  1. The Mukilteo rule

    Bluffs and gulches need a geotechnical report

    Under MMC 17.52A, rewritten by Ordinance 1533 in March 2026, any structure proposed within 50 feet of a steep slope or landslide hazard area needs a geotechnical report from a qualified professional, and the report is valid for five years. A steep slope is one at least 10 feet tall and 40 percent or steeper. Where that slope is part of a ravine or the shoreline, structures sit 40 feet from its top and 15 feet from its toe unless the report sets another setback, and everything except a deck stays at least 25 feet back from the top.

    Possession Sound sets a 200 foot line

    Mukilteo's Shoreline Master Program and MMC Title 17B govern development within 200 feet of the ordinary high water mark of Possession Sound and Port Gardner Bay. The state Department of Ecology gave the 2019 update final approval on 18 December 2019. Inside that band, the shoreline program alone regulates any critical areas and their buffers.

    Windows and roofs need permits too

    The city requires a building permit for every new window and for all re-roofing, overlays included. Inside the house, a bathroom needs a permit once plumbing or fixtures are moved or significantly altered, such as a tub becoming a shower, and a kitchen needs one when fixtures move or any wall is demolished. A deck needs a permit once it is 200 square feet or larger or 30 inches or more above the ground.

How permits work in Mukilteo

Mukilteo's Planning and Community Development Department runs a permit center, a planning division and a building division, where the Building Official reviews plans and inspects the work. Building, engineering, fire and land use applications are filed and paid for through the City of Mukilteo Online Permit Portal, and an incomplete application stays open for editing for 21 days.

City Hall is closed on Fridays, and the permit counter is staffed Monday through Thursday. Inspections run on the same four days; a building inspection is requested by 3 pm the day before. Electrical work with new wiring, circuits or breakers is permitted and inspected by the state Department of Labor and Industries, and water and sewer service comes from the Alderwood Water and Wastewater District or the Mukilteo Water and Wastewater District.

The city takes payment only through the portal or in person. For questions about how the code applies to a lot, planners can set up a pre-application meeting.

Steep ground, gulches and the 2026 critical areas code

The City Council adopted a rewrite of Mukilteo's critical areas regulations on 23 March 2026 as Ordinance 1533. The code recognizes four kinds of critical area in the city: wetlands, fish and wildlife habitat conservation areas, frequently flooded areas and geologically hazardous areas.

The city designates them by performance standards rather than by map. Its maps, drawn from FEMA flood maps, USGS and state Department of Natural Resources hazard mapping, the National Wetlands Inventory and state priority habitat data, are a general guide, and where a qualified professional's field findings differ from the map, the field findings control.

The Comprehensive Plan counts gulches such as Big Gulch and Japanese Gulch, and ravines such as Upper Chennault and Picnic Point, among the city's public open space. On a steep slope or in a landslide hazard area, clearing or altering vegetation is prohibited apart from listed exceptions such as pruning and removing invasive plants, runoff may not be sent over the slope or onto a neighbor's property, and clearing or grading in the wet months needs a winter construction plan approved by the director.

Living along Possession Sound

Mukilteo's shoreline runs along the east side of Possession Sound and wraps north onto Port Gardner Bay. The Shoreline Master Program sorts it into seven environment designations, among them Urban Waterfront, Urban Conservancy and Urban Railroad, which marks the 100 foot BNSF railroad right of way along the shore.

The program also covers Lake Serene, a 43 acre lake just outside the city limits in Mukilteo's urban growth area, whose Urban Lakefront rules would apply if that shore is annexed. Restoration planning in the program reaches the creeks that drain to the Sound, including Brewery Creek, Big Gulch Creek, the Upper and Lower Chennault Beach creeks and Norma Creek.

ADUs and backyard cottages

Mukilteo's ADU flyer allows up to two accessory dwelling units on a residential lot, though none on a lot that already holds a duplex. Each is capped at 1,000 square feet; a basement larger than that converted into its own unit is reviewed as a duplex. A detached ADU may stand 24 feet tall, and one built over a garage may reach the zone's height limit.

Each ADU needs two parking spaces, or one on a lot under 6,000 square feet, and a lot keeps a single driveway however many units it holds. A detached unit within 10 feet of the house or its deck needs a one hour fire rated wall unless it is sprinklered, every part must sit within 150 feet of where a fire engine can park, and a backyard unit needs a gate at least 3 feet wide that is never locked.

Most lots connect ADU downspouts to the city's stormwater system, which takes an engineering permit, as does adding or replacing more than 2,000 square feet of hard surface. Each unit also needs its own water and sewer service from the local district.

What Mukilteo houses are like

The median Mukilteo home was built in 1989, according to the Census Bureau's American Community Survey for 2020 to 2024, and the 1980s and 1990s together account for about half of the city's housing. About six in ten homes are detached single-family houses, and roughly 71 percent of occupied homes are lived in by their owners.

The age of a house often tracks its neighborhood. The Comprehensive Plan describes Old Town as a historic neighborhood of small homes built in the 1910s and 1920s, while much of Harbour Pointe was built under a master plan Snohomish County first adopted in 1978 and came into the city by annexation in 1991. A kitchen or bath in a house from the 1980s or 1990s is often on its original cabinets, tile and fixtures, and we price that work line by line in writing before it starts.

Do I need a permit to remodel a kitchen or bathroom in Mukilteo?

Only when the work goes beyond finishes. New counters, cabinets, a vanity or flooring need no permit, but moving plumbing or fixtures does, and so does demolishing any kitchen wall. New wiring, circuits or breakers are permitted separately by the state Department of Labor and Industries.

How do I apply for a building permit in Mukilteo?

Does my Mukilteo house need a geotechnical report?

Elsewhere, a permit is needed for evergreens 8 inches or more across at breast height and for deciduous trees 12 inches or more, and topping is prohibited.
