floods from three directions. At the Chehalis River gauge near Grand Mound, 14 feet puts water over James, Independence and Moon roads in Independence Valley, 15.5 feet sends swift water across State Route 12, and 17 feet marks major flooding; the river passed that line again in January 2009, when flooding hit the Rochester community hard. Scatter Creek, which runs about 20 miles from McIntosh Lake east of Tenino to the Chehalis near Rochester, flooded Old Highway 99, Sargent Road, 183rd Avenue, State Route 12 and Denmark Street in 1996.
The third source is groundwater. The county's hazard plan lists the Scatter Creek and lower Black River system near Grand Mound and Rochester among the places where the water table rises above the ground in long wet spells, and it warns that crawl spaces and basements can flood even when a house is raised above the water.
How the county draws a high groundwater line
Where a permitted project comes within 100 feet, or within 5 feet of elevation, of a mapped high groundwater hazard area, Thurston County code has the edge delineated through a critical area review permit. On an existing lot a licensed land surveyor stakes and flags the high groundwater edge in the field, working from the county map, the topography and aerial photos of past floods, and then shows the base flood elevation and the restricted development zone on the site plan.
That zone reaches 50 feet out from the edge of the base flood elevation, or up to ground two feet higher, and new construction inside it follows the county's flood construction standards. A licensed civil engineer can ask to carve out ground less than two feet higher by showing it will not flood. In a mapped floodway the code goes further and bars residential structures entirely.
Building on prairie ground
The county's own plan describes Rochester as set in a broad reach of prairie and wooded land in the Chehalis River basin. Thurston County's Habitat Conservation Plan covers the Mazama pocket gopher subspecies, the Oregon spotted frog, the Oregon vesper sparrow and Taylor's checkerspot butterfly, which outside Joint Base Lewis McChord survives in Thurston County only near the Scatter Creek Wildlife Area and Glacial Heritage Preserve. Under the plan the county holds the federal permit, so most applicants no longer wait for the June to October gopher inspection season, and decisions can be made year round.
The fee follows the footprint. The county asks that the site plan follow the habitat protection practices in Appendix C of the HCP to avoid habitat, and it sets any mitigation fee from the habitat area the finished plan disturbs, not from the whole parcel; the county itself notes that reducing impacts also reduces the mitigation cost. Storage sheds, carports and dog kennels under 120 square feet are among the activities the plan exempts.
The Chehalis River shoreline
Shoreline rules in unincorporated Thurston County come from the Shoreline Master Program adopted in 1990. It covers rivers flowing more than 20 cubic feet per second, lakes larger than 20 acres, the land within 200 feet of them, and their floodplains and associated wetlands, which brings the Chehalis River and its floodplain on the edge of Rochester into the program.
The Rochester Subarea Plan also maps wetlands along the Scatter Creek drainage basin and in undeveloped areas, about 420 acres of wetlands and hydric soils, which the county reviews as critical areas whether or not they fall inside shoreline jurisdiction.
ADUs on Rochester acreage
Most of Rochester is zoned Rural Residential Resource at one home per five acres, with about a fifth in a one home per acre rural residential district, and parcels of one to five acres are typical. Since Thurston County's code update of December 16, 2025, one ADU is allowed per lot in the rural area, a detached ADU needs no extra land, and the old family member unit is no longer offered.
An attached ADU can be up to half the size of the main house. A detached one is capped at 1,000 square feet, or 1,200 with a transferable development right bought from a farmland owner, must stand within 100 feet of the house unless the lot prevents it, and shares the main driveway. Either type needs approved water and septic, plus a certificate of water availability if it connects to a water system.
Rochester houses and what they need
The Census Bureau's 2020 to 2024 American Community Survey puts the median home at 1994, with about half built between 1990 and 2009, and roughly one home in three is a mobile or manufactured home. Close to nine in ten occupied homes are lived in by their owners. Margins are wide for a place of about two thousand homes.
A house from the 1990s or 2000s that has not been updated usually needs its kitchen, baths and finishes looked at together. Where a lot draws from a private well or the Rochester Water Association, formed in 1969, the water source goes on the plans, and every line of the work is priced in writing before it begins.
