What decides the shape of a Lakebay remodel

  1. The Lakebay rule

    Bay Lake counts as a shoreline

    Pierce County's shoreline code reaches every lake of 20 acres or more, and Bay Lake, at 147 acres the largest lake on the Key Peninsula, qualifies. Its jurisdiction runs 200 feet inland from the ordinary high water mark and takes in any associated wetlands. The county's shoreline map splits the lake's edge between Shoreline Residential, with a 75 foot standard buffer, and Conservancy, with 100 feet.

    A one third cap on hard surfaces

    On a residential lot inside shoreline jurisdiction, Pierce County code limits effective impervious area to one third of the part of the parcel that lies landward of the ordinary high water mark. Roofs, patios and parking all count, a driveway up to 12 feet wide may be left out, and the limit covers the house and every accessory structure alike.

    The health department signs off first

    Outside one sewered subdivision at Taylor Bay, Key Peninsula homes rely on septic systems. The Tacoma-Pierce County Health Department states that Pierce County will not accept a building application for intake without an approved septic application, and its site plan must mark every well within 100 feet with a 100 foot circle and show any lake, cove or other surface water within 100 feet of the property.

How a Lakebay permit is filed

Lakebay has no city hall of its own. Permits for remodels, additions, decks, garages and accessory dwelling units come from Pierce County Planning and Public Works, and every application is submitted online through PALS+.

Before filing, the county points owners to two research tools. The Online Development Guide takes a parcel number or site address and lists the permits and documents a project will likely need, and the About My Property lookup shows whether critical areas are mapped on the lot. Neither one accepts an application. Because almost every Lakebay house runs on a septic system, a well or both, the county also requires its Level 1 Pre-Application Screening for most projects here. A straight swap of plumbing or mechanical fixtures is simpler: that permit is issued as soon as the fee is paid.

The county's Key Peninsula Community Plan covers about 60 square miles, all of it rural or resource land with no urban area under the state Growth Management Act, and that rural status sets several of the limits described below.

Building near Bay Lake

Bay Lake covers 147 acres. The county plan describes its shore as partly built with low density homes and mostly ringed by forest, and lists the lake in the Pierce County Biodiversity Network for the range of birds and mammals it supports.

For a lakefront owner, the buffer on the county map is where planning starts, although it can flex a little. Pierce County allows the standard buffer to be averaged, narrowing one part by up to 25 percent as long as another part widens to match. On Shoreline Residential and Conservancy frontage it can instead be reduced by up to 25 percent when averaging will not work and the buffer slopes less than 15 percent. Anything beyond 25 percent goes to a Shoreline Variance.

An existing lake house can often grow without a variance: county code allows an addition on the landward side of the house, or one in line with it and no closer to the water, when it sits on existing hard surface and removes no vegetation. Significant trees inside the shoreline area stay unless a vegetation planting plan is approved first.

Mayo Cove frontage and its spawning beaches

Mayo Cove is the saltwater side of Lakebay, and Penrose Point State Park, a forested 237 acre marine park with nearly two miles of Puget Sound shoreline, carries a Lakebay address. The county's shoreline map around the cove is a patchwork of Shoreline Residential, High Intensity, Conservancy and Natural designations, and on Natural shoreline the standard buffer grows to 150 feet.

The cove is also a fish nursery. The county plan records a herring spawning area in Mayo Cove and surf smelt spawning along its shore. Under Pierce County Code 18E.40.040, regulated work below the ordinary high water mark in confirmed spawning habitat stops during spawning periods unless a survey shows no spawning or the Washington Department of Fish and Wildlife approves it. House work stays on land, but a new beach stair or a repaired bulkhead is scheduled around those periods.

What the septic review asks of each project

The Tacoma-Pierce County Health Department scales its review to the project. A kitchen or bathroom remodel that adds no bedroom, no floor area and no new drain line needs no health application at all. An addition that keeps the bedroom count calls for a current inspection from your septic maintenance firm and a site plan, and a new bedroom or an ADU can require a septic design by a licensed designer.

The site plan is drawn at 1 inch to 20 or 30 feet and shows the existing and proposed bedroom count, the tank, any pump tank, the drainfield and its reserve area, plus the driveways, patios and decks. Where a field review is needed, a soil test hole at least 2 feet wide and 3 feet deep marks the reserve drainfield.

If the system itself has to be enlarged or replaced, a licensed designer or engineer submits the application, which stays active for three years, and only a certified installation firm can receive the installation permit.

A second unit on a Lakebay lot

With no urban growth area anywhere on the Key Peninsula, Pierce County code allows one accessory dwelling unit per Lakebay lot, either inside or attached to the house or as a separate building, at up to 1,250 square feet. The unit has its own building permit.

A newly built detached unit stays out of the required front, side and rear setbacks and may be no taller than the main house, with two exceptions: it can rise one story above a detached garage, and the code never holds an ADU below 24 feet unless the house itself is held there. On a waterfront lot the rule that keeps a detached unit behind the front of the house does not apply, and because Lakebay is far from any major transit stop, the lot provides parking for the unit.

Lakebay homes and where they came from

The county plan dates Lakebay to 1871, when William Creviston and his wife settled at what was then written Lake Bay. Carl Lorenz opened a sawmill in 1877, a school followed in 1878, and in the 1880s the Lorenz family started a steamboat line carrying people, freight, logs and mail that they ran for more than four decades. A post office opened in 1882, the name became the single word Lakebay in 1894, and in the 1920s a local cooperative shipped eggs to city markets. The peninsula's own name came from here too: Ed M. Stone of Lakebay won a 1931 contest with "Key Peninsula", for its key shape. Lakebay Cemetery is on the county's list of historic places.

The Census tract that contains Lakebay holds about 3,800 homes in the 2020 to 2024 American Community Survey. Roughly three quarters are detached houses and a little over one in five are mobile or manufactured homes, about nine in ten occupied homes are lived in by their owners, and close to 500 are kept for seasonal or occasional use. The median home was built in 1992, newer than the Pierce County median of 1986; the 1990s were the busiest decade, while about 490 homes date from the 1960s and about 300 from 1939 or earlier.

A Lakebay project might be a cabin on the cove turned into a year round home, a 1990s house getting its first kitchen and bath update, or a manufactured home replaced on the same septic system. Each one is priced in writing, line by line, before work begins.

Who issues building permits in Lakebay?

Can I build an ADU in Lakebay?

Lakebay sits outside any urban growth area, so Pierce County allows a single attached or detached ADU of up to 1,250 square feet, with its own building permit and on-site parking. Because it adds wastewater, the health department reviews the septic system and may require a new design.
