Three Pe Ell rules that come before the first drawing

  1. The Pe Ell rule

    A town signature on a county permit

    Pe Ell has contracted out its building code since 1974: section 6-21 of the town code hands administration and enforcement to Lewis County. Before the county accepts an application, Pe Ell staff review the project for zoning, setbacks from property lines, environmental review, critical areas such as wetlands, streams, floodplain and shoreline, and town water and sewer, then sign the county's City Approval Form. Without a town official's signature and date, the form is not valid, and any fees the town has adopted are paid at that step.

  2. The Pe Ell rule

    Two waterways, one new shoreline program

    Pe Ell's Shoreline Master Program took effect on May 11, 2026, replacing rules first adopted in 1974. It covers about two miles of the Chehalis River, a shoreline of statewide significance, and Stowe Creek. For a single-family home in the program's Urban Conservancy area, the table approved by the state Department of Ecology sets a 150 foot setback from the ordinary high water mark, a 35 foot height limit and a cap of 35 percent impervious surface. Within a buffer, clearing is limited to 15 percent of the vegetated area and native trees over 4 inches in diameter at breast height stay.

  3. The Pe Ell rule

    A foot above the base flood

    Pe Ell's flood code requires a separate flood hazard zone permit for work in a mapped special flood hazard area, measured against the Lewis County flood insurance study dated November 1981, which the town keeps on file. A new home, or an improvement costing 50 percent or more of a building's value, must put the lowest floor, basement included, one foot above the base flood elevation. Inside the designated floodway, residential building is prohibited except for repairs and improvements that add no ground floor area or stay under half the structure's market value.

Remodeling in Pe Ell: the permit path, the river, the flood code and older homes

From Town Hall to the county

A Pe Ell remodel that needs a building permit makes two stops. The first is Town Hall, which takes a pre-application form, a site plan and the completed county application. The town code lets a house, an addition or an accessory building go through on a plot plan, approved by the mayor, a designated town official or the building official rather than a hearing.

The county sets the drawing standard for that site plan. It has to be drawn to scale with a scale bar and a north arrow, and a plan sketched over an aerial photo is refused. It shows every building with its dimensions and use, the bedroom count in each one, and the location of wells, septic parts, water lines and other utilities.

The second stop is Lewis County Community Development, where plans are reviewed under the building codes the county has adopted; it adopted the 2021 International Codes on May 6, 2025. The county quotes two to four weeks for most single-family permits, adds that May through October runs much slower, and asks that an addition show the existing floor plan beside the new work. Electrical permits come from the state Department of Labor and Industries instead, and a county permit stays valid for 180 days after it is issued and for 180 days after each inspection.

The Chehalis River and Stowe Creek

Pe Ell sits on State Route 6 about 23 miles west of Interstate 5, and the Chehalis River forms most of its western edge. Stowe Creek follows the old railroad grade, now the Willapa Hills Trail, then cuts across the south side of town to join the river a short way below the highway bridge. The state counted about 5,700 feet of river shoreline and some 2,000 feet of creek inside the town limits.

The town's shoreline inventory describes both channels running through alluvial deposits with high erosion potential and a tendency to migrate, and notes that the houses along the river mostly sit 50 to 100 feet or more back from the bank. The draft comprehensive plan places the most significant wetlands near the horseshoe bend of Stowe Creek by Harkum Road.

For an existing house that already sits closer to the water than the new program allows, the program is specific. It may be rebuilt after a fire or other disaster to its original size, position and height. Growing it takes a shoreline conditional use permit, and the new space has to go up over the current footprint or onto the side facing away from the water. A single-wide manufactured home can be swapped for a double-wide only if the new unit comes no nearer the high water mark.

Building in the floodplain

When a lot falls inside the special flood hazard area, the flood hazard zone permit asks for the elevation of the lowest floor, and a licensed land surveyor certifies the finished elevation of any new or substantially improved home for the building official's records. On new or substantially improved homes, heating, ventilation, plumbing and electrical equipment has to be raised or placed so floodwater cannot get into it.

An enclosed crawlspace or garage under the lowest floor must let water pass through: at least two openings, one square inch of opening for every square foot of enclosed area, with the bottom of each opening no more than a foot above grade, unless an engineer or architect certifies a different design. Where a project also needs a shoreline substantial development permit, that permit can stand in for the flood permit.

The draft comprehensive plan notes that the Newberg sandy loam along the river is the one soil in town whose main limitation is flooding, which is why riverside parcels get this check first.

Snow loads, soils and fire

Lewis County sets a design snow load for each town. Its handout lists Pe Ell at 412 feet of elevation with a minimum roof load of 30 pounds per square foot for roofs pitched 4 in 12 or steeper, a step above the 25 it lists for Centralia and Chehalis. The whole county is in seismic design category D1, footings go at least 12 inches below grade, and walls 14 feet or taller at the eave need a structural engineer's stamp.

Soils matter for foundations and waste lines. The draft comprehensive plan finds that none of the soils in town suit septic drainfields, which is why the town runs its own sewer plant along the river in the northwest corner and serves about 320 connections inside the limits. It rates the Winston loam in the northwest and far south of town as the soil most suitable for foundations.

The same plan cites the county's 2016 hazard mitigation plan, which maps wildland fire hazard right at the edge of Pe Ell. For a house backing onto timber, that is worth weighing when siding, roofing or a new deck is chosen.

Zoning, ADUs and the age of Pe Ell houses

Pe Ell's code sorts its homes into three residential zones by lot size: R1-5, R1-10 and R1-15, with minimum lots of 5,000, 10,000 and 15,000 square feet. Front and rear yards grow with the zone from 10 to 20 to 25 feet, side yards stay at 10, lot coverage steps down from 45 to 40 to 35 percent, and every zone caps height at 35 feet. A detached garage or shop stays out of the front yard, sits 5 feet from lot lines and 10 feet from the house, and may not exceed 35 percent of the house's floor area. Town staff can grant a small administrative variance, at most 10 percent of a dimensional standard.

The zoning chapter as codified in 2023 permits guest houses but excludes accessory apartments. We confirm the rule in force with Town Hall before an ADU is designed.

Pe Ell was incorporated in 1906, and its housing shows it. The Census Bureau's 2020 to 2024 survey counts about 238 homes, roughly 35 percent of them built in 1939 or earlier and close to half before 1960. About four in five are detached houses and about one in six a mobile home. The margins for a town this small are wide, and the plan itself notes that much of the town could qualify for historic listing, with the Holy Cross Polish National Church already a designated landmark. Opening walls that old tends to reveal dated wiring, plumbing and insulation, so we list those possibilities in the itemized price.

Who issues a building permit in Pe Ell?

Lewis County, after the town approves the project. Pe Ell's code contracts building code administration to the county, so Town Hall reviews zoning, setbacks, critical areas and utilities and signs the county's City Approval Form, and the county then reviews the plans and issues the permit. We prepare the paperwork for both steps.

Does replacing cabinets or counters in Pe Ell need a permit?

Not by itself. The county handout lists painting, tiling, carpeting, cabinets and countertops as finish work that needs no building permit. Moving walls, plumbing or venting does, and new circuits need a state electrical permit from Labor and Industries.

Can I add a shed or small shop?

A one-story detached building of up to 200 square feet with no living space needs no county building permit. It still has to meet the town's accessory building rules: out of the front yard, 5 feet from lot lines and 10 feet from the house.

My house is near the Chehalis River or Stowe Creek. Which shoreline rules apply?

Pe Ell's shoreline program, which took effect on May 11, 2026, reaches 200 feet from the high water mark, plus floodways, nearby floodplain and associated wetlands. It sets a 150 foot setback for single-family homes, and an existing house inside that line can grow only upward or away from the water, with a shoreline conditional use permit.

Can I build an ADU in Pe Ell?
