Indianola faces Port Madison, and Kitsap County's Shoreline Master Program covers the land within 200 feet of the water. Homes beside the town dock carry the Shoreline Residential designation, where the standard vegetation buffer is 85 feet from the ordinary high water mark plus a 15 foot building setback. A house that already sits inside that buffer may be remodeled or rebuilt if it stays within the height limit and does not reach further into the buffer without mitigation.

When the Port of Indianola planned a new viewpoint at the head of its dock, the county found the site inside a mapped high erosion hazard area and a moderate landslide area, and asked for a geologic assessment. Under county code a moderate landslide slope keeps a 25 foot native vegetation buffer from its top and a 40 foot overall setback, and clearing or grading in these areas is limited to 1 May through 1 October unless an engineer's wet season erosion plan is approved.

Septic approval before the building permit
On a property served by septic, the Kitsap Public Health District usually reviews a permitted project before the county will issue a building permit. A Building Clearance covers work that keeps the sewage load the same; adding a bedroom or an accessory unit beyond the system's permitted design needs a Building Site Application from a septic designer. The district asks for an approved reserve drainfield area, and its inspector visits within 30 business days of the application.

Remodeling in unincorporated Indianola: permits, the shoreline and ADUs
Who issues the permit in Indianola
Kitsap County does. Indianola has no city government, so building, land use and shoreline permits come from the county's Department of Community Development, and the department accepts applications only online. A project starts in the county's Permit Application Portal, which lists the documents that particular property needs; once the application is accepted, fees, review status, inspection requests and approved plans move to a separate Online Permit Center.
The county's PREP Report Tool flags each parcel green, yellow or red. Green means no extra professional reports; yellow or red means a geologic, wetland or similar report may be required. Most residential projects also file a stormwater worksheet, and the county names new homes, ADUs and garages as examples.
Shoreline work on the reservation's north shore
Indianola sits on the north shore of Port Madison, inside the Port Madison Indian Reservation, home of the Suquamish Tribe. The county's shoreline code gives the historic preservation officers of tribes with jurisdiction the chance to review and comment on every development proposal in the shoreline jurisdiction, and if archaeological material turns up during excavation, work must stop while the county, the state and the affected tribes are notified.
The county's 2021 periodic update of its shoreline program was approved by the state Department of Ecology on 23 September 2021 and took effect on 6 October 2021. It also limits view thinning in the Shoreline Residential buffer to a quarter of the buffer's length, keeping at least 30 percent of each tree's live crown, so a view plan belongs in the design, not after it.
ADUs and guest houses on rural lots
Land around the Indianola dock is zoned Rural Residential, and outside an urban growth area Kitsap County allows one accessory dwelling unit per lot. An attached unit, joined to the house by at least four feet of living space, needs construction permits only; a detached unit also needs a conditional use permit. The owner has to live in either the main house or the ADU.
A detached rural ADU may be no larger than half the main house's living area or 900 square feet, whichever is smaller, and must stand within 150 feet of the house unless it converts an existing outbuilding. Both kinds must meet the health district's water and sewage standards. A guest house is a separate category: under 900 square feet, with a kitchen or a bathroom but not both, and not allowed on a lot that already has a detached ADU.
Indianola houses, old cabins and newer builds
The Census Bureau's 2020 to 2024 American Community Survey counts about 1,700 homes in Indianola. The median was built in 1992, and the 1990s alone account for about a third of them, yet roughly 120 date from 1939 or earlier. Nearly nine in ten are detached houses, and about 150 are mobile homes.
Around 166 homes are held for seasonal or occasional use, about one in ten, while more than four in five occupied homes are lived in by their owners. An older cabin being turned into a year-round house usually needs its insulation, heating, windows and bathroom looked at together, and we price that work line by line in writing before it starts.

Who issues building permits in Indianola?
Kitsap County. Indianola is unincorporated, so the county's Department of Community Development handles building, land use and shoreline permits, and it takes applications only through its online Permit Application Portal. Septic questions go to the Kitsap Public Health District, which usually signs off first.
Does a kitchen or bathroom remodel need a septic review?
Often not. The Kitsap Public Health District lists interior remodels that do not add bedrooms, reroofing and replacing windows, decks or siding as work it does not need to review. If the house has no septic permit on record, the district asks for a Building Clearance even for a kitchen remodel.
Can I add on to a waterfront house inside the shoreline buffer?
Sometimes. County code lets an existing house inside the buffer be remodeled or rebuilt within the height limit, and an expansion that pushes further into the buffer needs mitigation, or a variance below the reduced buffer. We confirm where your buffer line falls before design.
Can I build a backyard cottage in Indianola?
On most rural lots, yes, with an extra step. The county allows one ADU per rural lot; a detached one needs a conditional use permit, may reach half the house's living area or 900 square feet, whichever is smaller, and must meet the health district's septic and water standards.
Is my beach lot in a hazard area?
Possibly. Kitsap County treats bluffs, steep slopes and Puget Sound frontage mapped by FEMA as an A or V flood zone as signs of geologic or tsunami hazard, and the applicant must establish whether one applies, with a geologic assessment where needed. We check the county maps before any drawing.
