Three Chimacum rules that shape a remodel

  1. The Chimacum rule

    A 200 foot buffer on a salmon creek

    Chimacum Creek carries summer and fall chum, coho, steelhead and cutthroat trout, and the county treats it as a shoreline of the state from its mouth to about two miles past the fork in Center Valley. Jefferson County's critical areas code gives a fish habitat stream a standard buffer of 200 feet in rural areas and 150 feet inside an urban growth area or rural village, measured from the ordinary high water mark.

  2. The Chimacum rule

    New wells are for indoor use only

    Under the state's Quilcene-Snow water rule, a new permit-exempt well in the Chimacum subbasin may draw only on a small reserve of 1,940 gallons a day, and only for indoor domestic use, with no outdoor irrigation. Each home is capped at 500 gallons on any day and an annual average of 350, and no new well is allowed where a public water system can connect the lot in a timely and reasonable way.

  3. The Chimacum rule

    Floodplain on the valley floor

    Most of Chimacum Creek and its East Fork lie inside the FEMA 100-year floodplain, and overbank flooding is common where the valley is flat. Any work in a mapped floodplain needs a county flood permit application, even when the work is otherwise exempt, and an improvement costing 50 percent or more of the building's market value must raise the lowest floor and its utilities at least one foot above the base flood elevation.

Remodeling in unincorporated Chimacum: county permits, the creek, water and ADUs

Who issues the permit in Chimacum

Jefferson County does. Chimacum has no town government, so the county's Department of Community Development reviews each building permit against its Unified Development Code and Comprehensive Plan. Applications are taken at a scheduled intake appointment, and every document is uploaded to the department's file share before that appointment. Some projects also need a land use approval on the side, such as a variance or a shoreline substantial development permit.

For a bathroom, the county asks for a remodel permit only when walls move or plumbing is changed or tapped into, and a job that adds no bedroom may qualify for over the counter processing. For an addition it asks for floor plans of the house before and after the work, a stormwater worksheet when square footage is added, and energy code forms when the new room is heated.

A house that already has potable water on record does not have to prove it again for an addition, but adding a bedroom to a home on septic triggers a septic review. When a lot is in shoreline jurisdiction or near a critical area, the county recommends meeting one of its land use planners before applying.

Chimacum Creek, its two valleys and the lakes

The county's comprehensive plan describes Chimacum as a historic crossroads with a post office next to the public school, serving the farms of the Chimacum Valley. The creek that gives it its name drains about 37 square miles and runs roughly 30 miles in combined length. Below the fork, the East Fork comes down through Beaver Valley and the main stem through Center Valley, and the two meet near Chimacum, Port Hadlock and Irondale.

Settlers cleared the valley lowlands for pasture in the late 1800s and early 1900s, draining wetlands and straightening both forks. Summer chum died out in the creek during the 1990s and were later reestablished with introduced stock. Four lakes in the watershed, Anderson, Gibbs, Beausite and Peterson, are also shorelines of the state, so a lakeside lot falls under the county shoreline program as well as the critical areas code.

Critical areas and the remodel exemption

Jefferson County adopted a rewritten critical areas code on 9 March 2026. The code exempts remodeling or rebuilding inside the footprint of an existing, lawfully built structure, as long as work areas are kept small and restored afterward and materials are staged outside critical areas and their buffers. Anything that adds footprint near the creek, a wetland or a lake is reviewed under the full code, and work in a floodplain still needs the flood permit application.

Critical aquifer recharge areas are mapped throughout Chimacum and across Center and Beaver valleys, covering about 38 percent of the watershed. The code defines them largely by geology, such as floodplain alluvium and glacial outwash, where rain soaks quickly into the groundwater that local wells draw on. Landslide hazards are few here, mostly on the hillsides of Beaver Valley, while seismic hazard areas are mapped on the valley floors.

Water in the Chimacum subbasin

Chimacum sits in the Quilcene-Snow watershed, where the Department of Ecology set streamflow levels in a rule that took effect at the end of 2009. Chimacum Creek is closed to new water use from March 1 to November 30, and the reserve set aside for new homes in the subbasin is limited to indoor domestic use: drinking, bathing, cooking and laundry. Ecology cites chronic low summer flows, salmon listed under the Endangered Species Act and the community's investment in fish habitat as the reasons.

Ecology counts each new home against the Chimacum reserve at a standard 13 gallons a day, and every new permit-exempt use in the area covered by the rule must be metered. For an ADU or a house on a new well, that makes the water source the first question; the county's building permit forms include a Determination of Adequate Potable Water for that reason.

ADUs and farm lots in Chimacum

Jefferson County allows one accessory dwelling unit per legal lot alongside an existing single-family house, up to 1,250 square feet of floor area. It can be built new or made by converting or enlarging an outbuilding such as a shop, and the front of the main house keeps a single exterior entrance. Before the permit is issued, the owner shows an adequate potable water supply and septic approval from the county's environmental health department.

Travel trailers and RVs do not count as ADUs, while a park model or tiny home on wheels approved by the state Department of Labor and Industries may, through the county's Site Development Review. On designated agricultural land, housing for farm workers can be allowed in addition to an ADU after an administrative review. Lots inside the neighboring Port Hadlock and Irondale urban growth area may have two ADUs.

What Chimacum houses are like

The Census Bureau has no separate count for Chimacum, so these figures come from its ZIP code, 98325, in the 2020 to 2024 American Community Survey, where a small sample leaves wide margins. The ZIP holds about 966 homes with a median build year of 1999; roughly six in ten went up in 1990 or later, and the 1980s added about a quarter. About 95 percent are detached houses, and around seven in ten occupied homes are lived in by their owners.

For houses of that age, the work we see most is new kitchens and baths, added bedrooms and space for family, planned with the water and septic limits of the lot in mind and priced line by line in writing before it starts.

Who issues building permits in Chimacum?

Jefferson County. Chimacum is unincorporated, so the county's Department of Community Development reviews and issues the building permit, and applications are filed at a scheduled intake appointment with the documents uploaded beforehand. We prepare the drawings and the county submittal for you.

Do I need a permit to remodel a bathroom in Chimacum?

Only for part of the work. The county asks for a remodel permit when walls move or plumbing is changed or tapped into, and such a job may qualify for over the counter processing if no bedroom is added. A finish update that leaves walls and plumbing in place does not need one, by the county's own answer.

My house is near Chimacum Creek. What changes?

More review before design. A fish habitat stream in the rural county carries a standard 200 foot buffer, and most of the creek lies in the FEMA floodplain, where work needs a county flood permit application. Remodeling inside the footprint of the existing house is exempt from the critical areas rules if staging stays out of the buffer.

Can I add an ADU in Chimacum?

Usually yes: the county allows one ADU of up to 1,250 square feet beside an existing house, including in a converted outbuilding. Before the permit is issued you show an adequate water supply and septic approval, and a new well in the Chimacum subbasin is limited to indoor domestic use.

Can I water my garden from a new well in Chimacum?

Not from a new permit-exempt well drawing on the Chimacum reserve. The state rule limits that water to indoor domestic use with no outdoor irrigation, caps each home at 500 gallons a day, and requires new use to be metered.
