About 42 percent of North Bend's land area is mapped as the special flood hazard area, the 100 year floodplain. Any development there needs a floodplain development permit from the city before work begins, and under NBMC 14.12 a new or substantially improved house must have its lowest floor at least two feet above the base flood elevation, with mechanical equipment and utilities elevated or waterproofed to the same height.

The city treats a project as a substantial improvement when its cost reaches 50 percent of the building's market value, and it counts every improvement started in the five years before the current permit application toward that total. Once the line is crossed, the whole house must meet current floodplain rules, which for an older home can mean raising it, floodproofing, adding foundation vents or changing the crawlspace.

Remodeling in North Bend: permits, floods, shorelines and ADUs
Who issues a North Bend permit
The City of North Bend does. Its Community and Economic Development Department reviews building permits, and applications with their supporting documents are submitted to the city electronically. Submittals follow the International codes with Washington amendments, and we confirm the edition in force when you apply.
Electrical permits and electrical inspections come from the state Department of Labor and Industries, not the city. Fire alarm and sprinkler permits are issued by the city and then reviewed and inspected by Eastside Fire and Rescue. Contractors working in town also need a North Bend business license.
Some finish work needs no building permit at all, such as painting, tiling, cabinets and counter tops, or a window replaced in the same opening without reducing egress or energy performance. The city notes that these exemptions never excuse a project from its setback, floodplain or critical area rules.
Building in the Snoqualmie floodplain
The city names five sources of flooding: the South Fork and Middle Fork of the Snoqualmie River, Ribary Creek, Gardner Creek and Silver Creek. It also describes groundwater flooding, which follows storms of about 3 inches of rain in 24 hours and can stand in low areas for weeks, and it counts 15 damaging Snoqualmie River floods near North Bend since 1975, most of them in winter.
A floodplain development permit application is built around a topographic survey showing the base flood elevation for the site. The flood protected elevation is that figure plus two feet, and below it the city requires copper, PEX or galvanized piping rather than PVC. A licensed land surveyor completes elevation certificates during the job, and a finished construction certificate must be approved before the house is occupied or given its final inspection.
Because North Bend sits above Snoqualmie Falls, which blocks the fish species listed under the Endangered Species Act, the habitat assessment attached to a floodplain permit is limited to water quality and changes to the water regime for most home projects.
River shorelines and critical areas
North Bend's shorelines follow the South Fork and Middle Fork of the Snoqualmie. Under the city's Shoreline Master Program, NBMC 14.20, shoreline jurisdiction covers streams and rivers with a mean annual flow above 20 cubic feet per second, the shorelands reaching 200 feet landward from them, and their associated wetlands. The current program took effect on 25 December 2019 after a periodic review accepted by the state Department of Ecology.
Away from the rivers, NBMC 14.05 governs wetlands, fish and wildlife habitat, geologically hazardous areas, frequently flooded areas and aquifer recharge areas. A review can be triggered by a wetland, stream or landslide hazard area on the lot next door, and an owner who knows or suspects a critical area nearby must contact the city before finalizing plans.
ADUs on a North Bend lot
A house in North Bend may have two accessory dwelling units, attached, detached or one of each, and each can be up to 1,000 square feet. A detached unit keeps at least 5 feet from the side lot line and 10 feet from the rear, stays under 25 feet in height, and may not stand taller than the main house.
The ADU must be recorded on the property title with the King County Recorder's Office, and the city holds the certificate of occupancy until it has a copy of that recording. The city's 2025 staff report on the rules notes one parking stall for each ADU, and a homeowners association cannot ban ADUs unless its covenants did so before 23 July 2023.
North Bend houses and the ground they sit on
Much of North Bend's housing is recent: the median home was built in 1993, the 1990s are the largest single decade, and close to three in ten homes date from 2010 or later, according to the Census Bureau's 2020 to 2024 American Community Survey. About 71 percent of homes are detached houses and about 73 percent of occupied homes are owner occupied.
The city's published design criteria call for an 18 inch frost depth, ice barrier underlayment on roofs and seismic design category D-2. Its comprehensive plan notes that parts of the Si View, Silver Creek and Maloney Grove neighborhoods are constrained by the floodplain, so the same kitchen or addition can face different rules a few streets apart.
