Kirkland rules that touch a paint job

  1. The Kirkland rule

Paint needs no permit, some repairs do

Kirkland lists painting, papering and similar finish work among the projects exempt from a permit. Replacing non structural siding on a one or two family house is exempt too, except veneer, stucco or EIFS, and so is swapping a window like in kind. Cutting a new opening for a door, window or skylight needs a permit, and on flood hazard, wetland, steep slope or shoreline lots the city says none of these exemptions apply.

    What we do

Your estimate starts from the city Parcel Report for your address, and any repair that needs a permit is priced on its own line.

  2. The Kirkland rule

Only rain may go down a storm drain

Kirkland Municipal Code 15.52.090 bars anything but storm water from the city storm drain system and names paints, stains, lacquers, varnishes, soaps and detergents among the prohibited contaminants. Washing a building's exterior is allowed as routine wash down only when no detergent is used. The city notes that every storm drain in Kirkland flows to the nearest lake, stream or wetland.

    What we do

Your written scope spells out how the siding will be washed and how brush water and leftover paint are handled, with that code section in mind.

  3. The Kirkland rule

Historic homes in Norkirk and Market get a review

In the Norkirk and Market neighborhoods Kirkland can designate a house as a historic residence, and the Planning Official reviews every proposed alteration to one. Ordinary repairs and maintenance that keep the look of the exterior's significant features and use no substitute materials need no further review. Changing that look or replacing historic materials is judged against the Secretary of the Interior's Standards.

    What we do

For a designated house we confirm with Kirkland Planning whether your colors and trim repairs count as maintenance before the price is final.

In Kirkland, 43.6 percent of homes were built before 1980 (US Census Bureau, American Community Survey 2020-2024 5 year). For houses built before 1978, Washington's lead renovation rules (chapter 365-230 WAC) cover paid work that disturbs paint, except minor repair and maintenance that disturbs six square feet or less of painted surface per room inside or 20 square feet or less outside.

What we do

Kirkland painting work we take on

One room or the whole outside of the house. Prep, repairs and coats are written into the scope before the first can is opened.

Exterior repaints

Lap siding, shingles, trim boards, soffits, fascia and front doors. Washing, scraping, spot priming and caulking are listed ahead of the color coats.

Interior rooms

Walls, ceilings, stairwells and baseboards, from a single bedroom to a full floor, with holes patched and stains sealed before the color goes on.

Built-ins and cabinets

Stained bookcases, wainscoting, doors and cabinet boxes brought to a painted finish, like the Sammamish home office pictured at the top of this page.

Overall, we had a great time with Volcano Builders. There were a few small delays, but they were clear in their communication and kept things moving. The last kitchen remodel turned out great, and the quality seems like it will last for a long time.

I had an amazing experience with Volcano Builders! Bar was incredibly kind, communicative, and made the whole process smooth. We completely redid the bathroom, new flooring, vanity, tub, and wall tiles, and it turned out fantastic. I'm so happy with their work that I'm already planning my second bathroom and hopefully the kitchen too. Highly recommend them to anyone looking for quality work and great service!

I recently hired Bar from Volcano Builders to remodel my bathroom. Overall, the experience was satisfactory. Bar was professional and communicated well throughout the project. The work was completed on time and within budget. The quality of the remodel met my expectations, though there were a few minor details that could have been improved. I would recommend Bar for anyone looking for a reliable contractor for bathroom renovations.

Process

How a Kirkland painting job runs

Three steps, one team, and a written price before anyone picks up a tool.

  1. Walk the house together

We look at each wall, ceiling or side of the house with you, and talk through colors, sheen and the days that suit your household.

  2. Scope and price in writing

You receive a written price that lists the prep, repairs, primer and coats for every area, plus any permit a repair needs, and you approve it before anything is scheduled.

  3. Painting and sign off

One project manager runs the job from the first wash to the last coat, then goes over the finished surfaces with you so touch ups happen before the crew leaves.

Questions

Kirkland house painting questions

Do I need a permit to paint my house in Kirkland?

Not for the paint itself. The City of Kirkland lists painting and similar finish work as exempt under KMC 21.06.215, along with like in kind window replacement and non structural siding replacement on one and two family homes. A permit comes back when a repair cuts a new opening or replaces stucco, veneer or EIFS, and on critical area lots the exemptions do not apply. How long does it take to paint a house in Kirkland?

Your written estimate states the working days for your house, set by its size and height, the state of the old paint and how much repair comes first. Painting needs no Kirkland permit, but in a home built before 1978 Washington's lead renovation rules apply once paint is disturbed, and a designated historic residence in Norkirk or Market can need the Planning Official's review for anything beyond ordinary repairs. See the Exterior Painting Project in Marysville, WA.

Can I repaint my Kirkland condo or townhome?

Inside your unit, usually yes. Washington law (RCW 64.90.255) lets an owner alter a unit when the work does not impair the structure or the mechanical or electrical systems, subject to the governing documents. The same law says an owner may not change the appearance of the common elements without board approval, so if your siding, trim or entry door is a common element under the declaration, exterior colors go to your association first.

What does a house painting job in Kirkland cost?

The price follows the area to be painted, the height of the walls, how much prep and repair the old surfaces need, and how much trim and detail there is. We give it after seeing the house, as a written, itemized estimate. For background, read the Seattle and Bellevue Remodeling Cost Guide.
