King County mapped where the South Fork Skykomish can be expected to move, from the meeting of the Foss and Tye rivers down to the Snohomish County line, and adopted that channel migration zone map in September 2017. Inside the severe hazard area new development is not allowed, and in the moderate hazard area it may be restricted. An owner who believes the line is wrong for a particular property can submit a critical area study asking the county to reassess it.

The 50 percent flood line
If a parcel lies in or next to a FEMA floodplain, a floodway or a channel migration hazard area, King County adds a floodplain development permit to the remodel application. Work costing 50 percent or more of the building's market value before the project counts as a substantial improvement, and that, or any addition that widens the footprint, calls for an elevation certificate from a licensed surveyor. In a FEMA floodway, substantial improvements are generally not allowed.

Septic and well records first
For homes outside a sewer district, King County names Public Health approval for the septic system or well as the permit remodelers need most often. Adding a bedroom to a house on septic brings extra permit requirements, a project that needs a health department permit may need a Critical Areas Designation before it is submitted, and the well paperwork the county asks for depends on whether the well went in before or after 19 January 2018.

Remodeling in unincorporated Baring: the county, the river and the burn scar
Who permits a remodel in Baring
Baring has no town government. It is a rural community on US 2, just west of the Town of Skykomish and 23 miles west of Stevens Pass, and King County's Permitting Division issues its building, mechanical, fire and land use permits. Residential applications are filed online at MyBuildingPermit.com, electrical inspections come from the state Department of Labor and Industries, and septic, plumbing and well inspections come from Seattle and King County Public Health.
The county reviews applications deemed complete on or after 15 March 2024 under the 2021 Washington State Building Code with its own amendments. Its updated critical areas ordinance, adopted on 2 December 2025, took effect on 18 February 2026 everywhere outside shoreline jurisdiction.
Local planning sits in the Snoqualmie Valley/Northeast King County Subarea Plan, adopted in December 2024. It lists Baring as one of the subarea's small commercial nodes, where the historic Baring Store occupies one of two parcels zoned Neighborhood Business.
Living beside the South Fork
The South Fork Skykomish runs west through Skykomish and then Baring before it crosses into Snohomish County. King County describes it as a steep channel prone to erosion and channel migration, and says its floods can cover roads and cut communities off. The University of Washington Climate Impacts Group, cited by the county, expects the river to carry 17 to 33 percent more water from October through March by the 2080s.
The King County Flood Control District runs a voluntary program to buy flood-prone homes in Baring from willing sellers; the county bought five properties, twelve parcels in all, in 2020 and another by May 2021. Where elevating a house is the chosen fix, the county's guidelines put the lowest finished floor at least three feet above the 100-year flood level, or one foot above the 500-year level, whichever is higher.
The river is also a shoreline of the state. Shoreline jurisdiction reaches 200 feet landward from the water's edge and takes in the 100-year floodplain and associated wetlands, and work there needs a substantial development permit or a written exemption from the county.
After the Bolt Creek Fire
The Bolt Creek Fire started on 9 September 2022, a mile and a half north of Skykomish, and grew within hours. Baring was among the communities placed on evacuation alert, US 2 closed for long stretches, and some homes in the area went without power for 7 to 20 days. Over 52 days the fire burned 14,766 acres in King and Snohomish counties.
King County's emergency management office and the National Weather Service placed weather stations in the burn scar near Grotto and Baring to track rainfall and send flash flood warnings, and the county's wildfire plan notes that debris flow risk is highest in the two years after a fire but can last five years or more.

Adding an ADU on a Baring lot
Baring lies outside the Urban Growth Area, so King County's rural ADU rules apply: one accessory dwelling unit per lot, built into the same building as the house unless the lot holds no more than one primary home and meets the minimum lot area for its zone. The Forest zone allows no ADU at all.
The unit is limited to 1,000 square feet of heated space and 1,000 square feet of unheated space, although a unit built wholly inside a basement or attic is exempt from that cap. No extra parking space is required. Before the county approves the permit, the owner records a notice on title identifying the unit as accessory, and the ADU may need its own public health approval for septic.
Baring houses and who lives in them
The Census Bureau's 2020 to 2024 American Community Survey counts roughly 211 homes in Baring, with a median year built of 1971. Most are detached houses, with about 25 mobile homes, and the 1960s and 1970s together account for about half of the stock. Close to six in ten homes are held for seasonal, recreational or occasional use, and nearly every year-round household owns its home. For a place this small the estimates carry wide margins.
The county's subarea plan adds that a quarter of Baring residents are 65 or older, making it the oldest census place in the subarea, and that the nearest full-service grocery store is a half hour drive away. Those facts shape the work: weekend cabins that need a kitchen and bath brought up to date, and year-round homes where a walk-in shower or a main floor bedroom matters. Every line of that scope is priced in writing before work starts.
