Preston sits along the Raging River, and King County mapped the river's channel migration zone in 2019 from river mile 8.5 down to its mouth. The county prepares those maps only for channels inside its shoreline jurisdiction, which on a river reaches 200 feet landward from the water's edge and takes in the 100 year floodplain and associated wetlands. Inside a severe channel migration hazard area the county bars new development, and inside a moderate one it can restrict it.

Outside the Urban Growth Area this part of King County has no sewer service, and the 2024 subarea plan names the Upper Preston Water Association among the private water providers in the area. For a remodel, the county checklist asks for a copy of the Public Health septic permit approval with its approved site plan, and a Water Use Agreement from the provider when the house draws on an existing Group A or B water system. Adding a bedroom to a home on septic brings additional permit requirements.

Remodeling in unincorporated Preston: permits, zoning, the river, ADUs and housing
Who handles a Preston building permit
King County. Preston has no city hall of its own, so remodel, addition and ADU permits are issued by the county's Department of Local Services, Permitting Division, which keeps an office in Snoqualmie. Most residential applications are filed online through MyBuildingPermit.com.
Work that stays inside the existing floor area counts as a remodel, and anything that adds square footage is a structure addition; an accessory dwelling unit goes in under its own permit type. Trade permits are separate: Seattle and King County Public Health covers plumbing and gas piping, and the Washington State Department of Labor and Industries covers electrical work.
Preston in the 2024 subarea plan
Preston is covered by the Snoqualmie Valley/Northeast King County Subarea Plan, adopted on December 10, 2024 as Attachment J to Ordinance 19881. The plan calls Preston a historic mill town between Issaquah and the Snoqualmie interchange on Interstate 90, set along the Raging River at the base of Mitchell Hill, with an industrial area, a residential area, two county parks and the Preston Regional Trail.
With that plan the county moved Preston's residential area out of the Rural Neighborhood Commercial Center designation and into Rural Area, to protect its rural, residential character. The plan observes that the town center has kept its size and scale for decades and that Preston has held on to its existing housing. Policy SVNE-6 keeps the Preston Industrial Area, which includes the 129 acre Preston Industrial Park, at its existing role, size and scale.
Building on a rural Preston lot
The subarea plan lists RA-2.5 zoning in the Preston center alongside a few Neighborhood Business parcels. In King County's density and dimension table (KCC 21A.12.030), RA-2.5 carries a minimum lot area of 1.875 acres, a 30 foot street setback, a 5 foot interior setback and a base height of 40 feet. Smaller lots are measured differently: a lot of one to two and a half acres follows the R-1 zone's requirements, and a lot under one acre follows the R-4 zone's.
Neighbors matter too. A house next to land zoned A, M or F, or next to an existing extractive operation, must stand at least 100 feet from that property line, and a lot narrower than 150 feet uses a formula based on its width instead. The plan places the Raging River Quarry along Preston Fall City Road Southeast, and the plan counts almost 90 percent of the subarea as forestry and agriculture resource land, so we confirm the zoning on every side of your lot before an addition is drawn.
The river's past around Preston
The Raging River has not always drained to the Snoqualmie. A February 2022 study prepared for King County explains that as the glaciers retreated, a drainage divide formed between present day Preston and Fall City and the river ran toward the Lake Sammamish basin, until erosion on the Fall City side captured it. That capture is why the stretch between Preston and Fall City is relatively steep and confined today.
In 1964 a levee built just downstream of Preston cut the river off from 7 acres of floodplain and held it in a narrow, straight channel. The county's Department of Natural Resources and Parks took that levee out in a restoration project that ran from 2006 to 2010, setting boulders along the edge of the floodplain to protect the base of the county road. The reach supports Snoqualmie Chinook and steelhead, both listed as threatened.
ADUs on a rural lot
Preston is Rural Area, so the county's rural ADU rule applies: one accessory dwelling unit per lot, built into the same building as the house unless the lot holds no more than one primary dwelling and meets the minimum lot area for its zone, which is 1.875 acres in RA-2.5. Where the house and the ADU share a building, or are joined by a breezeway, only one entrance may face the street.
The unit is capped at 1,000 square feet of heated floor area and 1,000 of unheated area, unless it sits wholly inside the basement or attic. The code asks that it match the house in materials, colors and building form, and suggests a siting study to limit its effect on the neighbors' privacy and views. No added parking is required, and a notice naming the unit as accessory is recorded on title before the county approves the permit.
Preston houses and what they need
The Census Bureau publishes no figures for Preston itself, so the nearest measure is block group 5 of census tract 322.21, which contains the town center. There, the 2020 to 2024 American Community Survey counts about 244 homes, every one a detached single-family house lived in by its owner, with a median year built of 1990; the 1970s and the 1990s supplied the most houses, and a handful date from 1939 or earlier. The margins of error for an area this small are wide, so treat these as rough.
That mix means a Preston remodel can meet anything from a 1970s kitchen to a far older house near the mill site. We open up the scope room by room and price it line by line, in writing, before work begins.
