Bellevue lets you replace a toilet, sink or faucet with a similar one in the same spot without a permit. Showers and bathtubs are the exception: the city counts taking one out and putting another in as altering the piping inside the wall, so it needs a plumbing permit even when the new one sits exactly where the old one did.

Across most of Washington the Department of Labor and Industries issues electrical permits, but Bellevue is one of the cities that runs its own. A new or altered branch circuit, say for a heated floor, a lit mirror or extra lighting, is permitted and inspected by the City of Bellevue instead.

The fan has a minimum airflow
Washington's residential code applies in Bellevue as in every city in the state. It requires a local exhaust fan in each bathroom and toilet room that can move at least 50 cubic feet of air per minute when run on demand, or 20 when it runs continuously, with a control inside the room (WAC 51-51-1505).
What we doWe read the rating on the fan you have, replace it if it falls short, and fit a switch, timer or humidity sensor in the bathroom itself.
One exception to permits first: Bellevue treats a repair that restores sanitation or heat, such as a broken water heater, as emergency work that can go ahead at once, provided the permit is applied for on the city's first work day after the work began. A planned remodel does not qualify.

Washington condominium law lets an owner alter the inside of a unit as long as the work does not impair the structure or the building's mechanical or electrical systems, and the declaration can add its own conditions (RCW 64.34.240, RCW 64.90.255). A condo bathroom ties into the building's shared water and drain lines, so we get the association's approval and its rules for shutoffs and work hours before a start date is set.
