Shoreline bathroom permits: three rules we plan around
-
The Shoreline rule
A new layout goes in as an interior remodel permit
Shoreline needs no building permit for painting, tiling, cabinets, countertops and similar finish work. Remodeling a bathroom, or moving a wall or window, is filed as a Residential Interior Remodel permit, and its drawings must show each new or relocated sink, tub and shower.
What we doWe draw that fixture plan and roll the plumbing and fan work into the same application, which the city asks applicants to do where they can.
-
The Shoreline rule
Swapping a fan or water heater is still permitted work
The city's residential plumbing and mechanical permit covers replacing a tank or tankless water heater, adding or relocating a sink, toilet, tub or shower, and replacing or installing a bathroom ventilation fan. On a house, duplex or townhome it needs no drawings, only the application.
What we doWhen the walls stay put, we apply for that permit online before the old fan or heater is removed.
-
The Shoreline rule
Wiring is permitted and inspected by the state
Shoreline does not issue electrical permits. Its remodel checklist points to Washington State Labor and Industries, and L&I performs all electrical inspections in the city, so new circuits for a fan, vanity lights or a heated floor are a separate state permit.
What we doWe open the L&I permit next to the city one and schedule both sets of rough in inspections before any drywall goes up.
Shoreline's approved permit lists every inspection the job needs, and the city wants the stamped plans and the permit card on site at each visit, through the final.
What a Shoreline bathroom remodel can include
Most projects combine two or three of these, and one designer and one crew carry the whole room.
Tub to shower conversions
An old tub replaced by a curbless or low curb shower, or a soaking tub kept with a fixed glass panel, each built over a new waterproof membrane.
Vanities, mirrors and storage
Single or double vanities, medicine cabinets, tiled niches and lighting planned around the mirror, chosen with our designer before ordering.
Floors, fans and hot water
Porcelain floor tile, optional floor heat, an exhaust fan vented outdoors and a new water heater when the old one is near the end.

Volcano builders did a phenomenal job on my bathroom remodel. They exceeded my expectations on many levels. Their designer helped me pick out all the tile and bathroom accessories to make sure everything matched in style. Communication was great and response time very fast whenever I had questions for them. They estimated the project would take 5-6 weeks but finished in 4 weeks! Excellent job! Loooooove my new bathroom! Including pics of the Before⦠and the After!
Volcano Builders did a great job on our master bathroom. The tile work and finishing touches were great. Even though they weren't the cheapest quote we got, you can tell they care about quality.
We were nervous about hiring a contractor because we were first-time homeowners, but Volcano Builders made it easy to understand. They made everything clear and helped us stick to our budget. I'm very happy with how everything turned out.

From first visit to final inspection
Three steps, one team, and a written price before anyone picks up a tool.
-
Home visit
We look at the bathroom with you, measure it, test the floor for soft spots, trace where the fan and water heater vent, and note what you want changed.
-
Design and paperwork
You pick tile, fixtures and glass with our designer. We price every line in writing, then file the Shoreline and L&I permits the design calls for.
-
Construction
Demolition and rough in come first, then the inspections, the waterproofing, tile and glass. Your project manager walks the room with you at the end.
Our workmanship warranty
- 2 years standard. Our installation and labor are covered for 2 years from substantial completion.
- Up to 5 years. You can extend the workmanship coverage up to 5 years for an added charge, set in your contract.
- Not transferable. Coverage stays with the homeowner who signed the contract and does not pass to a new owner.
- Materials. Materials, finish materials included, carry the manufacturer's or supplier's warranty, and we help you file a claim.

Questions from Shoreline homeowners
Do I need a permit to remodel a bathroom in Shoreline?
Usually. Retiling or replacing a vanity and countertop needs no building permit, but a new or relocated fixture, a new water heater or a new bathroom fan needs the city's plumbing and mechanical permit, and changing the layout makes it a Residential Interior Remodel permit. Any wiring is permitted by L&I, not the city. More in Bathroom Remodeling Across the Greater Seattle Area
Does it matter who supplies my water?
It can. The city names two water providers for its Water Availability Certificate, Seattle Public Utilities and North City Water District. If the remodel adds plumbing fixtures and your house is on North City Water District, the city asks for a Water Availability Certificate with the remodel permit, so we check your water bill before we apply.
How long does a bathroom remodel take?
It depends mostly on the scope your permits cover. In Shoreline a bathroom remodel is filed as a Residential Interior Remodel permit with every new or relocated fixture drawn, and the wiring is a separate L&I permit with its own inspections. In Seattle, a bathroom where we rebuilt the shower and every wall around it took about 9 weeks. Design, ordering and permits come first. See How Long Does a 5x8 Bathroom Remodel Take?
Can I remodel the bathroom in my Shoreline condo?
Often, with the association's consent. Washington law lets a condo owner alter the inside of a unit as long as the work does not impair the structure or the shared plumbing and electrical systems, subject to the association's governing documents, and changes to common elements need board approval. We read those rules and get approval in writing before demolition.
What sets the price of a Shoreline bathroom?
Mostly how much moves. Keeping the toilet, tub and sink where they are costs less than relocating drains, and the tile, glass and fixtures you choose come next. You get an itemized written price after the home visit. For typical ranges, read Cost of a Bathroom Remodel in the Greater Seattle Area
