Before we get to your house
Stop the source, keep everyone safe, then phone us.
- Close the valve. Turn off the main shutoff, or the valve on the fixture that failed, so no more water comes in.
- Keep clear of wet outlets and cords. Switch off the breaker only if you can reach the panel standing on a dry floor.
- Sewage rising with nothing running? Call the city. Bellevue Utilities asks you to phone its Wastewater division right away, since the fault may be in the public main.
- Then call us. Say where the water started, which rooms it reached and whether it came up from a drain.
Leave fallen ceiling texture alone: the Puget Sound Clean Air Agency warns wet popcorn ceilings can fall and may contain asbestos.
Bellevue permit rules that shape a water damage repair
-
The Bellevue rule
The emergency clause covers equipment, not walls
Bellevue City Code 23.05.090 has an emergency clause for equipment repairs and replacements only. The same section says cutting away any wall or partition is not an ordinary repair.
What we doBefore we open a wall or ceiling, we confirm which Bellevue permit that work needs and tell you in writing.
-
The Bellevue rule
A pipe inside a wall needs a city plumbing permit
The City of Bellevue lists altering piping inside a wall, ceiling or beneath a floor as permit work, and issues those permits itself. A like-for-like faucet or toilet swap does not need one.
What we doA licensed plumber repairs the line, and we close the wall after that repair.
-
The Bellevue rule
Electrical permits come from the city, not L&I
Washington L&I lists Bellevue among the cities that issue their own electrical permits and inspections. The electrical contractor doing the work buys its own permit.
What we doIf water reached outlets, wiring or the panel, a licensed electrical contractor repairs it under a City of Bellevue permit before we close up.
Older homes may need an asbestos survey before tear-out under the Puget Sound Clean Air Agency rule. A certified abatement contractor handles any asbestos; we never remove it ourselves.
What we do after water gets into a Bellevue home
Mitigation stops the damage; the rebuild puts the rooms back. We do both.
Extraction
Standing water comes up from floors, carpet and pad before anything else.
Drying with readings
Equipment runs until walls, subfloor and framing read dry at marked points.
Sewer backup cleanup
Sewage is Category 3 water and is handled as contaminated. Saturated carpet, pad and drywall come out, and hard surfaces are cleaned.
Contents pack-out
Belongings in the wet rooms are packed and moved so they stay dry.
Tear-out and rebuild
Materials that could not be dried are replaced and the rooms finished to match.
Records for your adjuster
We document the damage with photos and moisture readings, and work with your adjuster on scope and documentation.

From your call to a finished room
Dry first, repair second, with a written record kept the whole way through.
-
Call and same day visit
Call us Monday to Friday 6am to 9pm, weekends 9am to 5pm. On the first visit we confirm the source is stopped and map the wet area.
-
Protect and extract
Belongings are moved or packed out, then standing water is removed.
-
Dry and log
Drying equipment is set, and readings are recorded at the same points on every visit.
-
Survey and permit, then tear-out
Where suspect materials could be disturbed, an accredited asbestos survey comes first, and any Bellevue permit is in place before walls are cut.
-
Rebuild
With the framing dry, walls are closed, floors replaced and the rooms finished.
What homeowners say about working with us
I had an amazing experience with Volcano Builders! Bar was incredibly kind, communicative, and made the whole process smooth. We completely redid the bathroom, new flooring, vanity, tub, and wall tiles, and it turned out fantastic. I'm so happy with their work that I'm already planning my second bathroom and hopefully the kitchen too. Highly recommend them to anyone looking for quality work and great service!
Volcano builders did a phenomenal job on my bathroom remodel. They exceeded my expectations on many levels. Their designer helped me pick out all the tile and bathroom accessories to make sure everything matched in style. Communication was great and response time very fast whenever I had questions for them. They estimated the project would take 5-6 weeks but finished in 4 weeks! Excellent job! Loooooove my new bathroom! Including pics of the Before⦠and the After!

Water damage questions from Bellevue homeowners
Do I need a permit for water damage repair in Bellevue?
Often, yes. Bellevue City Code treats cutting away a wall as more than an ordinary repair, while finish work such as painting, tiling, carpeting and cabinets is exempt. Plumbing and electrical permits also come from the city.
Sewage came up a floor drain. Who do I call?
If sewage rises while no water is running, call Bellevue Utilities' Wastewater division first: the city maintains the main lines. Slow drains usually point to the private side sewer, which is the homeowner's. Once the line is clear, we handle the cleanup; see Sewage Backup Cleanup in Seattle.
Will my insurance pay for water damage in Bellevue?
That depends on your policy, so check your policy or ask your insurer or agent. We document the damage with photos and moisture readings and provide a detailed estimate for your insurance company. Washington's Insurance Commissioner says the choice of contractor is yours.
Can we stay in the house while it dries?
Usually, if the wet rooms can be closed off and the kitchen, a bathroom and power still work. Contaminated water in living areas or asbestos abatement can change that.
Is asbestos a concern in older Bellevue homes?
It can be. The U.S. Census Bureau (American Community Survey 2020-2024) counts 46.7% of Bellevue homes as built before 1980. Washington L&I requires an accredited inspection before work that could disturb suspect materials, whatever the building's age. A certified abatement contractor handles any asbestos; we never remove it ourselves.
